The OUT Board is charged with advising the Board of County Commissioners on the planning and programming of transportation infrastructure improvements and other County transportation planning initiatives, as directed by the Board. 2. From time to time the OUT Board may be directed to provide input on regulations on which the Planning Board has primary statutory and local ordinance advisory duties. In such instances, the OUT Board shall serve in an advisory capacity to the Planning Board. Meetings (from Section IV, Part C of the adopted Rules and Procedures) C. Date, Time, and Location of Regular Meetings 3. Regular meetings of the OUT Board shall be held as needed to address items that require Board action consistent with its Charge and Duties identified herein. Meetings are held on the third Wednesday of the month. The start time and location of the meeting shall be included on the agenda and shall typically be 6:30 p.m. at the Orange County West Campus Office Building located at 131 West Margaret Lane, Hillsborough. The OUT Board Chair, in consultation with staff, shall have the authority to change the start time and location of a regular meeting to meet any special circumstances, provided the information is included on the distributed agenda. As of July 1, 2019 Orange County 48 offers bus passes to employees they will just have to call and request one. Certain campuses like Southern Human 49 Services and West Campus Office Building, have showers and lockers for their employees to use. We did one 68 in Cedar Grove for the summer camp and there is talk about doing it again this year. There is a Bike the Eno 69 walk/ride coming up in May, no date yet. The TarWheels ride in Hillsborough will be June 20th this year. If you have 70 little kids, there is a new pump track in Carrboro that is pretty amazing and full of kids every day. 71 72 Erik Broo: The rules of the road pamphlet that we have as well as the bicycle map, I have passed a couple hundred 73 to bike shops and outdoor stores and will continue to meter the out. If anyone has a place they want to put those, by 74 all means, ask. There are a lot of them. I’ll ask for an update from Tom Ten Eyck at the next meeting on the bike 75 materials and reaching out to the police and sheriff. 76 77 Heidi Perry: I would be happy to table the Riverwalk ride with some of that information, it is sometime in May. 78 79 Amy Cole: Do we have an update at to when DOT will have their assessment done on the safety conditions on 80 Orange Grove Road? 81 82 Nish Trivedi: Tom Ten Eyck is handling that project. Project Sheets Nishith Trivedi, Transportation Planner, 919-245-2582 PURPOSE: To receive an update on the Durham-Chapel Hill-Carrboro Metropolitan Planning Organization (DCHC MPO) Comprehensive Transportation Plan (CTP) Amendment process, present staff recommendations, and prepare to return to a subsequent on-line Orange Unified Transportation Board (OUTBoard) meeting in September to complete recommendations to the Board of County Commissioners (BOCC). BACKGROUND: Orange County’s CTP is split among DCHC MPO, Burlington-Graham Metropolitan Planning Organization (BG MPO) and Triangle Area Rural Planning Organization (TARPO). Each MPO/RPO covers different portions of Orange County’s Transportation network and helps ensure it is planned in a comprehensive, coordinated and collaborative manner. The CTPs are adopted and amended through different processes established by MPO/RPO. While BG MPO and TARPO maintain their portion of Orange County’s CTP, this item focuses on DCHC MPO CTP Amendment process scheduled to start at the MPO Board in September. On August 8, 2019, North Carolina Department of Transportations (NCDOT) adopted a new Complete Street Policy, to “encourage non-vehicular travel without compromising the safety, efficiency, or function of the facility”. Following this policy update, DCHC MPO initiated a public process to amend the 2045 Metropolitan Transportation Plan (MTP) to take the new state policy into consideration. On November 13, 2019 the DCHC MPO 2045 Metropolitan Transportation Plan was amended to include new Complete Street Policy. Subsequently, NCDOT distributed a Complete Street Implementation Guide that specifies, “The adopted CTP will be considered the controlling plan for the identification of non-motorized facilities to be evaluated as part of a roadway project.” Since then, MPO staff has been working with local jurisdictions to identify potential CTP amendments so that they will be consistent with the amended MTP and new state policy. Though no project has been implemented through the new policy to date, the CTP sets the stage for NCDOT assistance in non-highway improvements as part of roadway projects. 5 This policy gives NCDOT the opportunity to consider paying for non-highway improvements as facilities within improved highway projects through NCDOT’s new Cost Share (section 6 of the new Complete Street Implementation Guide): • In CTP – NCDOT pays full – pedestrian and on road bicycle facility, side path, greenway crossing, bus pull out, bus stop (pad only) • Not in CTP but Needs Identified – NCDOT pays full – on road bicycle facility, all other’s costs shared by local jurisdiction using new percent cost-share based on population. o Needs Identified are non-highway projects in locally adopted plans (e.g. local bike/ped or transit plans) • Betterment – Local jurisdictions pays for all non-highway improvements. o Section 6.3 describes this as “A requested bicycle, pedestrian or public transportation improvement that exceeds the recommendations appearing in an adopted plan and/or exceeds the needs identified through the project development process” The following changes were made to DCHC MPO’s 2045 MTP so that NCDOT may pay for non- motorized improvements: • Shared Use Paths (SUPs): SUPs are the safest and most attractive bicycle/pedestrian facility for many major arterial roads. The draft highway table indicates which roadways should have a SUP by displaying an asterisk with the project number. • Premium Transit Corridors: Premium transit service is needed in several corridors such as the former Durham-Orange Light Rail Transit (D-O LRT) corridor and the corridors that connect with Wake County Bus Rapid Transit projects (BRT). These corridors are described in draft Section 7.3. • Other Changes: Draft Section 7.1 and 7.5 has policy changes related to roadway access and appropriate bicycle/pedestrian facilities on arterial roadways. This amendment package is focused on a very limited number of major arterial roads, and it did not take into consideration the entire transportation network. On January 13, 2020, DCHC MPO staff held a Technical Subcommittee meeting with all local jurisdiction staffs to discuss possible CTP Amendments in light of NCDOT’s new Complete Street Implementation Guide and the amended MTP. Since this meeting, Orange County Transportation Planning staff has completed multiple analyses of the County’s transportation network and continues coordinating and collaborating with local jurisdictions, MPO and NCDOT staff to consider if other changes should be made to the CTP for a more comprehensive amendment. Currently BG MPO, DCHC MPO and NCDOT have agreed that the recommendations identified in the Efland-Buckhorn-Mebane Access Management Plan – Adopted April 2019 – will be considered as part of the CTP Amendment. Though, the MPOs and NCDOT have not agreed to add other projects to the amendment list, staff sees this as an opportunity to get other non- motorized improvements incorporated into the CTP utilizing the NCDOT’s new Complete Street Policy. Methodology: Orange County staff analysis identified potential problems and determined possible amendments to the highway section of the CTP. This evaluation was based on the following: • Environmental Justice (EJ) - Environmental Justice Report – adopted August 2020 o County level analysis with County thresholds for each EJ criteria are incorporated into the report 6 o EJ criteria are: Percent of Blacks, Minority, Hispanic/Latino, Elderly, Poverty, Zero- Car Households and Limited English Proficiency within each U.S. Census Block Group. • Transit - 2017 Orange County Transit Plan and Update o Roads with transit routes and potentially funded projects (e.g. Chapel Hill North South Bus Rapid Transit and its possible extension to Hillsborough and other jurisdictions) • Freight - Regional Freight Plan – adopted May 2019 o Roads identified as Strategic Freight Corridors or have freight volume data • Traffic - Triangle Regional Model (TRM) – adopted March 2019 o Roads scheduled to reach Level of Service D-F (>1.0) based on 2045 Volume/Capacity • Crash Study – Safety Analysis, Severity Analysis and Bike/Ped Crashes o NCDOT point crash data; plus o NCDOT combined score (Density + Rate + Severity / 3); plus o NCDOT High Frequency Crash Locations (HFCL); plus o Orange County Hotspots The CTP identifies projects by their Status as either: • Existing – no improvement • Need Improvement – possible project • Recommended – actual project While unidentified improvements are covered in Chapter 2 of the CTP, no clear path forward was ever determined due to variety of reasons, some of which may be insufficient information, absence of any recommendation, or a lack of agreement or consensus, among others. Staff recommends the list of projects (Attachment 1) be added to DCHC MPO CTP Amendment list. Attachment 2 is the detail projects sheets of these recommendations and other Orange County CTP projects considered in DCHC MPO planning area. Summary of Attachment 1: • In CTP – #1 – 13 – Staff is not recommending any changes to current CTP. However, future highway improvements should consider all Complete Street opportunities. • Not in CTP – #14 – 24, 27, and 30 – Staff is recommended these CTP amendments so that they may qualify for Complete Street consideration. o Cross Section 2A – 60’ right-of-way, 12’ travel lane, 5’ paved shoulder o Cross Section 2E – 60’ right-of-way, 11’ travel lane, bike lane and sidewalk o Complete Street forms would be submitted requesting side path and transit be considered should such projects move to MTP and be submitted for future Strategic Prioritization of Transportation (SPOT) process. Even with COVID, like the Great Depression and the numerous Recessions, development continues to occur, and an increasing number of people will always use automobile as their primary means of travel. While these periods in time had significant impact on NCDOT funding, development continues to occur in Orange County and surrounding areas, leaving it to local jurisdictions to plan for its future. The following developments are on the books in Orange County: • Collins Ridge residential subdivision 7 • Shops at Lloyd Farm – Harris Teeter and other retail/office spaces • Danial Boone Mixed Use • Mebane’s growth in Orange County • Economic Development between Hillsborough and Mebane • Carraway Village – Mixed use • Carrboro Flex District – Eubanks and Old NC-86 Staff estimates over 30,000 more cars on Orange County rural roads by the year 2045. This does not take into consideration any development in the surrounding Counties and cities. Staff is recommending the County’s long-term transportation vision – it’s CTP – be updated in light of these developments. Process: DCHC MPO CTP Amendment is scheduled to go before the Technical Committee in September and DCHC MPO Board in October to formally initiate the public process. Staff anticipates the amendment will be adopted by December 2020. • Staff requests the OUTBoard review Attachment 2 and complete its recommendations to the BOCC in time for its October meeting • Staff will submit BOCC action to DCHC MPO Board at MPO Board October meeting to be included in the CTP Amendment FINANCIAL IMPACT: There is no immediate financial impact associated with this item. RECOMMENDATION(S): Staff recommends that the OUT Board: 1. Receive the presentation; 2. Discuss and ask questions as needed; and 3. The Orange County School Boards currently has no designated "walkable school zones" within the district. School bus transportation is provided to all students with the exception of most student attending Hillsborough Elementary as it is a school of choice. There is a small designated transportation zone surrounding Hillsborough Elementary. Groups of parents and community members may gather and safely walk students to school from designated points; but,these paths are not identified as "walkable school zone" paths as not all are equipped with sidewalks and intersections staffed with crossing guards. 70 LHI APEL HILL- ORO igCITY SCHOOLS Walkable School Zones The Chapel Hill-Carrboro City Schools is committed to providing safe, connected and engaged schools within our community. As such, the Board of Education includes walkable school zones as part of the student assignment priorities within local policy and as a critical component within any redistricting plans. Students that live within 1.5 miles of a school are considered in the "walk zone" and are not provided school bus transportation unless: factors are present which may endanger the safety of students walking to the school; a student is medically certified as temporarily incapacitated; a student is identified as having special needs following procedures in the North Carolina Procedures Governing Programs and Services for Children with Special Needs and will be provided with transportation services as required by law The district further supports walk-to-school initiatives by permanent assignment of twenty school crossing guards to serve at several key intersections each morning and afternoon to assist students to safely cross roadways. Out of 605 students who attend Mary Scroggs Elementary, an estimated 240 students are from Southern Village. How many walk or bike to school? About 200 on a typical day, or 83 percent of the students within the walk-zone. (About 100 students walk and 100 bike, according to the school.)" Northside Elementary School is home to 585 students and includes classrooms, a media center, a multipurpose room, support spaces, as well as dining and kitchen areas. Large windows in the classrooms provide natural light for the students and teachers. A building dashboard is located in the media center and is accessible to teachers who can integrate the facility's water and power usage into their lesson plans. While construction details such as skylights, solar heating, and a green roof evoke the future, the design celebrates the site's history of education by featuring a historical timeline component to the main staircase."
