MINUTES

1. Introductions and Announcements
2. Approval of Minutes— February 11, 2020
a. Approved with corrections: Move Jeff Charles from "Absent and Excused" to "In Attendance."
Clarify Affordable Housing Coalition report (bullet 11.iv.)
3. Any other Agenda items.

Director's Report
4. Janice Reported that Myra Austin received the Guiding Star Award from NCAOA! Myra's staff
nominated her with glowing remarks!
a. The Advisory Board is very proud of Myra and congratulate her on her award
5. COVID-19 Coronavirus updates
a. Gov. Cooper declared a state of emergency in response to Covid-19. Janice is seeking direction
from County Heath Director for "large gatherings" for high risk people 65+ and those with
chronic health condition.
i. County employees have some travel restrictions, recommend employees telework if
they can and promote handwashing guidelines.
ii. Our lunch program attendance is already down about 25 meals and we have a lot
leftover. Attendance is down in general
iii. Janice will consult with the Health director and EMS to make the decision for centers to
close. We have a Continuity of Operations Plan and which we can activate right away.
We will work on a method to distribute lunches, many of our recipients depend on the
daily meal
b. The ASA conference was just canceled
c. Meals on Wheels recognizes the potential for carrying the virus to recipients, but they still need
to deliver. Ordered frozen and shelf-stable meals and delivering once a week. Will keep
ordering week by week. Also check in by phone. Frozen meals were attainable, shelf meals
were harder to get. Education a big factor. Consider home visitation and what our procedure
will be
6. Annette Moore, County attorney, sent a Survey Monkey link 3/4/2020 to evaluate diversity on Orange
County boards. Need to have it done by 3/11/2020
7. Staff updates
a. Kim Lamon-Loperfido— New Aging Transitions Administrator
i. Congratulations to Kim and welcome!
ii. Kim's position as Aging Transitions social worker will now need to be filled
b. Melissa Hunter, Aging Transitions/VC 55+ social worker, has resigned to take a position at RTI
in the Aging, Disability and Long Term Care division. Her last day is March 20
i. Will need to fill her position, she will be missed but we are happy for her
c. Currently advertising two Eldercare Social Work positions
i. Now open and posted. Have MSW applicants apply. We only keep posted for two weeks
d. Bobby Cobb on medical leave until June 1
e. Meghan Rushing— upcoming Maternity Leave
i. Using New County maternity/paternity leave (6-weeks of paid leave)
Continuing Business
8. Seymour Center Renovation Update
a. Moving along. Rain delays but still on schedule. Putting down concrete for footings. There will
never be less than 102 parking spaces throughout construction process
9. Census 2020
a. Reminder, we are one of the "You Count" sites with computers for public use. 15 public "You
Count sites throughout the county. We can assist adults to get on the computer and/or call,
but we cannot do anything to help them complete their census. If they don't do it online or by
phone, they will get a paper copy, then a visit by a Census employee. It is important to
complete, it effects our federal and state funding for the next 10 years. There will be outreach
events throughout the County

10. Triangle JCOG-AAA Annual Monitoring visit— March 25, 26, 31
a. It is still scheduled. Pre-monitoring was done prior to Annie leaving so that it won't be too
overwhelming for our new Aging Transitions administrator
11. Budget FY 20-21
a. Review of Outside Agency Applications
i. Thanks to Dick, Vibike and Teketha who reviewed outside agency applications and
completed the score cards
b. UNC Healthcare Support for Wellness Program
i. We thought we weren't getting $25K from UNC Healthcare to support our Wellness
Program, but UNC Healthcare did come through with funding this year
c. Budget meetings with County manager, Finance, and Functional Leadership Team (must be
prioritized and recommended by fellow human services leadership team.
i. Requesting special offsite storage rental for Durable Medical Equipment
12. Need a delegate for the TJCOG —Area Agency on Aging board to replace Ed Tiryakian
a. Jenny Womack volunteered to attend the once a quarter meetings starting next quarter. Thank
you Jenny!

13. Second Quarter (Oct/Nov/Dec) MAP Workgroup Updates
a. Community Support and Health Services
i. Successful collaboration between OCDoA and UNC to create a new Capstone team
tasked with initiatives addressing health disparities and inequities of African American
older adults in rural Orange County
1. UNC Gillings Health Management & Policy HPM chose us for the Capstone team!
Team of 5 ladies, enthusiastic & committed to working on inequities to our more
northern part of county focused on African-American population. Church
partnering with us: Lattisville Grove AME. The group is enthusiastic and
committed. First focus group next Wednesday.
ii. Successfully recruited and graduated Project EngAGE Class Five. 14 new senior leaders
now educated and equipped with the resources needed to assist older adults with aging
in community
iii. Stronger partnership developed between OCEMS and OCDoA targeting older adults
identified as having a high falls risk, needing adaptations to their home environment,
and/or would benefit from receiving Aging Transitions services
iv. Challenges
1. Securing greater participation and accountability from our community partners
2. Determining relevancy of MAP indicators that have not gained significant
traction and possibly revamping or restructuring them to create relevancy
b. Civic Participation and Employment
i. Making progress, there are always mature job seekers no matter the economy.
Providing tips, contacts, opportunities, and job match help. Working with NCBA to help
them be more active and successful in Orange County
ii. Participating in Orange County Job Fair Mar 25
iii. March 18 two training workshops at OC DSS, Mayo Street location (90 minute
job/interview prep training prior to the Job Fair)
iv. Hosting 3rd annual OC Employment Services Workshop
v. OCDOA Mature Job Seekers Resource Guide updated and posted on web
vi. Town of Hillsborough interested in knowing about OCDOA including employment
services
vii. Helping people identify what is their ideal job in the future and acceptable job for now
viii. Due to Coronavirus concerns, Mike will be available by phone, email &text
14. MAP Ripple Effect Focus group—April 29 3- 6 p.m.
a. Doctoral student, Cass Dictus, will explore the MAP indicators/accomplishments using the
Ripple Effect method. Hosting event at the end of April to bring together stakeholders in an
appreciative inquiry to share and record success and strength stories. Colin will be lead the
event. Exploring what happened, how people in the community work together, what were the
impacts. The plan is to discover, document, share not just OCDOA stories, but the community
as a whole. Invite people who have been involved in the MAP process

a. Las Vegas Night—April 18— Looking for dealers (Heather Altman volunteered)
21. Friends of the Seymour Center
a. No report
Announcements
22. LTC discussion tabled for discussion in subcommittee. Vibeke to head subcommittee. What are the
needs? Need better and more NH & LTC in Orange County. Discuss, how to address and get buy in
from nursing homes. Have a one-time meeting to determine priorities, tasks. Subcommittee: Dick,
Heather,Jerry, Rachel, Shenae, Cherie.
23. Meals on Wheels and OCRA are merging on June 29th. Everyone is excited. The new name will be MOW
OC. Serving Chapel Hill, Carrboro and rural Orange County. Serve older adults in our community
together to ensure equitable access across county. OCRA currently provides 2 meals a week, CH MOW
5. The goal is to up meals in rural Orange County to 5 a week & offer equitable service across the
county. Funding is needed to make this happen.
24. Cherie announced that the PiAP Power of Partnership event has been postponed, looking at
rescheduling for next September or October. The Diversity in Aging Symposium has also been
postponed, new date to be determined.
