Open Meeting Board Minutes
Tuesday February 18,2020
The Orange County ABC Board held its regular meeting on Tuesday,February 18,2020 at 8:30 AM at the
ABC Board Administrative Office 601 Valley Forge Road Hillsborough,N.C.These are the minutes of the
Open Session.
Present: Keith Bagby,Chairman Pat Bums,Vice Chairman
Jane Cousins,Member Elizabeth Carter,Member
Mike Lassiter,Member Tony DuBois,General Manager
Ron McCoy,Finance Officer Angela Willoughby,Asst.General Manager
Angel Neighbours,Board Secretary Chris Willett,Beemer,Hadlm&Willett,P.A.,
Absent: Mark Domain,BOCC Liaison
Visitors: John Williamson,Pathways to Change
Ruffin Blanco and Eliazer Posads,El Centro Hispano

Call to order: at 8:32 am, a quorum was present and Mr. Bagby, Board Chairman, called the
regularly scheduled Board Meeting to Order.
Mr.Bagby read the Mission Statement:The Mission of the Orange County ABC Board and our
employees is to serve our locality responsibly by controlling the sale of spirituous liquor,returning
profits to Law Enforcement,Alcohol Education,and the County Fund while providing excellent
service in customer friendly,modern and efficient stores.
Mr.Bagby read the Conflict of Interest Statement The question was asked:if anyone has a conflict
of interest with respect to any matters an the agenda?Ail prevent said nay.
1 Approval of the Open meeting Agenda: Mr. Bums made a motion to approve the open meeting
agenda,Ms. Cousins seconded the motion and the vote carried
2 Meeting Minutes: The Open and Closed Meeting Minutes for January 14, 2020 were presented.
Discussion was held. Ms. Cousins made a motion to accept the rpm session minutes, Mr. Bums
seconded the motion and the rate carried Corrections to the Closed Session minutes will be made
and brought back for approval at the March 17,2020 meeting.
3. Consent Agenda:January 2020
a.Financial Reports:
i.Comparative Statement of Net Assets
ii.Comparative Revenue and Expenses for January 2019 and January 2020
iii Actual-to-Budget January 2020
b.January 2020 and Year-to-Date Retail Sales
c.Statewide Sales Report
Discussion was held.Ms Carter made a motion to approve the January 2020 Consent Agenda, Ms.
Cousins seconded the modon and the vote carried

4.Management Updates:
1.Law Enforcement Updates:This report in required by the NCABC.
2.Living Wage Update:This item will be talked about as an agenda item.
3.GM Salary Information:GM salary structure is tabled until the March 17,2020 meeting.
5 2019-2020 Alcohol Rehabilitation and Education Grant Midyear presentation:
2019-2020 Grantees presented a mid-year update to the Bound. Each grantee reported on their goals,
strategies,measurements of success and tools used.They answered questions from the Board as well.

6.Oakdale Constructions Project Update: Final payment was made to Racanelli Construction in January,
concluding the Oakdale store construction project. Roxbmo Savings Bank remitted the remaining balance
of the construction loan,$279,481.71.The balance of$62,648.48 was paid by the Board.Roxboro Savings
Bank withheld$5,260 from the proceeds per an agreement with the Town of Hillsborough to retain funds
for potential future landscaping obligations.If unused in the future,these funds will be remitted back to
the Board once the Town authorizes the release of the hold.
7.Living Wage: This Item is tabled until the March 17,2020 Board Meeting.
8.Discussion and recommendation of two new Board members.Mr. Bagby,Ms.Cousins analMr.DuBois
spoke in phone interviews with potential Board members. The Board recommends Mr. Mike Zito and
Ms.Alice Mahood
Closed Session in Accordance with NCGS 143-318.11 Personnel Matters:
10:45 am Mr.Lassiter recused himself from Closed Session.
10.4S am Mr.Burns made a modon to go into closed session,Ms. Carter seconded the motlan and the vote
carried
12.Minn Mr.Burns made a modern to return to open session,Ms Carter seconded the motion and the vote
carried
12:10 pm Mr.Lassiter joined the meeting
Board Comments:
Mr.Burns:ALE presentation with Agent Hall will be at the April 2020 meeting.
Mr.Bagby: Mr.Bagby Attended the Family Drug Court Graduation.
Mr.Lassiter: Mr.Lassiter explain the new simulator the Sheritrs Dept has purchased.
At 12.27pm, Mr. Lassher made a motion to adjourn, Ms. Cousins seconded the motion and the vote
carded
Meeting adjourned.
