As a former member of the Federal Women Program and a former member of my local EEO
Council I support the goals of diversity. Even though I am an old white guy, I lived for the last 21
years, before moving here, in a historically all black community.

I grown up in desert and Gobi area of China, pursued my education in green southern area, and
worked in Beijing before coming to this beautiful country 22 years ago. I lived in Chicago for 9
years before nesting at Chapel Hill in 2006. This is a beautiful place that I called home, not
because it has picturesque natural views but also the harmonious communities with diversified
cultures. Beautified and multifunctional parks and the community recreation activities are
becoming an important and healthy part of residents living in this area.
My education background and working experience is from public health, environmental and
agricultural sciences. travel, photography and gardening are my long term hobbies.
In the past ten years, I actively co-organized and participated local community cultural and
recreational events. My diversified knowledge and practices and also the experiences as a
Cultural and Art commissioner in Chapel Hill will be a good asset to Orange County PRC by
introducing healthy living, diversified cultures, arts, residential recreation events, and sustainable
environmental concepts into the PRC programs.

Reasons for wanting to serve on this board:
I have a willingness and some good experiences to help improving the quality of living of the
local residents and attracting the visitors through development of recreation programs and good
management of parks in Orange County.
Contribution to the diversity of viewpoints on this board:
Before I came to this beautiful country in 1997 to pursue my career development, I have been
living in different areas of China for 30+years. In the past 20+years, I live in Chicago area and
North Carolina triangle area, and visited many places in this country. Both Asian culture and
American culture are combined in my daily life today. I have diversified working experiences as a
bioscience researcher in both academic and industrial institutions and college teacher. Critical,
analytical and creative thinking is the basic expertise that I have been trained in many years of
research work. In addition, I have 15+years of experience in community services as a member
of Chapel Hill Culture and Arts Commission, chair of Asian Business Community, member of
Diversity and Inclusion Council, HOA landscaping officer and so on. I have been served as an
organizing committee member for Chapel Hill LIGHTUP (4 years), Raleigh Food and Culture
Festival (2 years), and others. I am also an active volunteer in events organized by Chapel Hill
Park and Recreation Commission. I believe my multiculture and education background,
diversified professional expertise and the community service experiences will contribute to the
diversity of viewpoints in Orange County Park and Recreation Council.

I received my undergraduate degree from UNC Chapel Hill and a obtained an MD and a PhD (in
molecular pharmacology)from the Mayo Clinic College of Medicine in Rochester, MN. I
completed pediatrics, pediatric cardiology, and pediatric electrophysiology clinical training, as
well as post doctoral training in molecular physiology at Baylor College of Medicine in Houston,
TX. I then accepted a job (back home!) and returned to NC with my wife in family. We moved
to Hillsborough in 2018 and I currently lead a cardiovascular genetics clinic at Duke Children s
Hospital and I lead a research team exploring the causes of sudden cardiac death-predisposing
diseases.
While I recognize that none of these experiences do not seem to be directly relevant to a board
of equalization and review; however, it has reinforced several characteristics that are important-
being objective in the face of(sometimes heated) emotion and being financially prudent for a
greater good. Perhaps more importantly, I am a homeowner and member of the community. I
know firsthand what its like to have what I perceived was an unfair property assessment-when
we lived in Pearland, TX I believed that my county appraised property value was a gross over
estimation given the home sale prices in the neighborhood. I know firsthand how challenging
and opaque the process of petitioning for an adjustment can be.
Reasons for wanting to serve on this board:

My principal reason behind wanting to serve is to be community member, and an Orange County
homeowner, that is an impartial arbiter of disagreements between my neighbors and my
community as a whole. I hope by doing this I can learn more about my community and about
the local government that directly impacts my life and the lives of my family.

I am a bit different than many individuals who tend to serve in local volunteer positions. I am a
recently(re)-transplant to the area. Further, I have a wife and 2 school aged children that live
and work in Orange County. I am a mixed-racial individual (mother is southern Vietnamese and
my father is Caucasian)and I rarely see individuals of either Asian or Pacific-Islander descent in
local government. Further, while there are a number of physicians and scientists in the area, I
do not prominently see their participation on local boards.

My time in clinical and research training has paired well with my experience on the Hillsborough
Parks and Rec Board, and I find there are many similarities between evaluating parks/rec
planning and evaluating a patient or a research plan. By definition, community plans are meant
to be aspirational and encompass the needs and priorities of the community. This needs to be
tempered by the reality of funding and the logistic constraints of the community. Finding the
balance that is correct, without compromising on the basic principles and needs of the
community, is the art that is common to both my dayjob and Parks and Rec.
Reasons for wanting to serve on this board:
I since being a part of the Hillsborough Parks and Rec Board, I have learned a tremendous
amount about the intricacies of town planning as it pertains to the Town s recreational spaces.
This has given me an appreciation for the role of these spaces in a lively community. It has also
highlighted the way in which these benefits can be amplified by working with neighbors and
partners beyond the Town. I would love to serve as a conduit to help facilitate this discussion
and planning.
