The Orange County Board of Commissioners met in adjourned session on Monday, July 25, 1960, at 9:30 o'clock a.m. in the Commissioners' room at the courthouse in Hillsboro, 11. C. Members present: Chairman R. J. M. Hobbs, Commissioners Clarence Jones, Donald McDade, Donald Stanford and Henry Walker. Members absent: None The purpose of this meeting was to discuss further the County budget for the fiscal year of 1960-1961. A new pay plan to superceed the old plan which was established in 1955 was presented by the County Accountant, The Accountant mentioned the fact that when the old pay plan was instituted in 1955 the cost of living index as recorded by the Federal Government stood at 1114.5. Today this index stands at. 126.5 The pay plan as presented was discussed at great lengths and the Board decided to amend it so teat the starting salary in pay grade five (5) would be $263.00 per month and that the slaps would progress upward from there. At the conclusion of this discussion the new plan as presented was adopted and the Acting Clerk was directed to record same in the minutes. e 1 h 5 Max. The Orange County Board of Commissioners met in adjourned session on Tuesday, July 26, 1960, at 8 o'clock p.m. in the Commissioners' room at the courthouse in Hillsboro, N. C. Members present: Chairman R. J. M. Hobbs, Commissioners Clarence Jones, Donald McDade, Donald Stanford and Henry Walker. Members absent: None Budgets of the various General Fund Agencies, the Farm Fund, the Health Fund And Welfare Funds were discussed and tentatively set. C. Members present: Chairman R. J. M. Hobbs, Commissioners Clarence Jones, Donald McDade, Donald Stanford and Henry Walka_r. Members absent: Kane The following appropriations resolution was adopted: For the County Bond Fund the sum of $ 20,620,00 For the Farm Program $ 41,936.00 u 191 For the General Fund the sum of $220,120.00 For the Health Fund the sum of $ 32,500.00 For the Property Revaluation $ 12,000.00 For the School Current Expense Fund the a= of $319,925.00 For the School Capital Outlay Fund the sum of $331,928.00 For the School Debt Service Fund the sum of $198,127.00 For the Welfare Fund the sum of $ 73,979.00 For the Old Age Assistance the sum of $123,000.00 For the Aid to Dependent Children the sum of $170,100.00 For the Aid to the Permanently and Totally Disabled $ 81,840.00 For the Recorder's Court Fund the sum of $ 8,686.00 The above mentioned aporopirations for schools are to be divided as follows: In Current Expense the County Unit shall receive $187,643.00 and the Chapel Hill Unit shall receive `$'132,282.00. In Capital Outlay the County Unit shall receive $95,378.00, the Chapel Hill Unit shall receive 5136,550.00 and $100,000.00 shall be placed in a Capital Reserve Fund to be used for the construction of a colored elementary school in Chapel Hill.. To finance the proceeding appropriation the following tax levy resolution was introduced and passed: For the County Bond Fund the sum of .0207 cents per S100 of property valuation For the Farm Program Fund the sum of .0214 cents per 5100 of property valuation For the Health Fund the sum of .0339 cents per $100 of Droperty valuation For the Property Revaluation the sum of .0134 cents per $$100 of property valuation For the School Current Expense Fund the sum of .2623 cents per 3100 of property valuation For the School Capital Outlay Fund the sum of .34GG cents per $100 of property valuation For the School Debt Service Fund the sum of .2050 cents per $100 of property valuation For the General Welfare Purpose the sum of .0417 cents per 5100 of property valuation For the Old Age Assistance Fund the sum of .0175 cents per 5100 of property valuation For the Aid to Dependent Children Fund the sum of .0209 cents per 5100 of property valuation For the Aid to the Permanently and Totally Disabled .0132 cents per $100 of property valuation These tax rates combine to yeld a total rate of .9900 cents per $10%00_of property valuation. In addition to the above ad valorem taxes the following special taxes were levied: A poll tax on all males persons between the ages of 21 and 50 years as provided for in section 195-341.1 of the General Statutes of North Carolina. Twenty five per cent of the proceeds of this tax shall be deposited in the Welfare Fund and the remainder shall be deposited in the School Current Expense Fund, A special school tax of $,20 on the $100.00 of property valuation on all Droperty j located within the Chapel Hill Special School District as provided by Chapter 919 of the Session Laws of 1949. A Special Fire Tar, of $.10 on the $100.00 of property valuation on all property located within the Greater Caapel Hill Fire District as provided by Chanter 69 of the General Statutes of Horth Carolina, The following license taxes were also levied: 1. On each open female dog 6 months of age or older the sum of 62.00, and upon all other dogs the sum of $1.00. The proceeds of this tax shall help to defray the cost or the Dog Program. 2. On each marriage license a tax of $4.00 in accordance with G.S. 9f51-20. The proceeds of this tax shall go to the General Fund. 3. In accordance with Section B of the Revenue Act (article 2 Chapter 5, of the U.S.) and anv other section of the General Statutes there is hereby levied a privilege license in the maximun amount permitted on all businesses, trades, occupation or profession which the County is entitled to tax.
