Section 1. To record purchase of vehicle(2017 Toyota RAV4 Hybrid)to replace the 2009 Ford Escape that was disposed of due to an accident on 04/23/20. Present: Keith Bagby,Chairman Pat Bums,Vice Chairman Jane Cousins,Member Elizabeth Carter,Member Mike Lassiter,Member Tony DuBois,General Manager Ron McCoy,Finance Officer Angela Willoughby,Asst.General Manager Angel Neighbours,Board Secretary Mark Dorosin,BOCC Liaison Absent: Chris Willett,Beemer,Hadler& Willett,P.A., Visitors: Call to order: at 8:30 am, a quorum was present and Mr. Bagby, Board Chairman, "lied the regularly scheduled Board Meeting to Order. Mr. Bagby read the Mission Statement: The Mission of the Orange County ABC Board and our employees is to some our locality responsibly by controlling the sale of spirituous liquor,returning profits to Law Enforcement,Alcohol Education,and the County Fund while providing excellent service in customer friendly,modern and efficient stores. Mr.Bagby read the Conflict of Interest Statement The question was asked:if anyone has a conflict of interest with respect to any matters on the agenda?AB present said nay. 1 Approval of the Open meeting Agenda: Mr. Bums made a motion to approve the open meeting agenda,Mr.Lassiter seconded the motion and We vote carried 2 Meeting Minutes:The Open Meeting Minutes for April 21,2020 were presented.Discussion was held. Mr.Burns made a motion to accept the apes,session minutes,Ms. Cousins seconded the motion and the rate carried 3. Consent Agenda:April 2020 a.Financial Reports: i.Comparative Statement of Net Assets ii.Comparative Revenue and Expenses for April 2019 and April 2020 iii Actual-to-Budget February 2020 b.April 2020 and Year-to-Date Retail Sales c,Statewide Sales Report Discussion was held. Ms. Cousins made a motion to approve the Aprff 2020 Consent Agenda, Mr. Burns seconded the modon and the vote carried 4.Management Updates: L Covid-19 Updates: There are steps being taken for the safety of our employees as well as our customers.Mr.McCoy presented a list of expenditures($43,160)incurred during the pandemic period.Orange County ABC Bord has received Family First tax credits of$5668.68. 2.Travel Pay: Annually,we ask the Board of County Commissioners to approve Orange County ABC the use of their travel policy.This is on the County Commissioners agenda at this time. 3.Liquor By the Drink Refund updates: We have had 5 establishments to do returns of liquor totaling$7147.10 Open Session 5/19/2020 Page 1 of 3 pages Orange County ABC Board Open Meeting Board Minutes Tuesday May 19, 2020 4.Oakdale Store Repair:Summit Design and Engineering Service did an evaluation for repairs on the Oakdale ABC Store.The evaluation was sent to Racanelli Construction South for a quote on repairing the property.Mr.Bums would like the NBLsborough Police Department to be notiy9ed of the construction In progress. 5.Board Appointees:New board members Mr.Mike Zito and Ms.Alice Mahood were appointed at the May 14,2020 Board of County Commissioners meeting.Mr.Patrick Bums was appointed as the Orange County ABC Board Chairman starting July 1,2020.The Board will elect a Vice Chair at the August 2020 meeting. 5. Vacation Leave Amendment: Covid-19 has changed vacation planing for our employees. Some have cancelled their vacation plans and some haven't scheduled one. Our vacation policy has limits on hours which can be carried over or paid out which we hike to temporarily increase for 2020. The Vacation Leave policy allows for 80 hours of accumulated leave to be carried over on December 31 of each year.Staff is requesting a temporary maximum of 120 hours. The policy also allows employees to elect to be paid out a maximum of 40 hours of their accumulated vacation time.Staff would also like to recommend this be temporarily increased to 80 hours. Discussion was held.Mr.McCoy explained this is budgeted. Ms. Carter made a modon to approve the temporarily amended the Vacation Leave policy to 120 hours ofcany over hours and 80 hours of payout hours.Mr. Burns seconded the motion and the vote carried 6. FY 2020 Year End Budget Amendment:A year-end amendment reconciling our m aual budget is usually offered in June.This year,we are presenting it in May,prompted by the purchase of a replacement vehicle for the office and expenditures related to the ongoing COVID 19 pandemic. A Budget amendment and reconciliation was presented.(See attached)Discussion was held Mr.Lassiter made a motion to approve the Fiscal year 2020 year-end budget amendment as presented,Ms. Carter seconded the motion and the sate carried 7. Budget Timeline a. Draft Budget 2020-2021:The draft budget for fiscal year 2020-2021 was presented to the Board. Discussion was held. Final Budget approval will take place in the June 2020 meeting. 8.Covid-19 Extra Duty Pay: The Board granted extra pay increases of$2.00 per hour for employees during this trying time.The staff recommended an extension through the next board meeting on Jane 161h.The staff will ask for approval at each board meeting moving forward.Discussion was held.Mr.Burns made a motion to approve the$2.00 per hour increase for hours worked until the June I&Board meeting,Mr.Lassiter seconded the motion and the vote carded 9 2020-2021 Law Enforcement Funding: Funding requests were reviewed and discussion was held. All allocations are subject to the 2020-2021 budget approval at the June 2020 Board meeting.
