Staff Present: Sherrill Hampton, Housing and Community Development Director and

I. Call to Order/Introductions — The Chair, Mr. Kevin Cook, called the meeting
to order at 6:10 pm.
II. Approval of Minutes — On a motion by Blake Rosser and seconded by Mae
McLendon, the Board unanimously approved the meeting minutes of
November 11, 2018, January 8, 2019 and February 12, 2019.
III. Board Members' Comments — Ms. Mahaley provided the book Evicted to
Board members and indicated that there will be two facilitated discussions of
the book at a Community Read program sponsored by the Department of
Human Relations. Ms. Kinnaird stated that she wanted to make the Board
aware of an article in The Guardian about the Blackstone Group, one of the
largest landlords in the area, and their aggressive eviction policy. Jenn Sykes
stated that the Westside Neighborhood Group will be meeting with the Town
of Chapel Hill on May 9t" to discuss the results of a survey.
FY 2019-2020 Outside Agency Applications — The Board reviewed and scored the
following outside agency applications:
■ Center for Community Self-Help Northside Neighborhood Initiative;
■ Community Empowerment Fund Advocate Program;
■ EmPOWERment, Inc.;
■ Habitat for Humanity;
■ Rebuilding Together of the Triangle, Inc. Safe and Healthy Home Solutions.
Of these five applications, the Center for Community Self-Help application was the sole
new application and thus scored on the rescaled application scorecard which does not
include the Program Results section. The remaining agencies have filed applications in
previous years. The Board's numerical scores and key discussion points are as follows:

COLLABORATION
DISCUSSION: *The Board determined that there was an inconsistency between the
application form and the corresponding scorecard in that the application form did not
specifically request information on the agency's use of community volunteers (I.b.
Program Mission), the agency's engagement in coordination and collaboration activities
within the community (Il.a. Collaboration Efforts) and the agency/program coordination
and collaboration activities among other non-profit agencies (Il.b. Collaboration Efforts).
As such, the Board decided to eliminate these three criteria for all the applications and
so the maximum score for existing and new agencies is 80 and 55 points, respectively.
III. Who is the program's CUSTOMER and what does the customer value?

DISCUSSION: In Section Ill.c., the Board awarded the two relatively low scores to two
agencies because they determined that these two programs showed little or no growth
over time.

DISCUSSION: The Board determined that the Rebuilding Together of the Triangle
application did not address Sections Ill.c. and Ill.d. which resulted in a zero score.
Section III does not apply to the Center for Community Self-Help application because it
is a new application.
IV. Adjournment —On a motion by Jenn Sykes and seconded by Cain Twyman,
the Board voted to adjourn at 7:40 PM.
