PURPOSE: To consider recommendations for HVAC system replacement at the Whiffed
Human Services Center; to receive information regarding research and analysis for the
Northern Human Services Center HVAC system improvements (with a formal report to be
presented during FY 2001-02); and to approve solicitation of RFP for design services for the
Whiffed HVAC system.
BACKGROUND; Staff presented a preliminary report to the BOCC regarding HVAC system.life
cycle analysis for the Whiffed and Northern HSCs on June 5. The BOCC authorized the Chair
to work with staff to bring back recommendations regarding HVAC system replacement. The
Chair, staff and representative of the Robson $~ Woese engineering consulting firm
subsequently met and developed the following recommendations:
1) Installation of a variable air volume (VAV) system with gas boilers and air cooled water
chiller at Whiffed. _
2) Perform additional research and analysis for Northem building HVAC system
improvements (report to be presented during FY 2001-02).
3) Solicit RFP for design services for the Whiffed HVAC system.
FINANCIAL IMPACT: Funds to carry out the design of the Whiffed HVAC systems, estimated
at $100,000 - $150,000, have been approved in"the County's current ten year Capital
Investment Plan.
RECOMMENDATION(S): The Manager recommends that the Board approve the
recommended HVAC system for the Whiffed building,. and approve release of Request for
Prapasal documents to solicit proposals far Whiffed HVAC system design from qualified HVAC
system design firms.
