Forces to be dissolved

PURPOSE: To dissolve those committees, which are no longer active because their charge
has been completed.
BACKGROUND: The County maintains a database with the names of all the citizens who
serve on the various county-appointed boards/commissions and task forces. In reviewing our
database, we have several which have finished their task and need to be dissolved. The list is
on page 2 of this abstract. Any of those dissolved can be reactivated at any time by Board
action. By doing this now, staff will have time over the break to purge the database.
FINANCIAL IMPACT: NONE
RECOMMENDATION(S): The Manager recommends that the Board dissolve those
boards/commissions and task forces as listed on page 2 of this abstract.

• Block Grant Advisory Committee -technical committee of County staff who make
recommendations to the Department on Aging Board which are then forwarded to
BOCC for final approval (internal -County Commissioners approved initial creation
in 1992. This Committee is actually a subcommittee of the Aging Board).
• C 8 D Recycling Task Force -Finished their work and presented final report
• Census Complete Count Committee -Finished their work in May 2000. Follow-up
work was done by Planning and I-and Records
• Commissioners' Affordable Housing Task Force -Finished their work and
presented final report
• Community College Task Force -Finished their work and presented final report
• Housing/UNC Task Force (HUn -never met _ Chapel Hill has three other boards
doing the same things as this task force
• Human Services Coordination Council -ten members -has not met for a very
long time. As I understand from Jerry Passmore, the charge was vague and nothing
happened with this Council
• Local Emergency Planning Committ®e -~ This committee was going to be
reactivated in April 2000 and it never did. They have been inactive since January
2000.
• Master Aging Plan Task Force -Steering Committee -Final report approved and
annual update is the responsibility of the Aging Board
• Master Aging Plan Task Force -Moderately Impaired Subcom -Final report
approved and annual update is the responsibility of the Aging Board
•~ Master Aging Plan Task Force -Severely Disabled Subcom -Final report
approved and annual update is the responsibility of the Aging Board
• Master Aging Plan Task Force - WelUFit Subcom -- Final report approved and
annual update is the responsibility of the Aging Board
•:• Northern Human Services Center Task Force --Internal committee has been
meeting. No members have been appointed.
• Shaping Orange County's Future Task Force -Finished their work and presented
final report
• Soccer Symposium Task Force -Finished their work and presented final report

Continued from the March 20, 2001 meeting, tabled at the April 17, 2001 meeting for additional
information on the following items, and continued from May 15, 2001 meeting:
1) Report from the Environmental and Resource Conservation Department regarding the
"Investigation of Ground-Water Availability and Quality in Orange County, North Carolina° --
Received in the May 1, 2001 County Commissioner meeting. (See also attached water
resources infonmation)
2) Pedestrian access to the Community Recreation area -Trails are proposed to the pocket park
and pedestrian access is provided to the open space common area between lots 9 S 10 and 14
~ 15.
PURPOSE: Consideration of the flexible development Preliminary Plan for High Rock Farms
Phase One Subdivision.
BACKGROUND:
Request -Preliminary Plan Flexible Development
Applicant: Roger James Construction
• Seventeen (17) residential lots proposed on a 3fi.07 acre tract .
• Total 55 acres (34~°) open space proposed for entire project. This phase will contain 21 acres
of the 55 acres, which represents 38% of the total project open space. As future phases are
proposed the open space component will decrease as a percentage. (Refer to map on pages
12 and 13.)
• Minimum lot size is 40,000 sq. ft.
• Average lot size - 41,120 sq. ft. (95,083 sq. ft. gross lot size)
• Cluster Minimum to actual lot ratio (CMTAR) is 1.02.
• Gross Area lat ratio (GALR) is 2.12.
Location
South side of High Rock Road in Cheeks Township between Ira Road and Mill Creek Road.
