July 12, 1960
The Orange County Board of Commissioners met in adjourned session on Tuesday, July 12, 1960,
at 8 olclock p.m. in the Commissioners room at the courthouse in Hillsboro, N. C.
Members present: Chairman R. J. M, Hobbs, Commissioners Clarence Jones, Donald McDade,
Donald Stanford and Henry Walker.
Members absent: None
S. T. Latta, Chairman of the County Board of Elections, and Frank KUngburg, a member of
the same Board, were present to discusses their proposed budget.
Commissioner Stanford moved that the election budget for the 1960-1961 fiscal year be set a
?4,50OXO. This motion received a second and Chairman Hobbs called for a vote. There were 4
ayes and 0 nayes. Chairman Hobbs then declared the motion passed.
The Board discussed other budget matters until 10:30 p.m.
Chairman Hobbs announced the next meeting would be on Friday, July 15th, at 8 o'clock
p.m. He informed the Board that the Board of Education would again present its request. for
the purchase of the school site designated as Northern Orange High School.
There being no further business this meeting was adjourned.

Minutes of the Board of Commissioners
July 15, 1960
The Orange County Board of Commissioners met in adjourned session on Friday, July 15, 1960,
at 8 o'clock p.m. in the Commissioners room at the courthouse in Hillsboro, N. C.
Members present: Chairman R. J. M. Hobbs, Commissioners Clarence Jones, Donald McDade,
Donald Stanford and Henry Walker.
Members absent: None
The County Board of Education was present and again presented a resolution requesting the
Board of Commissioners to approve the purchase of a site to be designated as Northern Orange
High School. Said resolution reads as follows:
Resolved that: The Orange County Board of Commissioners be re-requested to approve the resolution
presented to them on July 5, 1960.
The July 5th resolution follows:
The County Superintendent, G. P. Carr, brought to the attention or the Board the matter of
disposition of funds in the amount of $3,'000.00 which was recently received from the sale of school
property in the Town of Ourboro, N. C. After discussion and in line with many conferences had by
members of the Board of Education, Mr. F. Ross Porter offered the following resolution, to-:rib:
WHEREAS, it is the carefully considered opinion of the Board of Education of Orange County that
the long range plan for future development of educational facilities in said County will require a
large amount of land. Said program includes the erection of a Senior High School, a Junior High
School, and possibly an elementary sdhool, with necessary space not only for buildings and
playgrounds, but also for athletic activities; and
WHEREAS, as a result of extended negotiations the Board of Education has the opporunity to
purchase from Mr. S. T. Latta a tract of land containing 100 acres within a distance of
approximately one mile of the Courthouse, at the price of b30,000.00, this tract is shown on a
preliminary sketch as made by Robert A. Jones, Registered Surveyor, in June, 1960; and
WHEREAS, The Board of Education is unanimous in its considered opinion that said purchase of
this large tract of land which is new available will be not only adequate, but exceptionally well
suited for the future development of the educational program in this County:
NOW, THEREFORE, this Board goes on record as approving the purchase of said 100 acre tract
subject to the consent of the Board of County Commissioners approving the expenditure of the funds
now on hand for this long range capital outlay expenditure.
BE IT EURTHER CONSIDERED A part of this motion that a copy thereof be immediately presented to
the Board of County Commissioners and their concurrence and approval be requested.
Further that upon the approval had from the Board of County Commissioners that the Superintendent
of Education be authorized and directed to proceed with the necessary steps for the acquiring of said
land, together with opinion of an acceptable attorney as to the title thereto.
The foregoing motion was duly seconded by Mr. Charles M, ,talker, Jr, and after further discussion,
said motion was unanimously adopted:

Mr. Carr then briefly went over with the Board of Commissioner their propsed budget for
1960-1961. Each member of the Board of Education then made a few comments relative to the
purchase of the S. T. Latta land.
Harry Breeze and Lucius Brown spoke briefly about the band at Hillsboro High School and
requested the Board of Commissioners to support the School Current Expense Enrichment program as
formulated by the County Board of Education,
Commissioner Stanford moved the Board of Commissioners approve the expenditure of $30,000,00
for the purchase of the 100 acres of land from S. T. Latta. Oommdssioner McDade gave a second to
this motion and then after lengthy discussion ensued. Chairman Hobbs called for a vote on this
motion and there were 5 ayes and 0 nayes. Chairman Hobbs declared the motion passed.
A right of way petition from the State Highway Commission was presented to the Board for
their approval. This petition granted a right of way along County road 11004 beside the old County
Home Cemetery. The Board approved this petition and all members signed it and requested that the
petition be returned to the State Highway Commission.
The Accountant was directed to arrange a meeting with the Chapel Hill City Administrative
Unit next week to discuss their budget request for the coming year.
There being no further business this meeting adjourned to meet again on Wednesday, July 20th,
at B p.m. in the Commissioners room.

July 20, 1960
The Orange County Board of Commissioners met in adjourned session on Wednesday, July 20th,
at 8 o'clock p.m. in the Commissioners room at the courthouse in Hillsboro, H. C.
Members present: Chairman R. J, M. Hobbs, Commissioners Clarence Jones, Donald McDade,
Donald Stanford and Henry :ialker.
Members absent: None
Joseph Johnston, Supt. of the Chanel Hill City Administrative Unit, was present to discuss
with the Board his Unit's request for the fiscal year of 1960-1961.
This meeting was adjourned at 10:30 o'clock n,m. with plans to meet again on Thursday,
July 21st, at 8 o'clock p.m.

The Orange County Board of Commissioners at in adjourned session on Thursday, July 21, 1960,
at 8 o'clock p.m. in the Commissioners' room at the courthouse in Hillsboro, N. C.
Members present: Chairman R. J, M. Hobbs, Commissioners Clarence Jones, Donald McDade,
Donald Stanford and Henry Walker.
Members absent: Hone
Three members o: the Commissioners' School Advisory Committee, there were, Donald Heyman,
Harry Breeze and Alex Heard, These members were present to discuss and present their report
to the Board. Mr. Heyman and the other two committee members presented comments on said report.
A question and answer session then arose with particular attention being paid the recommended
building program and how it was developed, The question of school abandonment was also discussed.
At the conclusion of the report Chairman Hobbs expressed to the committee the appreciation
of the Board for the excellent service rendered by them.
This meeting was adjourned to meet again on Monday, July 25th, at 9:30 o'clock a.m,
