Presentation- Environmental Justice A guest speaker or staff will facilitate a discussion among CFE members on ways to promote racial equity in environmental protection. 8:10 VI. Greene Tract- update Hirni will discuss recent developments with the Greene Tract and the partnership between Orange County and the Towns of Chapel Hill and Carrboro. 8:20 VII. Committee Meetings CFE Committees will break out for discussion. 8:50 VIII. Party Next Steps Fast Facts for a Greener Orange Bouma Bouma presented first four tips structured from SOE report. Working with an intern to create a full list from the 2019 SOE. Will be posted to CFE Facebook page and Twitter forums. Rights-of-Way Subcommittee Saul Official formation is pending CFE approval Review and update of Forest Management Policy Land Resources Discussed at Committee breakout; meetings pending Greenhouse Gas Emissions Inventory Ward / Bouma Working through final edits to data and calculations; will be incorporating staff for comments and planning to include in launching Climate Action Plan. Climate Action Plan Ward / Bouma Initial work has begun to lay out scope and format. Larger effort pending GHG Inventory completion and notification of whether LEED for Cities and Communities Grant was successful. Carbon Fee and Dividend / Fossil Fuel Divestment Resolution(s) Ward / Parry Parry commented on State Treasurers race this year. May serve to hold this to pending election of receptive Treasurer. Landscape corridor planning Land Resources Request presentation by Eno - New Hope Landscape Conservation Group in early 2020. Idling Campaign Bouma Home created for “Driving is Exhausting” on OC Sustainability webpage. Reached out to Orange County schools to explore path for creation of student green team. Call to Order Saul called the meeting to order at 7:32 pm. II. Additions or Changes to Agenda Saul requested moving Recruitment discussion to top of agenda. III. Approval of Draft Minutes from December 10 th, 2019 Motion by Parry; seconded by Ward; none opposed; motion passed. IV. Recruitment CFE discussed revamped recruitment efforts in regards to five current vacancies and the desire to pursue more diversity in geographic location, ethnicity, race, and age. Staff and CFE members discussed and prioritized efforts as listed. - Post at County Community Centers- reach out to the non-profit organizers - Master Gardeners Club and Small Farmer email list serve NC Coop Ext. - Agriculture Preservation Board- approach Hughes or Pope - Grad students - MCRP - Botanical Gardens newsletter - Chamber of Commerce - Bo Howes - TLC - Personally we can each reach out to friends V. CFE Activities - 2020 CFE discussed current activities with a brief status update for each item. VI. Orange County Rights of Way Task Force Saul presented the drafted framework document of the formation of a subcommittee/ taskforce under the CFE for approval by CFE. CFE members discussed appropriate member amounts. Eimers proposed one member and an alternate from each stakeholder group to limit excess size. CFE discussed future subject matter for taskforce. Committee Meetings CFE Committees met to discuss the 2020 Work Plan and prioritize goals for the year. VIII. Updates and Information Items - Saul discussed Pirraci’s email referring to the North Carolina Climate Change Interagency Council Meeting on January 22nd. Bouma offered information on the meeting. - Saul discussed 10 week Orange County Government Academy offered and recommended attendance by CFE members. Starts Tuesday February 18th. - Bouma informed CFE that the Climate ¼ cent Tax Prioritization was bumped to the February 4th BOCC meeting for final edits and more detailed recommendations. - Eimers and Saul reiterated the need for CFE to coordinate with County Planning Office staff. Bouma will coordinate. IX. All three members have expressed interest in being reappointed; therefore, CFE staff would like to recommend each of them for reappointment to another term. K. Alan Parry, Carrie Fletcher and Bill Ward have acceptable attendance records and provide valuable insight to the board. The CFE currently has five vacancies so the CFE Membership Committee (Chair & Vice-Chair) has reviewed the current list of applicants and recommends the following individuals for appointment: Francis Binkowski to position #2 (Air Quality), Kim Livingston to position #3 (At-Large, formerly Land Resources), Elizabeth McWhorter to position #5 (Water Resources), and Jaya Nair to position #7 (At-Large). The CFE would benefit greatly from the background of these applicants. One vacancy will remain for an At-Large position once these positions are filled, however, the Committee does not recommend appointing any of the other applicants at this time. Joint recruitment efforts by the CFE and the Clerk’s office will continue in order to fill this remaining position with a qualified applicant.
