PURPOSE: To receive an update and consider support of recommendations made by the
Parks Planning Committee involving the Southern Community Park and the Homestead
Aquatics Center, allowing planners for these projects to continue with work over the summer.
BACKGROUND: The Parks Planning Committee (PPC) includes representatives of the Chapel
Ftill Town Council and the Orange County Board of Commissioners and meets periodically tc
review and make recommendations on Town projects that involve County funding assistance,
The substantive information for consideration this evening involves the energy sustainable
elements of the Aquatics Center project and the receipt of $500,000 in Parks and Recreation
Trust Fund (PARTF) grant funding far the Southern Community Park, and the selection of
facilities that could be included in addition to previously selected phase I components,
Aquatics Center
'T'his project involves the construction of an aquatics center within Homestead Park, Currently
the building program includes two tanks, Iccker reams, and a small meeting room. The main
tank would be a 25-meter X 25-yard lap pool, The second would be a 25~~meter X 10-yard tank
that would include a zero entry ramp and would likely be set at warmer temperatures for youth,
elderly, and mobility challenged persons.
On April 19, the PPC agreed to recommend that the Town build a facility that would contain two
tanks but would also be about 3,000 SF smaller in size than the original design, This action was
taken so that thetwo-tank option could be built within the project's budget of $5,513,000 (This
budget figure assumes that the Town will not seek LEED certification), On April 28, this
information was shared with the elected officials of the County at the Assembly of Governments
Meeting,
At the .June 21 PPG meeting, the PPC considered a listing of energy sustainable features,
infrastructure far which could be included in the project if funding allows, (Please see
Attachment A) The PPG discussed inclusion of infrastructure for: the Solar Water Heater,
portions of the Computer Based Energy Management System, design to accommodate future
Geothermal HVAC and full implementation of the Rainwater Capture System,
Southern Community Park
The Southern Community Park will be a 70-acre park located south of Southern Village and
west of 15-501. The master plan indicates that the site will be over 50% natural, Most of the
developed portions of the site are located adjacent to Highway 15-501, The County and the
Town have approved phasing of the park. The Town has recently approved a SUP far the
project. Phase I facilities along with remaining master plan facilities are included in Attachment
B, Of the remaining facilities, the PPC recommended applying the PARTF funding to: 1)
Lighting 3 athletic fields, 2) Maintenance Building, and 3) Basketball courts, An additional
$17,000 was recommended for allocation to the Arts component of the project and it was
suggested that remaining funds go toward enhancing the children's play area.
The Town Council is scheduled to consider these recommendations for action on June 27,
FINANCIAL IMPACT: No financial impact an the County budget is associated with these
issues, although they could have impacts on Town funding for the projects,
RECOMMENDATION(S): The Manager recommends that the Board consider the
recommendations from the PPC on both projects and authorize the Chair to send a letter to the
Town expressing Orange County's support.
