Name The name of this body shall be the Orange County Juvenile Crime Prevention Council (JCPC ) Section 2 . Purpose The purpose of the JCPC shall be to : 2 . 1 Ensure that appropriate intermediate dispositional options are available and prioritize funding for dispositions of intermediate and community level sanctions for court adjudicated juveniles pursuant to minimum standards adopted by the Department of Public Safety , Division of Adult Correction and Juvenile Justice (NC DJJ) . 2 .2 Evaluate programs developed and supported by the JCPC for effectiveness and continued need . 2 . 3 Assess the needs of delinquent and at-risk juveniles in Orange County and report those findings to County Commissioners , 2A Plan for the establishment of a permanent funding stream for delinquency prevention services . ARTICLE II : MEMBERSHIP Section 1 . Membership should include , if possible : 1 . The local school superintendent or designee ; 2 . The chief of police in the county ; 3 . The local sheriff, or designee ; 4 . The district attorney , or designee ; 5 . The chief court counselor , or designee ; 6 . The director of mental health , developmental disabilities , and substance abuse authority , or designee Adopted June 2015 7 . The director of DSS , or designee ; 8 . The county manager , or designee ; 9 . The substance abuse professional ; 10 . A member of faith community ; 11 . A county commissioner ; 12 . A person under 18 ; 13 . A juvenile defense attorney ; 14 . The Chief District Court Judge or judge designated by the Chief District Court Judge ; 15 . A member of the business community ; 16 . The local health director, or designee ; 17 . A representative of United Way or other non-profit ; 18 . A representative of local parks and recreation ; and 19 . Up to seven members appointed by the board of county commissioners . Section 2 . Each member should serve a term of two years and may be reappointed . Section 3 . Membership shall be no more than 25 members . Section 4 . Any vacancy of office may be filled by nominations from the floor and election by the Board at any time throughout the year . Section 5 . Three consecutive unexcused absences shall constitute grounds for replacement . Members are expected to notify the chairperson in advance of meeting if unable to attend . Section 6 . A quorum shall be a simple majority of appointed memberships . ARTICLE III : OFFICERS Section 1 . The offices shall consist of a chairperson and vice - chair person . Section 2 . These officers should be elected on an annual basis and on or before the first meeting of the fiscal year and may succeed themselves . Chairperson — The chairperson shall call and preside at meetings of the JCPC . The Chair and/or Vice - Chair shall appoint all special committees and designate the persons to serve as committee members unless otherwise specified by the by- laws . Vice- Chairperson — The Vice - Chair shall exercise the duties of the Chairperson in his/her absence and such other duties as the Chairperson shall assign . Adopted June 2015 Section 3 . Removal from office The Orange County Board of Commissioners , upon the recommendations of the Orange County Juvenile Crime Prevention Council membership , may remove a member from office for any of the following reasons : 1 . Absence , without excuse , from three ( 3 ) scheduled meetings , within one year . 2 . Failure to participate in the work of the Orange County JCPC . 3 . Conduct that demonstrates a lack of responsibility or is unbecoming of a member of the Orange County JCPC , or which causes embarrassment to the Council and/or Orange County , ARTICLE IV : MEETINGS Section 1 . Orange JCPC shall meet at least bi - monthly or more often if a meeting is called by the Chair-person . Section 2 . All meetings should be open to the public . Section 3 . The membership shall be notified of all meetings , in writing , or by phone at least five days prior to the meeting . Section 4 . Minutes shall be taken at every meeting and distributed prior to or at the subsequent meetings . Section 5 . Special Meetings 5 . 1 The Chair-person may call special meetings as deemed necessary to carry out the duties of the JCPC . 5 . 2 Notice of special meetings shall be given to the JCPC members in writing , il at least two days in advance .by phone , or by ema Adopted June 2015 ARTICLE V : FUNDING PROCEDURES Section 1 . Screening of Programs . Section 1 . 1 All proposed grants submitted to the JCPC will be screened by the Funding and Review Committee . Section 1 . 2 Proposed grants will be scrutinized according to whether they meet the needs as provided in the annual needs assessment , as well as for program effectiveness , staffing issues , amount requested and expectations of the program . Section 2 . Voting to Fund . Section 2 . 1 The JCPC , except as hereinafter excluded , will vote on the recommended funding plan provided by the Funding/Review Committee , and may amend recommendations before a final vote . Section 2 . 2 No JCPC member who is paid with local grant funds , or who directly supervises someone paid with local grant funds , shall be eligible to vote in funding decisions . Section 2 . 3 Voting by Proxy will be allowed by approved designees designee must be included on membership list . Section 3 . Approved or Disapproved . Section 3 . 1 Programs that are approved for grants shall be notified immediately and the funded amount shall be disclosed . Section 3 . 2 Programs not approved for grants shall be notified in writing in a timely Manner and may : 1 . Request an explanation of the funding decision , in writing , to the Chair , within five ( 5 ) business days of the funding decision notification . The Chair will respond , in writing , within 30 business days . 2 . Request the funding process protocol followed by the JCPC , in writing , to the JCPC Chair within five ( 5 ) business days of receiving the funding notification . The request must specify which aspects of the funding process are in question . This will be reviewed by the Funding and Program Review Committee and presented to The Council at the next scheduled JCPC meeting following receipt of the request . The JCPC Chair or the Funding and Program Review Committee Chair , will respond to the applicant , in writing , within ten ( 10 ) business days following the JCPC meeting . Adopted June 2015 Section 4 . Evaluation , Section 4 . 1 Funded grants shall be evaluated by the Monitoring Committee . Section 4 . 2 No JCPC member who is paid by or directly supervises someone paid by local grant funds , may serve on the Monitoring Committee . ARTICLE VI : CONFLICT OF INTEREST Section 1 . The JCPC Chairperson shall have all JCPC members complete and sign the disclosure form ( form DJJ 13 001 c ) and inform all members of the conflict policy and review annually . Section 1 . 1 All members must disclose in writing the existence , nature and extent of any potential or actual conflict of interest using (form DJJ 13 001 c) . Section 1 . 2 If a member directly or indirectly benefits from the disbursement of these state funds . They will not serve on the monitoring or funding committees , nor be able to vote re : funding decisions . Section 2 If a conflict is discovered after the fact , the JCPC Chairperson will inform the JCPC of the conflict of interest . Section 3 All conflict of interest disclosure forms must be filled out by all members . ARTICLE VII : EMAIL VOTING Section 1 . The Initiator Section 1 . 1 Any active member or JCPC Coordinator can initiate mail voting by sending voting proposal via email . Section 1 . 2 The member who has initiated a vote can retract the voting proposal by sending an email to the membership list stating the intention to retract the proposal . Section 2 . Email Voting Process Section 2 . 1 Email voting proposal is initiated by sending an email to the entire membership mailing list containing the words "Voting Proposal " in the subject line and explicitly stating the subject of the voting . Adopted June 2015 Section 2 . 2 The body of the email shall include exact and complete information on what is to be voted upon ; only information which is directly related to the subject of the voting may be contained in the email voting proposal . Section 3 . Voting Period Section 3 . 1 A proposal can only be retracted within the voting period . Section 3 . 2 The voting period starts when the email is sent out to the membership , unless specified otherwise in the voting proposal , and lasts for a period of two weeks . Section 3 . 3 During the voting period the members cast their votes . Only votes cast within the voting period are considered for the results of the voting . Minutes Review and Approval The Council reviewed the minutes from June 2018 . Carol McClelland motioned for minutes to be approved and was seconded by Stephanie Jones . Motion carried unanimously . Agency Roundtable Wrenn House — Wrenn House is a 24 -hour crisis shelter for runaway and homeless youth . Through Orange and Chatham they have one 30 day bed for a youth who is in crisis or transition . They have been having a pretty slow summer, but calls have been picking up and they anticipate with school starting back there will be an increase . They have just reapplied for their federal grant and are waiting to hear on the outcome , probably around the end of September . They just finally finished renovating the kitchen and it now matches with the rest of the renovated house . Volunteers -for Youth — VFY operates two JCPC funded programs . Community Service and Teen Court . The Community Service program is for youth who are court- ordered to serve community service and they help match up youth with work sites . The Teen Court program is an alternative to regular court for kids who are first-time offenders and is staffed entirely by teen volunteers . They have had 28 kids in Community Service and 13 in Teen Court so far in this fiscal year . Numbers were low last year for Community Service but there was an uptick towards the end of the fiscal year and that is continuing into this new fiscal year . VFY has lost the Hillsborough Farmer ' s Market for a community site because they are changing how they staff it . Freedom House — In FYI 7 - 18 FAN served 17 families one - on- one , held 13 Common Sense Parenting classes that served 77 parents and impacted 121 children . They had 269 phone contacts with over 400 contact hours . In FYI 8 . 19 they have served 11 families and 19 phone contacts . October Common Sense Parenting calendar will be coming out soon, but they need help identifying a location in Northern Orange . FAN wasn ' t funded by Durham County this year, but they continue to have lots of interest . They are currently recruiting for a bilingual advocate since Georgia and Anna are no longer with FAN . It is a preferred requirement that the advocate have experience navigating various systems for a child/grandchild with mental health diagnosis . Child and Adolescent program has received a referral and are expecting another one to be coming along soon . They are also working with Boomerang on making arrangements for the evening group . With losing the FAN advocates , including the bilingual advocate , all Spanish- speaking referrals are on hold until the position is filled . They are reviewing cases that are appropriate to close and utilizing language resources to help translate/interpret for current Spanish- speaking cases . DJJ Data — June : 11 distinct juveniles , 15 complaints , 3 approved for court , 8 juveniles diverted , 0 juveniles admitted to detention, 0 juvenile admitted to Wrenn House , 0 electronic monitoring activations , 0 days on electronic monitoring , and 0 juveniles committed to YDC . June ' s complaints received included disorderly conduct, communicating threats , and 3 felony charges for breaking into federal vehicles ; all charges were taken out by law enforcement officers . When comparing FYI 6 - 17 and FYI 7 - 18 numbers , there were double the number of youth at intake and 58 more complaints , almost twice as many youth were diverted this past FY, the number of detentions dropped from 9 to 2 and the number of days also dropped from 61 to 10 . There were about as many youth that utilized Wrenn House , but they utilized 50 % more days this past FY than in FYI 6 - 17 . And the number of youth on electronic monitoring remained about the same , but the total number of days increased from 180 to 265 . July : 1 distinct juvenile , 3 complaints , 3 approved for court, 0 juveniles diverted, 0 juveniles admitted to detention, 1 juvenile admitted to Wrenn House for 29 days , 0 electronic monitoring activations , 0 days on electronic monitoring , and 0 juveniles committed to YDC . July ' s complaints received included simple assault, misdemeanor larceny, and injury to property that were all taken out by a parent . JCPC Business Conflict of Interest form — All council members need to sign a new COI form for the new fiscal year . If you have any questions about whether something may be a conflict of interest, please ask Rebekah or Denise at the end of the meeting . Membership Review — The Member of the Business Community seat is open and we are looking for recommendations . If anyone knows of someone , please let Rebekah know so we can reach out and gauge their interest . Some suggestions may be someone associated with a community service worksite , or a volunteer within your organization but is employed within the business community , or a parent of a former child served by one of our programs . Election of Officers — Donna King , Chair of the Nominating Committee , through communication with the council members , presents the following slate of officers : Chair — Bernard Miles (no challenge ) Vice Chair — Sherita Cobb (no challenge) . JCPC Chair called for a vote and the presented slate of officers was unanimously approved . Training Opportunity — JCPC funds are available to help pay for registration to attend the National Symposium on Juvenile Services that will be held in October in Greensboro at the Koury Center . Community Programs is also offering an opportunity for scholarships for cost of registration and rooms . There is a form that needs to be completed and submitted to the state . Sherita attended the Restorative Practices training in Seattle about 3 weeks ago and had an amazing time . In the schools they are trying to use the practice to help students learn to support each other and hold each other accountable — " our classroom" and " our learning environment" and help them take ownership of their environment . Sherita brought back lots of information on how to incorporate circles with students ( and appropriate adults) involved with juvenile justice who offended within the school system (i . e . fighting) and how they can work things out and be able to get along within the school setting moving forward . Sherita would like to start incorporate these circles within the schools and eventually become a trainer . Hot Topic Discussion The County has started a Reentry Council that is working with formerly incarcerated and there is a lot of energy and community involvement . It is being put out on our radar because at some point in the future it may intersect with the juvenile justice system and the JCPC . Orange County Schools has contracted with Renaissance Center as the school -based mental health provider and this year they will have 6 full licensed therapists that will be housed in the schools Monday- Friday and will be divided between 2 - 3 schools that are in close proximity so that if an emergency happened they can get to a school within 10 minutes . The students do still have to have Medicaid or private insurance , but for every 10 , they will give 1 or 2 pro -bono for the McKinney Vento students or those with financial hardships . The Partnership for Alcohol and Drug Free Youth is looking at their logic model and has addressed three different types of substances — underage drinking , prescription drug misuse , and marijuana . If anyone is interested in joining any of the workgroups please let Gayane know . Susan wanted to give a shout out to Denise for helping to expedite the July payments from the state to Orange County so that the programs could receive their July funds in July and not August, like has happened in the past . Consultant Update All program agreements have been approved and fully executed in DocuSign and all programs have received their July disbursements . is now available and the deadline to be submitted in NCALLIES is August 15 . Please Final accounting do not wait until the last minute to complete . Failure to complete final accounting in a timely manner could hold up future disbursements . New this year, all signatures will be done electronically through DocuSign ; no more hard copies to pass around . Denise will have the programs present their SPEP scores at the December meeting . This is an evaluation tool that the state uses to make sure that the funded programs are evidence -based, follow a curriculum, and have protocols in place for staff retention . Denise will be working with the programs to identify if there are any areas for improvement and the programs will report to the JCPC on this . Denise is going to start working on the Risk and Needs data in preparation for the January subcommittee meeting . All programs in Orange County have had a consultant monitoring , which is done every three years . Please add committee signups to the October agenda . Denise will provide a brief description of each one and a suggested number of members . Please use this opportunity to volunteer for something you are interested in ; otherwise the Chair may appoint you to one . Announcements Health, Safety , and Wellness Resource Fair sponsored by Orange County Schools will be September 22 in the Walmart parking lot . Sozo is hosting an event next Sunday from loam to 1pm at Fairview Community Park . There will be food, school supplies , games , and representation from community agencies . Agency Roundtable Wrenn House — To date they have served 2 youth for a total of 64 days . They are doing a big push this year around runaway prevention and letting youth know that Wrenn House is available as a resource . Freedom House — Common Sense Parenting classes continue with one being offered in Chapel Hill and one in Cedar Grove . FAN is having some challenges filling the advocate position ; finding someone with personal experience navigating the system and that is also a native Spanish speaker . They are hopeful that the resume they just received may be a good fit . The Child and Adolescent program has a couple youth who are using the funds . Ligo DoLo — They haven ' t received any referrals yet, but that isn ' t totally uncommon in the first quarter . They had a couple carry over students and have terminated some that have continued on as non4CPC students . Volunteers ° or Youth — So far this fiscal year they have served 38 kids in community service and 19 in Teen Court . A girl in the community service program went to her worksite with not so great an attitude , but turned it around so well that they are now offering her a paid internship this summer . Her mom was so excited to hear that her daughter had such a great attitude because she knew she did, but hadn ' t seen it in such a long time . Boomerang — Alternative to Suspension has served 9 youth year to date — 7 from CHCCS and 2 OCS . There have been more referrals than that but transportation has been an issue from Orange High . Fighting continues to be one of the highest reasons for fighting . This year Boomerang is working on partnering with the schools to provide in- school support to youth, combining their models with the schools ' programming . Hot Topic Discussion Service providers often have difficulty finding bilingual and culturally appropriate/aware job candidates . Someone mentioned looking at how the job openings are advertised ; that maybe it isn ' t through channels that the ideal candidate would be looking . Transportation, especially for Northern Orange residents , continues to be a huge barrier to accessing services . Have there been any talks or plans to increase Orange Circular stops (number, frequency) ? Are the Orange Circular services advertised appropriately ? Services may be available , but individuals aren ' t aware . While appointments for transportation may be available , sometimes they don ' t have advance knowledge to be able to get on the schedule . Clients of most non- county service providers (Juvenile Justice , JCPC programs , etc . ) are not served well by public transportation in northern Orange , whether it ' s lack of knowledge or lack of availability . Is JCPC able to advocate to the BOCC on this topic ? Suggestion was offered about utilizing a volunteer transportation program , or creating their own . Volunteers for Youth uses this model and has had success transporting their youth to appointments and worksites . Affordable housing was also mentioned as a challenge , especially given the impact from the recent hurricanes that hit the eastern part of the state . Orange County already faces affordable housing challenges and some residents of the eastern part of the state are expected to relocate inland, quite possibly to our county . Many current residents , not just those who are low- income , are leaving the county because housing isn ' t affordable and moving to counties with a lower cost of living (Durham , Alamance , and Caswell) . What little affordable housing that is available comes with challenges — flooding , income guidelines — and this can lead to disruptions (frequent moves and loss of connectivity to the community) . The Town of Chapel Hill will have a $ 1 OM bond referendum for affordable housing on the November ballot . It is to build and maintain 1 , 000 units of affordable housing (www. chapelhillaffordablehousing . org has more information) . Sharron will speak with the new Housing and Transportation directors to see about the possibility of coming to speak at our February meeting . Announcements On October 11 , Boomerang is hosting " The Talk" at Smith Middle School . It is a one man play by Sonny Kelly and was born from a painful conversation that Sonny had with his seven- year- old son after confronting recent reports about multiple killings and beatings of black men by civil authorities . There will also be a panel of speakers following the show . The end of October is Prescription Medication Awareness week . There will be different drives happening during that time for the public to bring in their prescriptions that they no longer need/use . Guest Speaker — Family Success Alliance ( Coby Kansen Austin & Angela Clapp) About four years ago Orange County identified working on poverty as a priority and the Health Department stepped up and said that education, housing , employment all affected the population level downstream . The looked to the Harlem Children Zone model as a way to structure their approach . The model follows children from cradle to college/career and is structured within " zones " . In order to determine which zones to target, the Health Department looked at data on where Medicaid and Housing Choice Voucher (for example) recipients lived and created an index of six zones where families struggling to make ends meet would most likely live . An advisory council was appointed by the county commissioners that worked with those six communities to identify a champion and then selected two zones to work with . The two zones selected were : Zone 4 ( Gateway community to out Hwy 70 east towards Durham County line) and Zone 6 (in-town Chapel Hill and Carrboro encompassing some more affordable market rate apartments and public housing) . The first program launched was a kindergarten readiness program that is 4 weeks and based at the elementary school for rising kindergarteners with the first cohort starting four years ago . The next program launched was the Navigator program which included hiring people from the community who had the lived experience of struggling to make ends meet, had learned themselves how to navigate the systems , and already had built trust and relationships within their respective community . The Navigators then started working with the parents and families of the children in the readiness program . There are currently four cohorts — kindergarten, first , second, and third graders . Even though the kids in the cohorts are elementary school aged , the Navigators are working with the whole family which often includes older siblings . Motion carried unanimously . Agency Roundtable Wrenn House — Currently has one youth in care from Orange and has had a total of five . Just completed federal monitoring and it went well with just some minor things that need to be addressed . They are still working on the last of the needed renovations for the house and should be completed by end of the fiscal year . Volunteers or Youth — Teen Court celebrated its 300th session . Boomerang — Alternative to Suspension program has served 37 students . Top reason for suspension the last month was for fighting . They continue to run middle school group at Stanback and are in talks with two other middle schools . They are looking to increase their in- school work with the students . Freedom House — FAN has served 22 parents and currently has 14 . Due to a change in Orange County outside agency funding process , FAN ' s overall program budget may be reduced drastically (by almost WOO ) . If these funds are not awarded for this current fiscal year, FAN will have to do a JCPC program agreement amendment to change staffing structure (will need to reduce number of navigator positions) and it could impact their ability to hire a bilingual advocate . The CEO and CFO are currently investigating the issue with the county . In late September 2017 Freedom House became sole partner with Insight Human Services . In the spring of 2018 , Trish Hussey retired bringing about significant change . In July 2018 , they became sole partners with Daymark Recovery Services . While the three are stand- alone entities but are partnered in trying to achieve efficiencies and streamline services . In September 2017 , Freedom Houses ' accountant quite without notice and they had to scramble to figure out what she was doing and how . The CFO of Insight has stepped in to be the accounting person for Freedom House and is overseeing finances for Insight and Freedom House . Since the CEO and CFO are new, Carol has been doing her best to stress the importance of the funding streams and provide support where and when needed . Outpatient Services program had two youth carry over into the new fiscal year but have since dropped out and didn ' t complete all their sessions . They have had two new referrals this year and still have money to serve additional youth . They estimate they have the capacity to serve about six more . Dispute Settlement Center — Trying to get the new restorative justice program up and running and are very close to being at capacity to be able to run the first circle ( s ) in January . They are doing a lot of partnership work with Volunteers for Youth with Teen Court and Community Service , Ligo DoLo — Have received one referral so far this program year from juvenile justice . In the new year they will expand their outreach to community partners to see if there are any additional referrals . Charges included disorderly conduct at school , misdemeanor assaults and larceny . Referrals came from law enforcement, one from a victim, and one from a parent . November : 7 distinct juvenile , 11 complaints , 5 approved for court, 2 juveniles diverted , 0 juveniles admitted to detention, 0 juveniles admitted to Wrenn House , 0 electronic monitoring activations , 30 days on electronic monitoring ( carry over from previous month) , and 0 juveniles committed to YDC . Charges included breaking in vehicles and simple assault . JCPC Business Membership Vacancy — Member of Business Community position is still vacant . Freedom House Final Accounting — There was a significant delay in Freedom House getting in their final accounting forms for FYI 7 - 18 . There were several emails to the program fiscal officer, conference calls , and even one - on- one meetings and every time after the meeting/conversation Denise had the impression/commitment that it was going to be done by the end of the day . Several days to a week would pass and Denise would follow-up and nothing had happened . Denise didn ' t want final accounting to proceed as completed because there were a significant number of errors that would have created a $ 31 , 000 refund for FAN and they knew that wasn ' t correct . They knew the money had been spent but the information was just entered incorrectly . Since the fiscal requirement had not been met , Freedom House ' s current FY disbursements were placed on hold until it was completed . Because of this , Denise went in and completed the Final Accounting information (with permission from Freedom House) . Within the last week, Final Accounting has finally gone through and been signed off on by all parties . With the number of delays and missing the deadline , Denise wanted to make sure that it was brought to the attention of the JCPC . As a result of all of this , Denise has some concerns about the fiscal oversight and control of the JCPC funds . The county has since been advised that it is okay to release all funds that were previously on hold . Executive leadership is aware of the problems and concerns and steps are being taken to address it . Subcommittees — Historically much of the subcommittee work and reporting has fallen on Rebekah to complete . This year the JCPC will be moving towards taking on much more of that responsibility and chairs will be appointed to committees as needed . Bernard will be reviewing with Rebekah the committee tasks and volunteers and may be asking JCPC members to step up to help out . Consultant Update Raise the Age — Handouts were shared with data on 16 and 17 year olds . Breakdown by districts and counties by number of charges , estimated number of new juveniles , projected number of new juveniles to be served by funded programming , number of school -based complaints , and percentage of complaints that were school -based . The Department is trying to prepare the JCPCs and counties for Raise the Age impact and is hoping that this won ' t be an unfunded mandate . The plan is that the legislature will approve funding that will go the local counties to make the decision on how to spend the funds — expand capacity of current programs or fund new programs . What ' s important right now is to get some grassroots efforts going to advocate for funding for this mandate . There will be an addendum to the FYI 9 - 20 County Plan that will identify a plan for the Tier II funding (i . e . Raise the Age funds ) . The Department is encouraging the JCPC Chairs to write a letter to their local county commissioners to adopt a resolution to support the JCPCs receiving extra funding to adopt the Raise the Age mandate . It is suggested to get on the commissioners to agenda to be able to explain what it is and why it ' s important . The Department would like to have a copy of the resolution by March . SPEP Scores — Handouts were shared that included an example Standardized Program Evaluation Protocol ( SPEP ) , definitions of SPEP terminology , SPEP service categories and targets for amount of service , and Program Optimization Percentage (POP ) example . Some programs won ' t have a SPEP a score because they are short -term , structured programs that aren ' t designed to provide a therapeutic intervention . SPEP is important because it helps JCPCs determine if they are funding effective and/or evidenced -based interventions and programs . Denise reviewed the SPEP example and explained each category and how the score is calculated . SPEP score isn ' t the most important score (overall across all program types ) ; rather , the POP score is more reflective of program ' s effectiveness based on total potential ( specific to program types ) . Programs were asked to complete a Program Enhancement Plan (PEP) to identify how they can enhance their respective programs and in which areas . Even though some programs won ' t have a SPEP Score , they will all have a PEP . Wrenn House — Review policies and procedures to see areas that can updated and improved ; have on identified staff to be responsible for NCALLIES data entry , ongoing training for shelter staff, continue to support staff in effort to reduce staff turnover . Community Service & Teen Court — Looking at ways to improve staff training and plan in advance ; evaluate/enhance program monitoring . The anticipated county allotment is $ 277 , 731 with a 30 % local/county match and projected advertisement date of February 4 , 2019 and deadline of March 11 , 2019 . As you look down the announcement, the targeted program types are identified , and a supplemental sheet with program descriptions are attached . The county allocation amount remains the same as previous years . Any funding for Raise the Age (JCPC Tier II) expansion will be outside this RFP and county allocation . "Raise the Age " — Every JCPC must submit an Annual Plan to their County Commissioners that addresses specific work of the council (Risk & Needs , Funding , etc . ) and some of the documents that Denise will review are part of the Annual Plan . The " Continuum of Services — At a Glance " provides an overview of services available within Orange County for all youth , from at-risk to post-release youth . Please review the Continuum and bring updates/suggestions to the next meeting . The " Orange County Plan Addendum" is new this year to help each county start thinking about how "Raise the Age " will impact their community and programming . Counties and programs are encouraged to start thinking about where gaps in services may be and what the needs of this new population are . The addendum will serve as a "wish list" to help the Council identify where expansion should happen . When counties receive the Tier II (aka " Raise the Age " ) funds , they can either expand programs that are currently funded under the RFP or they can go through another RFP process . With North Carolina being the last state to raise the age , we have learned a lot from the others and are hearing that restorative justice (mediation, community service/restitution, and Teen Court) programs are where they saw the greatest increase in youth . Another lesson learned from other states was that the numbers of 16 - 17 year olds didn ' t explode like they thought/expected . After December 1 , only 16 - 17 year olds who have never been to district court and who have an eligible charge will be seen in juvenile court . Conversation around diversionary options for 16 - 17 year olds now that Misdemeanor Diversion Program will be raising their minimum age to 18 when "Raise the Age " takes effect . While Juvenile Justice can only refer a youth to Teen Court if they have never been , they are also able to place them on a diversion plan which could include ensuring they are accessing/attending specified services . Additionally , SROs are able to refer a youth to Teen Court multiple times (up to two times ) if it would be appropriate to do so (for example , it ' s been months or years in between and the offense is minor) . Others have raised concern about structuring a " scheme " that would help keep a youth out of court , especially if it would reinforce in the youth ' s mind that they can keep behaving/acting in a certain way without consequences . Eventually they will age out of juvenile court, and if they keep behaving the same way they will rack up charges and points . While we want to help , we need to be careful about what we do and how we do it so that we don ' t create an illusion and we don ' t cripple . Val reminded the group that she can work in tandem with other programs to help youth with restorative practices and/or accountability for their actions . Reviewed handout on " Total Number of Acts " committed on school property broken down by each school in Orange , Alamance , and Chatham counties so we can see how we compare within our district . Reviewed two other handouts that include risk and needs data for Orange County for FY 17 - 18 for 16 - 17 year olds who are currently in juvenile court . This will help when brainstorming for expected needs . This is the same type of data that is used in the normal risk and needs process that drives the regular (Tier I) JCPC RFP . The risk assessment helps the court counselors identify what risk factors may be present in a juvenile ' s life that could cause them to reoffend and the needs assessment helps determine which types of programming the youth could benefit from . Conversation around the number of youth with identified substance use issues and what treatment options are available and whether or not they are being utilized . Data supports the conclusion that there is a substance use problem among youth ; however, while treatment options are available , youth and/or parents are not making use of those services . Some possible reasons for this may include a lack of accessibility and/or a belief that treatment isn ' t necessary . There also needs to be a focus on the family when addressing substance use because it isn ' t just an individual problem . Between now and the April meeting , program providers need to think about how "Raise the Age " is going to impact service delivery and/or budget and JCPC members need to begin thinking about whether there are any additional program types that may need to be funded in order to address the needs of the 16 - 17 year olds . At the April meeting we will review/update the Continuum of Services chart and complete the "Raise the Age " Addendum for the Annual Plan . As program providers begin to complete their FYI 9 - 20 applications they should consider addressing the impact of "Raise the Age " and keep in mind that the regular JCPC allocation has not increased ; if additional funds are requested in preparation for serving the expanded population, those funds will need to be taken from another program . Also , programs should remember that most have been reporting that referrals continue to be low and while there may be an increase with the new population coming in, those new youth may make up the difference and programs may be back at normal capacity . It is also important to remember that JCPC funds are not meant to fix all problems and the Department is very specific in the types of programs and evidence -based curriculums that they will fund . They try not to mix middle and high school youth, so in March they will be trying a middle school circle . Boomerang — They are not receiving referrals from Orange County Schools and feel that they are way underserving the youth in the northern part of the county that need the services . Transportation continues to be the greatest barrier, but there are also some new administrators in some schools and they have to build those relationships back up . They have talked about having another site but it would be a huge undertaking . Freedom House — There are spots available in the Child & Adolescent Outpatient program . FAN has received funding from a Duke grant to offer another men ' s only parenting course . Bonnie Farrell will be coming March 22 - 23 to do co -parenting and communication education . Hot Topics Transportation for northern Orange County youth to services continues to be an issue . Getting services in the schools could be a great solution to being able to deliver the needed services that are convenient while also being delivered within a healthy environment . Youth Risk Behaviors Surveys (YRBS ) are a great tool to help identify the needs but there have been huge challenges to even getting them completed in the schools because hard ( active) parental consent is required . There have been problems/concerns that were disclosed on the YRBS a few years ago that then resulted in school incidents that could have been addressed/avoided if they had been shared with the school board . But if a YRBS can ' t be completed and there are no school board representatives coming to meetings , it will be tough to get services into the schools . Consultant Update RFP will be advertised next week and program providers are encouraged to start working on them immediately and not wait until the last minute in case something happens or there are questions . Announcements Orange County Parks & Recreation summer camp registration opens Saturday . The Town of Chapel Hill just hired two new crisis counselors and will now have someone available until 1 1pm . They are also advertising for another position that will work 10am- 7pm, Master ' s degree is required but not licensure . CAY will be hosting some upcoming workshops around "Raise the Age " . On March 27 , the Orange County Collaborative will be hosting Ana Marshall , Community Engagement Representative , because Cardinal will be restructuring their governance body in a way to where the community partners meeting is going to be more of an advisory board . The new advisory board will inform the decisions for local government and then that will be how mental health funding will be awarded . The new model will be presented and will be more grass -roots focused . The meeting opened w Minutes Review and Approval The Council reviewed the minutes from February 2019 . Meg McGurk motioned for minutes to be approved and was seconded by Stephanie Jones . Motion carried unanimously . Agency Roundtable Freedom House — FAN has had 35 parents complete Common Sense Parenting and has another 3 pending . They just started another class and have another 2 referrals . There are still funds to serve youth in the Child and Adolescent Outpatient program . Dispute Settlement Center — Restorative Justice and Mediation program is currently working with 9 youth for a total of 17 youth (YTD ) referred by DJJ , MDP , and Teen Court . Wrenn House — Currently have a bed available . YTD have served 6 kids and used 108 days , which is a large increase from this time last fiscal year when only 42 days had been used . They just completed their relicensing and are getting ready for a monitoring review with Denise this month . Boomerang — Served 94 students YTD with the majority coming from Chapel Hill - Carrboro City Schools ; 3 of the students in March were court involved . The biggest reason for suspension last month was insubordination which isn ' t a reason they have seen recently . Volunteers for Youth — The Community Service program has served 57 kids so far but has about another 12 referrals that they just received and Teen Court has served 42 youth YTD . Teen Court is also scheduled for a monitoring review with Denise . DJJ Data Report/Update No update this month as their data system is being updated and they are unable to run reports at this time . February and March data will be presented at the June meeting along with April and May . Guest Speaker — Allyson Coltrane , TDM Coordinator, Orange Public Transportation ( OPT) Within Orange County there are a few public transportation options — OPT ( serves all Orange County) , Chapel Hill Transit ( serves Town of Chapel Hill ) , and GoTriangle ( currently has two routes) . Fares for OPT one -way are $ 2 for adults , $ 1 for youth ( 6 - 17 ) , and seniors , children under 5 , and persons with disabilities are free . Chapel Hill Transit is free to ride and GoTriangle fares and passes that vary based on the route . Youth between the ages of 13 to 18 can use a Youth GoPass to ride GoTriangle , GoRaleigh, GoCary or GoDurham buses free ; and these passes are also accepted by OPT and Chapel Hill Transit . To obtain a Youth GoPass , the parent/guardian is required to accompany the child to sign up for the pass and some type of ID will be required when applying . Youth 13 and older are allowed to ride unsupervised . OPT was just approved for the reverse circulator and expect to launch that route in late Fall 2019 . Currently is takes 1 hour to make a full loop and with the new route it will only take 30 minutes . They are also working to get a stop at the Health Department in Hillsborough . Currently the Circulator operates M -F 8a- 5p and makes stops at Walmart , DSS , Durham Tech Orange County Campus , apartment complex on the Hwy 70 corridor, Passmore Senior Center , etc . The Hillsborough Circulator is free . They also offer the Rural Operating Assistance Program (ROAP ) for a fare of $ 12 . 75 one -way . It is required that either the beginning or ending destination be located within a rural portion of Orange County . There is also a Commuter Options Program which includes carpool and vanpool resources ( Share the Ride NC ) , and biking and walking campaigns for people who live closer to work . If an agency or service provider would like to take a ride so that they know what their clients experience , please contact Allyson to set something up . They are also working on building an online , interactive commuter maps that should launch by September and will also have a print version available . JCPC Business Funding Committee Report — The Funding Committee has met twice this year and have had long , difficult conversations about funding requests compared to the needs of the youth as identified by the Risk and Needs Committee . The Funding Committee recommends the following for FY 2019 - 20 : JCPC Admin $ 8 , 178 Young Warriors $ 0 Wrenn House $ 10 , 722 Teen Court $ 61 , 330 Restitution & Community Service $ 695870 Mediation & Conflict Resolution $ 40 , 500 Boomerang $ 28 , 131 Family Advocacy Network $ 0 Child & Adolescent Outpatient Services $ 0 ( did not request funding) Unallocated $ 59 , 000 Additionally , the Funding Committee is proposing a second RFP be published for the unallocated funds for an interpersonal skills building program that has a parent and child component . The Funding Committee identified this as a need that isn ' t currently being addressed in the community and for which no program application wasn ' t received . If approved by the JCPC , the RFP will be posted Monday . All services providers , including those currently receiving JCPC funding , are encouraged to submit an application in response to the second RFP . A question was asked about FAN and why they are not being recommended for funding for next year . The Funding Committee had a discussion about the needs of the community and wanting to attract a program that has some increased nuisances that would help identify and support parent child interactions in a way that they aren ' t currently be supported . FAN ' s funding through JCPC is to provide Common Sense Parenting curriculum only , and not for the additional services that FAN provides . The other services that FAN ( Linda) provides within the court system are supported by other funds received by Freedom House . Judge Scarlett expressed how vitally important those other (non- JCPC funded) services are that FAN provides and doesn ' t want to see them go away . Denise stated that taking away JCPC funds doesn ' t have anything to do with the other services that she mentioned and that it would be up to Freedom House to still make that other piece work . JCPC is not un- funding FAN , but rather Common Sense Parenting ; FAN is much broader than just Common Sense Parenting . The JCPC Funding Committee is looking for a program to provide a curriculum that includes both the parent and child that FAN does not currently do through Common Sense Parenting . Prior to making the decision to not recommend FAN for funding , the Committee asked Freedom House if they would be able to switch curriculum to one that includes the child , but they were not able to answer definitively without approval from executive leadership first . Funding Recommendations Vote — The Funding Committee motioned that . • JCPC Admin be approved for $ 8 , 178 and was seconded by Donna King • Wrenn House be approved for $ 10 , 722 and was seconded by Beverly Scarlett • Teen Court be approved for $ 61 , 330 and was seconded by Gayane Chambless • Restitution & Community Service be approved for $ 69 , 870 and was seconded by Gayane Chambless • Mediation & Conflict Resolution be approved for $ 40 , 500 and was seconded by Stephanie Jones • Boomerang be approved for $ 28 , 131 and was seconded by Donna King Motions carried with 12 votes ; Carol McClelland and Gayane Chambless abstaining from the vote . RFP Review and Vote — The anticipated county allotment is $ 59 , 000 with a 30 % local/county match and projected advertisement date of April 8 , 2019 and deadline of May 10 , 2019 . As you look down the announcement, the targeted program type is for Interpersonal Skill Building only and curriculum must include parent( s)/guardian( s) and youth . If no programs apply for these funds , or if no programs are selected for funding , then the $ 59 , 000 can remain unallocated until December 31 , 2019 . At any point until that time , the JCPC can decide to release another RFP or to allocate the remaining funds to currently funded programs . The Funding Committee motioned for the RFP to be approved and was seconded by Carol McClelland . Motion carried unanimously . Continuum of Services Review and Update — Denise provided a brief overview of how to read the document and explained that this chart is meant to show a possible continuum of services for youth who are at-risk, committed to a YDC , and post-release from YDC . Denise has asked that everyone review the document and email Rebekah and/or Denise with any notes . A question was asked about substance abuse residential treatment being classified as " available but difficult to access " . There are currently only three providers in the State where youth can go for residential substance abuse treatment . Recently there has been some Medicaid reformation/transformation where insurers have the ability to do behavioral health as well as physical health , and five have been selected . Currently there are lawsuits pending about the selection process and until those have been settled , no changes will go into effect . But until 2021 , Cardinal will be managing services as is ; after 2021 they will manage only the complex cases and everyone else will manage the standard plans . For example , if a youth is assigned to the standard plan and is receiving outpatient services but requires something more intensive services under the enhanced services ( such as in-home) , there is a process that will need to happen to get the youth transferred into the new plan . County Plan Addendum — Reviewed Risk and Needs data of 16 and 17 year olds that have been involved in juvenile court in Orange County . Risk and needs data is collected by court services at intake and every 90 days for youth on probation . The data that is shown in the chart is pulled from the most recently completed risk assessment , the majority of youth served by JCPC fall within risk level 3 . Youth that are seen by juvenile court for the first time under the age of 12 tend to stay in the system longer , often have more mental health issues and commit more serious offenses . Being the last state to implement Raise the Age , they have seen that ity service and restitution , and teen court programs have seen mediation and restorative justice , commun the greatest increase in referrals . In preparation of "Raise the Age " which takes effect December 2019 , the Department wants county JCPCs to begin thinking about the impact it will have on service providers . When the money comes , the Department will utilize a formula to decide how much each county receives . The JCPCs then have to decide how they plan to use that money : 1 ) increase funding to existing programs to increase their capacity ; 2 ) provide funding for new programming through an RFP process for additional components in existing or newly funded programs ; and/or 3 ) collaboration with surrounding counties to provide funding for multi - county programming . Denise has created a draft of the Addendum for review by the JCPC , selecting some program priorities based on the risk and needs data and the experiences of the other states : mediation, restitution/community service , teen court , and runaway shelter . On the second page , the currently funded programs that fall within those priorities have been listed along with an estimate of how much it would cost to be able to increase capacity to serve the expanded population . However, she noted that since juvenile crime is down across the state and that as a result , programs have been under capacity for a while . So when referrals start coming in for the older juveniles , they will help bring the numbers back up to original capacity , and possibly over . This addendum will not drive any funding decisions , but will help the department know what the county ' s priorities are and what the plan is .
