Dear Bruce:
Draper Aden Associates (DAA) appreciates the opportunity to provide the following proposed
task order to Orange County Solid Waste Management (Client) for the evaluation of feasible
options for wastewater disposal at the existing Walnut Grove Waste and Recycling Center in
Hillsborough, NC. The project is necessary since NCDEQ is unwilling to extend the temporary
permit and haul permit that serves the facility currently. This project will involve investigation of
various options and technologies for long term wastewater disposal from the project site.
PROPOSED SCOPE OF WORK
DAA will provide professional services as outlined below. This proposed scope of work has
been prepared in general accordance with the engineering standard of practice and discussions
of the project with the Client and consists of the following services:
Task 1 - Soils Evaluation
DAA will hire a subconsultant soil scientist to evaluate the soils at the project site to
determine if the soils will support a septic system. Both traditional and innovative
systems will be included in the soils evaluation.
Task 2 - Identification of Viable Wastewater Disposal Systems
DAA staff will research and define a list of viable wastewater disposal systems for the
project site. Dependent upon the results of task 1 above, this will include onsite septic
systems in addition to miniature wastewater treatment systems, local pump station to
the nearest regional pump station and other possible innovative technologies. Some

technologies identified during research may be ruled out as viable options and not
included in task 3 below.
Task 3 - Evaluation Study and Report
Draper Aden Associates will prepare an opinion of probable construction costs for the
viable options identified in task 2 above. The construction cost opinions will also include
the necessary permitting and design costs.
The capital cost of each system will then be utilized in a study to evaluate the life cycle
costs of each option. The life cycle cost analysis will capture long term operational costs
such as operator labor, energy, system supplies, and maintenance. A selection matrix will
be generated to evaluate the above and other non-tangible criteria.
Based on the results of the above activities, a report or technical memorandum will be
generated summarizing the options reviewed, the results of this study, and the
recommended system to be installed.
ADDITIONAL SERVICES
All other services not expressly defined above in this task proposal will be considered additional
services and could be subject to additional task order proposal(s) and costs. Once a wastewater
disposal system has been selected by the Owner, DAA will present a task order for the design,
permitting and construction administration for the chosen system.
SCHEDULE
DAA proposes to complete Task 1 through Task 3 within 45 days of notice to proceed.
COMPENSATION
Compensation for engineering services and reimbursable expenses shall be based on a lump
sum fees presented below. This fee will be invoiced monthly based on our estimation of the
percentage complete on each task.
Task Estimated Fee
Task 1 — Soils Evaluation $1,200
Task 2 —Option Identification $5,250
Task 3 —Analysis and Report $6,500
Total $12,950
This proposal is valid for 30 days from the date of the proposal. If the proposal is not accepted
within 30 days, we reserve the right to revise or withdraw the proposal entirely at our discretion.

office. Our receipt of the executed copy of this proposal will serve as our Notice to Proceed and
contract to perform the work described herein. Work will be conducted in accordance with
this proposal and the existing contract between Orange County and Draper Aden
Associates dated February 22, 2017.
