PURPOSE: To give authorization to proceed with the development of the proposed soccer field
at Mapleview Farm.
BACKGROUND: On April 17, 2001 the Orange County Board of Commissioners expressed its
support for the concept of apublic-private partnership to develop afull-size soccer field on
property to be leased to the County by Bob and Chris Nutter. The preliminary cost estimate far
development is $60,000. Representatives of the three major soccer associations in the County
have suggested that the organizations will contribute $15,000 and hold fundraisers to secure an
additional $15,000. The remaining $30,000 is proposed as a county match.
- The preliminary development plans and site surveys should begin by the end of June in
order to proceed with development by the end of the summer in anticipation of a playable
field in the Spring of 2002.
- Upon the completion of a survey, a lease agreement will be prepared by staff and county
attorney to be presented to the Commissioners and Mr. Nutter in August.
- Upon the completion of the topographical survey, the County Soil and Water Conservation
Department will develop a plan to direct surface water from the agricultural area and around
the soccer field.
- The proper permitting and site location for a well for irrigation will be completed by August.
- Final cost estimates for grading of the field and parking area will be prepared as part of the
bid process for contractors in September.
Seeding of the field will occur in October or early November.
FINANCIAL IMPACT: It is requested that the County commit a $30,000 match toward the
costs of field development, with $30,000 to be provided by the soccer organizations. The initial
costs for surveys will be approximately $900. Funds are available in the Parkland and
Recreation Facilities Capital Improvement Plan. The final construction/design costs will be
presented to the ,Commissioners for approval.
RECOMMENDATION(S): The Manager recommends that the Board authorize the preliminary
site preparation to proceed.
