BACKGROUND: At the December 14, 2004 Board of County Commissioners meeting, the Board approved the November 15, 2004 actual student membership numbers and the building capacity numbers based on the 2003-04 individual school building capacity for both school systems. At the December 14, 2004 meeting, the Board also received the 10-year student membership projections for bath Orange County Schcols and Chapel Hill-Carrboro City Schools, At the March 1, 2005 BOCC meeting, the Board reviewed the draft of the 2005 SAPFOTAC report. Subsequently, the draft report was posted on the Orange County Planning Department's web site. A letter and the Executive Summary of the report was sent to all SAPFO partners on April 14, 2005 advising them of the availability of the draft report and inviting comment. Comments were requested for submission prior to May 10, 2005. No comments have been received to this point. At the May 17, 2005 meeting, a discrepancy with a formulaic number (Number of Students, Actual and Projected, Over (Under) 100% and 105% LOS in Year 2004-05) was discovered on Attachment II.C.5 (page 46 of the report). Upon further investigation by Staff, it was discovered that the spreadsheet cell's formula had been copied from an incorrect cell but that the resultant number was not used in any other formulas such as future year projections, Therefore, this was not an issue that affected other spreadsheet statistics related to future years. The formula has been corrected and the correct numbers are now displayed on Attachment II.C.5. z The expected opening date for CHCCS High School #3 is still Fall 2007 and was reflected accordingly in the December 14, 2004 and May 17, 2005 draft report. The exact pages of the 2005 SAPFOTAC report and recommendations that the BOCC will be approving are listed below, The full report contains the context (i.e. definitions and standards) of the various SAPFO elements. FINANCIAL IMPACT: Precise financial impacts cannot be determined, but possible changes in projected building capacity and projected growth in student membership for the next ten years will have impacts on future operating and capital budgets measured in the tens of millions of dollars. RECOMMENDATION(S): The Manager recommends that the Board approve the following recommendations from the 2005 SAPFOTAC Annual Report, which items are summarized in the table above: (1) Student Membership Projection Methodology (2) Student Membership Projections (3) Student Growth Rates (4) Student Generation Rates 3 SAPFOTAC Replacement Pages Explanation As detailed in the abstract, a discrepancy in a formulaic number was discovered at the May 17, 2005 meeting, The following charts have been enlarged for readability for your use and information. The following 6 pages (46a, 46b, 46c; 47a, 47b, 47c) are large scale versions of the charts found on pages 4fi [OCS Student Projections (2004)- Elementary, Middle and High] and 47 [CHCCS Student Projections (2004) -Elementary, Middle and High] of the SAPFOTAC Report. In an effort to conserve paper, Staff is asking that you insert these pages into your full SAPFOTAC Report.
