JUVENILE CRIME PREVENTION COUNCIL
ARTICLE I : NAME AND PURPOSE
Section 1 . Name
The name of this body shall be the Orange County Juvenile
Crime Prevention Council (JCPC )
Section 2 . Purpose
The purpose of the JCPC shall be to :
2 . 1 Ensure that appropriate intermediate dispositional options are available and
prioritize funding for dispositions of intermediate and community level sanctions
for court adjudicated juveniles pursuant to minimum standards adopted by the
Department of Public Safety , Division of Adult Correction and Juvenile Justice
(NC DJJ) .
2 . 2 Evaluate programs developed and supported by the JCPC for effectiveness and
continued need .
2 . 3 Assess the needs of delinquent and at-risk juveniles in Orange
County and report those findings to County Commissioners .
2 . 4 Plan for the establishment of a permanent funding stream for delinquency
prevention services .
ARTICLE II : MEMBERSHIP
Section 1 . Membership should include , if possible .
1 . The local school superintendent or designee ;
2 . The chief of police in the county ;
3 . The local sheriff, or designee ;
4 . The district attorney , or designee ;
5 . The chief court counselor , or designee ;
6 . The director of mental health , developmental disabilities , and substance

10 . A member of faith community ;
11 . A county commissioner ;
12 . A person under 18 ;

16 . The local health director , or designee ;
17 . A representative of United Way or other non-profit ;
18 . A representative of local parks and recreation ; and
19 . Up to seven members appointed by the board of county commissioners .
Section 2 . Each member should serve a term of two years and may be reappointed .
Section 3 . Membership shall be no more than 25 members .
Section 4 . Any vacancy of office may be filled by nominations from the floor and
election by the Board at any time throughout the year .
Section 5 . Three consecutive unexcused absences shall constitute grounds for
replacement . Members are expected to notify the chairperson in advance
of meeting if unable to attend .
Section 6 . A quorum shall be a simple majority of appointed memberships .
ARTICLE III : OFFICERS
Section 1 . The offices shall consist of a chairperson and vice - chair person .
Section 2 . These officers should be elected on an annual basis and on or before the
first meeting of the fiscal year and may succeed themselves .
Chairperson — The chairperson shall call and preside at meetings of the
JCPC . The Chair and/or Vice - Chair shall appoint all special committees
and designate the persons to serve as committee members unless otherwise
specified by the by- laws .
Vice- Chairperson — The Vice - Chair shall exercise the duties of the
Chairperson in his/her absence and such other duties as the Chairperson
shall assign .

Section 3 . Removal from office
The Orange County Board of Commissioners , upon the
recommendations of the Orange County Juvenile Crime
Prevention Council membership , may remove a member from office for
any of the following reasons .
1 . Absence , without excuse , from three ( 3 ) scheduled meetings ,
within one year .
2 . Failure to participate in the work of the Orange County
JCPC .
3 . Conduct that demonstrates a lack of responsibility or is
unbecoming of a member of the Orange County JCPC ,
or which causes embarrassment to the Council and/or Orange
County .
ARTICLE IV : MEETINGS
Section 1 . Orange JCPC shall meet at least bi -monthly or more often if a
meeting is called by the Chair-person .
Section 2 . All meetings should be open to the public .
Section 3 . The membership shall be notified of all meetings , in writing , or by phone
at least five days prior to the meeting .
Section 4 . Minutes shall be taken at every meeting and distributed prior to or at the
subsequent meetings .
Section 5 . Special Meetinjzs
5 . 1 The Chair-person may call special meetings as deemed necessary to carry
out the duties of the JCPC .
5 . 2 Notice of special meetings shall be given to the JCPC members in writing ,
by phone , or by email at least two days in advance .

ARTICLE V : FUNDING PROCEDURES
Section 1 . Screening of Programs .
Section 1 . 1 All proposed grants submitted to the JCPC will be screened by the
Funding and Review Committee .
Section 1 . 2 Proposed grants will be scrutinized according to whether they meet the
needs as provided in the annual needs assessment , as well as for program
effectiveness , staffing issues , amount requested and expectations of the
program .
Section 2 . Voting to Fund .
Section 2 . 1 The JCPC , except as hereinafter excluded, will vote on the
recommended funding plan provided by the Funding/Review Committee ,
and may amend recommendations before a final vote .
Section 2 . 2 No JCPC member who is paid with local grant funds , or who directly
supervises someone paid with local grant funds , shall be eligible to vote in
funding decisions .
Section 2 . 3 Voting by Proxy will be allowed by approved designee ; designee must be
included on membership list .
Section 3 . Approved or Disapproved .
Section 3 . 1 Programs that are approved for grants shall be notified immediately and
the funded amount shall be disclosed .
Section 3 . 2 Programs not approved for grants shall be notified in writing in a timely
Manner and may .
1 . Request an explanation of the funding decision, in writing , to the
Chair, within five ( 5 ) business days of the funding decision
notification . The Chair will respond , in writing , within 30 business
days .
2 . Request the funding process protocol followed by the JCPC , in
writing , to the JCPC Chair within five ( 5 ) business days of receiving
the funding notification . The request must specify which aspects of the
funding process are in question . This will be reviewed by the
Funding and Program Review Committee and presented to The
Council at the next scheduled JCPC meeting following receipt of the
request . The JCPC Chair or the Funding and Program Review
Committee Chair , will respond to the applicant , in writing , within ten
( 10 ) business days following the JCPC meeting .

Section 4 . Evaluation .
Section 4 . 1 Funded grants shall be evaluated by the Monitoring Committee .
Section 4 . 2 No JCPC member who is paid by or directly supervises someone paid by
local grant funds , may serve on the Monitoring Committee .
ARTICLE VI : CONFLICT OF INTEREST
Section 1 . The JCPC Chairperson shall have all JCPC members complete and sign
the disclosure form (form DJJ 13 001 c) and inform all members of the
conflict policy and review annually .
Section 1 . 1 All members must disclose in writing the existence , nature and extent of
any potential or actual conflict of interest using (form DJJ 13 001 c) .
Section 1 . 2 If a member directly or indirectly benefits from the disbursement of these
state funds . They will not serve on the monitoring or funding committees ,
nor be able to vote re : funding decisions .
Section 2 If a conflict is discovered after the fact , the JCPC Chairperson will inform
the JCPC of the conflict of interest .
Section 3 All conflict of interest disclosure forms must be filled out by all members .
ARTICLE VII : EMAIL VOTING
Section 1 . The Initiator
Section 1 . 1 Any active member or JCPC Coordinator can initiate mail voting by sending
voting proposal via email .
Section 1 . 2 The member who has initiated a vote can retract the voting proposal by sending
an email to the membership list stating the intention to retract the proposal .
Section 2 . Email Voting Process
Section 2 . 1 Email voting proposal is initiated by sending an email to the entire membership
mailing list containing the words "Voting Proposal " in the subject line and
explicitly stating the subject of the voting .

Section 2 . 2 The body of the email shall include exact and complete information on what is to
be voted upon ; only information which is directly related to the subject of the
voting may be contained in the email voting proposal .
Section 3 . Voting Period
Section 3 . 1 A proposal can only be retracted within the voting period .
Section 3 . 2 The voting period starts when the email is sent out to the membership , unless
specified otherwise in the voting proposal , and lasts for a period of two weeks .
Section 3 . 3 During the voting period the members cast their votes . Only votes cast within the
voting period are considered for the results of the voting .

Welcome
The meeting opened with a welcome from Chair, Meg McGurk and introductions .
Minutes Review and Approval
The Council reviewed the minutes from June 2017 . Carol McClelland motioned for minutes to
be approved with one correction and was seconded by Stephanie Jones . Motion carried
unanimously .
Agency Roundtable
Freedom House — The next Common Sense Parenting class will be Spanish (passed around
flyers) and the class starts Saturday .
Dispute Settlement Center — Val attended the National Restorative Justice Conference held in
Oakland and was with 1 , 200 participants of diverse backgrounds — from youth to judges . She
was able to sit in and experience a number of circles . It was the BEST conference she has ever
been to in her career .
Program has one open MDC referral and one open restorative justice referral . Just finished
working with a youth who wrote an incredible letter of apology to the Hillsborough PD and hand
delivered it to the Captain .
Next week all Orange County School principals and assistance principals will receive training in
restorative justice practices . Additionally , all elementary school teachers in 3 of the 7 schools
will be trained over the next few weeks .
DSC will be working with Boomerang and the Teen Center in Chapel Hill to hold 5 youth circles
with 10 - 12 youth , law enforcement, and civic leader .
Wrenn House — Agency has been doing some restructuring and Kelsey will now be rotating
meetings with the new COO . There will be a new operations coordinator because Lateisha Ward
is leaving .
DJJData — June : 3 distinct juveniles , 3 complaints , 0 approved for court, 3 juveniles diverted, 0
juveniles in detention, 1 juvenile in Wrenn House for 14 days , 0 juveniles on electronic
monitoring , and 0 juveniles committed to YDC .
July : 5 distinct juveniles , 7 complaints , 1 approved for court , 4 juveniles diverted , 0 juveniles in
detention, 1 juvenile in Wrenn House for 21 days , 0 juveniles on electronic monitoring , and 0
juveniles committed to YDC .
Denise asked if DJJ is seeing any youth under the age of 12 . Orange County hasn ' t seen any
recently , but Alamance and Chatham counties have seen youth as young as nine . It seems that
these youth are exhibiting mental health problems . Denise reports that other Area Consultants
are reporting similar instances in other counties throughout the state . It will be interesting to
watch and see if this becomes a trend .
Guest Speaker — Elinor Landess, Campus and Community Coalition Director
Campus and community coalitions are not unique to Chapel Hill ; rather college towns across the
country have these coalitions that are designed to deal with negative impacts of high risk
drinking , particular to a university community . They address not just primary impacts ( sexual
assault, personal injury , violence , etc . ) but also secondary impacts ( strain on emergency services ,
fights , vandalism , property damage , property value , etc . ) .
A couple years ago the Mayor of Chapel Hill and the UNC Chapel Hill Chancellor charged a
group to get together and they came up with a list of 21 different strategies . The strategies are
aimed at education ( community and students) , policy , and awareness of the issue .
This fall , the coalition is rolling out a social norming campaign for students on the campus . Its
goals are : 1 ) to empower students who already are choosing not to drink , or drink safely , to
continue in those behaviors , and 2 ) speak to students who are drinking and use positive
reinforcement to continue to build on those positive behaviors . The students at UNC helped
develop B the Bee for this campaign . To go along with B , Late Night Carolina was created in
response to statistics that show that about 70 % of UNC students feel that the campus atmosphere
promotes alcohol use and 84 % say they drink because it gives them something to do . Late Night
Carolina has organized all the night and weekend events into one convenient location , making it
easier for students to find things to do .
There is also the newly formed Good Neighbor Initiative NEAT Team, a collaborative between
the University , Coalition, and Jackson Center . This team will go out on identified high risk
evenings ( 1 Opm — 2am) and it is mostly peei%Ao -peer interaction , students talking to other
students letting other students know they are entering , or exiting , a residential neighborhood and
to please be mindful of their noise and trash . The students are also provided with snacks and
water . The feedback has been really positive from both the students and neighbors .
There is a new party registration program where students will be able to register their Friday and
Saturday evening parties on campus with their address and phone number . Campus will then
provide that information to dispatch so if a noise complaint is made , the student gets a warning
call and have 20 minutes to comply . If they don ' t , the presumptive outcome is that they will
receive a noise violation citation .
The Coalition is also working with the downtown bar and restaurant community to promote the
responsible sale and service of alcohol . They have created an alcohol resource guide that focuses
specifically on sale to intoxicated and sale to underage . It provides some tips and tricks , along
with information specific to the Chapel Hill community .
Besides focusing specifically on UNC students , the Coalition is also trying to bring surrounding
communities into the conversation , and more specifically , the parents . Data suggests that parents
are the number one reason why youth drink or not drink . In response , they have created a
campaign that is designed for parents to talk to their children about underage alcohol use . The
information was taken from Talk it Out Campaign and SAMHSA, and packaged in a way that is
Chapel Hill focused . The campaign is structured in around answering three questions : 1 ) why
talk to your children about alcohol ; 2 ) how to talk to your children about alcohol ; and 3 ) what
else ( social media and mental health) . The Coalition has developed the message and is asking
that agencies , groups , organizations , etc . help be the messenger and get it out to parents they are
working with .
JCPC Business
Final Accounting — Please turn in Final Accounting forms to Rebekah by August 25 so that she
can coordinate the County Finance Officer ' s signature on the forms . She will then send the
originals in to the State by the 31 St . Denise reports that the State will be piloting a DocuSign
process for Final Accounting so that no more paper copies will be required .
Conflict of Interest Forms — All board members must sign a COI for the new fiscal year . Please
complete and sign and leave with Rebekah or Meg before leaving .
Meeting Schedule Posting/Open Meeting Law — Denise spoke briefly about posting the JCPC
meeting schedule on the county website and the open meeting law . All JCPC meetings are open
to the public and there is a Q & A handout in the meeting packet .
Membership Vacancies — Three seats are open — two Youth and Chapel Hill - Carrboro City
School representative ( superintendent or designee) . Peggy mentioned Janet Cherry as a possible
rep for CHCCS . No one had any specific suggestions for possible youth representation .
Homeschool , charter school , and youth serving in a leadership capacity on a committee were
possible suggestions to find youth . Meg asked everyone to please think about their connections .
Child & Adolescent Outpatient Services Program — When the funding committee met to decide
on funding recommendations for PY 17 - 18 , just over $ 4 , 000 was set aside for this program
pending the outcome of a recommendation for a county- funded position that would provide
similar services as this program was proposing . The position has since been approved and
funded by the County Commissioners , and now the JCPC board needs to determine how to
appropriate the funds that were set aside for this program . There are a couple possible options :
1 ) still fund this new program because they would be serving youth who do not fall under the
jurisdiction of DJJ and wouldn ' t have access to the services of the newly created county position ;
or 2) have the Funding Committee meet again to come up with new recommendation as to how
to distribute the funds ( among other JCPC programs , give back to Admin, give to an unfunded
program , etc . ) .
After discussion about the County funded position and whether there is still a gap in service , it
was decided that there is and that Freedom House is still willing and able to provide the service .
Since Freedom House had already submitted an application that was conditionally approved
pending the outcome of the County position, today it is up to the JCPC Board to decide whether
or not to formally approve the funding of their application .
Donna King motioned to follow the Funding Committee ' s recommendation to allocate the

JCPC brochures have finally been completed and are available . Please take some and share .
Consultant Update
NCJSA Fall Conference will be October 25 - 27 at Carolina Beach . The Department has teamed
up with NCJSA to provide training to JCPC funded program during the 2 days prior to the
conference . For those who are not able to attend , the exact same workshops and speakers will be
duplicated somewhere in the Greensboro/Winston Salem area in the spring .
The Department will also be doing a Raise the Age retreat September 18 -20 for department
personnel in the Greensboro area. Denise will be able to provide an update at the next JCPC
meeting .
Orange County disbursements went out and could be in the county anywhere between this
afternoon and August 8 . The Department is doing more disbursements right now to catch
everyone up as program agreements are being approved .
The Department received a special grant to work on a project with SAS that is projected to roll
out at the end of summer 2018 . It will be a database of all programs , JCPC funded or not, that
are available within the community . When court counselors enter information on the youth they
are working with, there will be a service delivery match of what services are available in the
community and where the youth should be referred . Other areas that use a similar database have
data that show a great recidivism reduction by being able to connect youth with the right services
at the right time .

Agency Roundtable
Volunteers for Youth .— Nicole Hunter is back at VFY working with the Community Service
program again . Teen Court has served 8 and has a couple referrals pending . There will be an
attorney training coming up October 14 and could use some volunteers ( ages 13 - 18 ) .
Boomerang — Alternative to Suspension program has been slow up until this week . Year to date
they have served 19 youth and have 9 there today . Continue to do the boys group at AL
Stanback Middle School and have also been offering more afterschool activities .
Dispute Settlement Center — They have been having a lot of problems getting referrals for the
Family Table program and haven ' t been able to run the program since last winter . Currently
only have one open referral from JCPC for the Restorative Justice program .
Freedom House — FAN is currently working with 7 parents and has served 11 year to date .
Approximately one -third of their clients are court involved . The program is finally starting to
see the low numbers that the other programs have been reporting for a while now . They had a
workshop in collaboration with NAMI — Parents and Teachers as Allies , how to work with
schools when your child is suffering from a mental health condition . On October 21 they will be
doing a workshop with Dispute Settlement Center — From Bystander to Up -Stander . Common
Sense Parenting class has scheduled 6 classes but was only able to hold about half because they
haven ' t been receiving the number of referrals that are needed to hold it . This month they are
starting up a new Peer Parent Support Group that will be held the second Wednesday of the
month at lunch time .

JCPC Business
Membership Vacancies — Peggy reached out to Janet Cherry about serving on JCPC but hasn ' t
heard back yet . Meg will reach out to the Superintendent of Chapel Hill - Carrboro City Schools
to see about getting someone (Janet) appointed to as designee to represent CHCCS .
Kate knows plenty of teens who may be able to serve as the Youth Under 18 representatives and
will reach out to them . She does have kids who are interested but wants to run it by the parents
first because it will involve some missed school to attend the meetings .
Conflict of Interest Forms — All board members must sign a COI for the new fiscal year . Please
complete if you haven ' t already for this fiscal year and leave with Rebekah or Meg .
Subcommittee Sign - Ups — Monitoring Committee happens during the month of January during
varies days and times . You don ' t have to be available to monitor all programs , but any would be
a help . The Risk and Needs Committee also meets during January for a couple hours one day .
This is when we sit down to review the data from the State and identify the risks and needs for
our county that will then drive the RFP for FY 18 - 19 funding .

Announcements
Orange County Schools SRO Symposium was held with summer and was a great success .
Speakers/topics included school attorneys , working with children of incarcerated parents , mental
health 101 for youth, working with Exceptional Children, working with McKinney-Vento
children . JCPC helped by providing funds for lunch .
OCS is also gearing up for their Red Ribbon Week ( October 23 - 31 ) . This is a week where they
work with elementary kids around drug and alcohol abuse and promoting making good decisions
(health and not bullying) .
Hidden in Plain Sight is gearing up to be held in December ( during Toy Chest event) in
partnership with Orange Partnership for Alcohol and Drug Free Youth and Social Services . This
is a program where a "teen room" is staged and parents go through to see how many items they
can identify that would indicate possible alcohol and drug use , as well as other risky behaviors .
The program is in need of furniture , paraphernalia, posters , etc . to help stage the room . All items
will be borrowed and returned .
Question was asked about status of raising the age in NC for juvenile court and what the
potential impact could be . Peggy attended Raise the Age conference a couple weeks ago with
State personnel and that there is going to be a lot of planning , meetings , and discussions to
determine impact on current programs/operations for each county and what additional resources .
The State has talked about opening a new youth development center and bind- over facility .
December 1 , 2019 the new age increase is slated to take effect .
Effective October 1 , 2017 , the law now requires that victims be included in the diversion process
and they now have the right to appeal the decision . Law enforcement may now also call court
counselors on a consultative basis and ask about any previous history of a juvenile they may be
investigating to help make a decision on whether or not to file a complaint .
Peggy will be serving on a JCPC Committee on the State level and will be looking at JCPC
allocations , numbers , and services provided . Meg has offered to serve on that committee if there
would be a spot available for her .
Orange Partnership will be hosting an Operation Medicine Drop , along with a resource fair , up in
the Cedar Grove community . They have distributed over 200 medication lock boxes in the past
year through partnerships with DSS and other agencies .
Nancy Coston, DSS Director , and Bonnie Hammersley , County Manager, are holding a youth
convening meeting next week to get a feel for all of the youth services available in the county
and who does what , if there are any gaps in services , etc .
DSS was asked by Tanger Outlets to host a job fair for their stores for seasonal employment
opportunities . The event will be hosted here , at Orange Works , on Tuesday , October 17 from
4pm to 7pm .
Orange County Parks & Rec is hosting their annual Halloween Party at the end of the month and
are tight on volunteers . If anyone is working with teens who need volunteer hours , this would be
a great opportunity . They are also currently accepting registrations for their winter activities .

Agency Roundtable
Dispute Settlement Center — Currently accepting referrals for Family Table for next session that
starts the last week in February and will be at Stanback Middle School .
Freedom House — Referrals continue to be low and there has also been a decline in the
attendance at Common Sense Parenting classes . Staff will be reviewing numbers , outreach
efforts , advertising , etc . and is also seeking feedback to see how they can boost numbers and
attendance again .
Ease of transportation, providing food , and offering childcare were suggested as possible draws .
Being added to community resource lists , within the schools , for example . New this year ,
Freedom House will now be providing mental health services within some of the schools and this
may bring new opportunities to discuss the program services with parents . FAN has lost some
funding recently and has had to look at budget to see where cuts could be made with the least
impact on service delivery . It was mentioned that the difficulties FAN is facing with low
referrals and program participation is actually being experienced by most , if not all , of the JCPC
programs .
Ligo Dojo — Generally serve 16 to 17 youth per program year and currently have served 7 youth
to date , 5 of which have been court referred . One youth has been terminated successfully so far
this year .
Volunteers for Youth — Scott and Nicole attend the conference down at Carolina Beach and found
it very helpful . The programs were monitored by the State and that went well .
DJJData — October : 9 distinct juveniles , 20 complaints , 5 approved for court , 2 juveniles
diverted , 0 juveniles in detention , 0 juveniles in Wrenn House , 0 juveniles on electronic
monitoring , and 1 juvenile committed to YD C * .
November $ 7 distinct juveniles , 12 complaints , 3 approved for court , 3 juveniles diverted , 0
juveniles in detention, 0 juvenile in Wrenn House , 0 juveniles on electronic monitoring , and 0
juveniles committed to YDC .
* This youth was in DSS custody and residing in Alamance County . He was committed by an
Alamance County judge but since he is a legal Orange County resident , he is reflected in our
stats .
The jump in October complaints could be attributed to group incidents . Also , it is important to
keep in mind that while it appears there has been large jump from July to October , our county ' s
numbers have been extremely low . The majority of complaints have been undisciplined , from
both parents and law enforcement . Recently , there has been a push to hold truant youth
accountable because it is their responsibility as much as the parent ' s , so some of the
undisciplined complaints coming from parents may be the result of this .
Amanda will try to run some additional data for the next meeting — list of charges , referring
agency , and if there is any prior history .
Hot Topic Discussion — Sherita Cobb & Tina Sykes
Looking to spark some conversation and discussion and brainstorm some possible supports for
some recent issues that have been happening with OCS , and where additional law enforcement
support has been needed .
In school year 16 - 17 , OCS did 93 suicide assessments . So far this school year, there have
already been 67 assessments and the number is increasing . Today , for example , Tina and Sherita
were late to the meeting because they had just left a school where they were dealing with a
situation involving a child with mental health issues , and this was the second time this week
where they had been together because of the same child . In the past two weeks , there have been
about four different kids where school officials had gotten to the point where they could not
handle the situation with the child and had to call law enforcement for assistance . These kids are
of elementary school age , not middle or high school .
Someone suggested contacting the mobile crisis team . However, when a kid is having an
episode , they cannot wait an hour or two for the team to come out . One incident last week
involved a child who took their clothes off outside , in front of everyone , and was running
towards the highway .
Tina is concerned that when law enforcement is called they have to respond . And their training
is limited and not necessarily what is appropriate for the situation or the age of the student . Law
enforcement can normally calm the kid down, but they aren ' t always successful and have had to
do restraints . In some situations , law enforcement has had to do emergency commitments , but
other times , the behavior is more defiant and doesn ' t meet the criteria .
Someone asked if these kids are known, or if they are escalating quickly ( from no incidences to
full blown) . And for the most part , these are kids with little to no prior incidents .

been an increase in bullying complaints , but when she investigates , more often it is a situation
where a child is called a name or hit, but the child responds back and by doing so it is no longer
bullying . However, when the kid tells their parent they are being bullied and only gives their
side , the parent will only believe their child and won ' t hear/believe anything else . So when
resources are offered to help the child and/or parent , the parent isn ' t receptive because there is
nothing wrong with their child .
DBT was suggested as a longer term solution . If some of those skills were taught to the kids ,
they could use them to reduce classroom disruptions and problems . DBT can only be taught by
trained professionals , and so the schools would need to obtain permission from the parents to
allow their child to attend .
It was mentioned that in Durham , Freedom House partnered up with the police department and
when they were called for crisis intervention, a social worker would meet law enforcement law
enforcement at the location and be there to assist . Tina asked if the response was immediate
because what they are experiencing with the mobile crisis team in Orange County is too long of a
response time . The social worker from Freedom House would respond immediately , often
within the same time frame as law enforcement . However , it has been several years so this
service may no longer be available .
Cardinal still offers CIT training and all of the SROs have been trained , but the training doesn ' t
work for the population they are encountering (ages 4 . 5 - 11 ) . The resource officers that have
been involved in these situations have stepped up and done tremendously well .
Michelle Guarino ( Chapel Hill PD ) , Freedom House , and some other agencies have partnered up
to pilot a youth CIT training and they have already conducted about three or four . This may be
something to look at doing for the SROs . Currently , all school staff has attended Youth Mental
Health First Aid . Tina mentioned that by the time law enforcement is called , it is beyond the
training and capability of school staff, and their only options are to try and calm them down
and/or restrain them . And they hate having to be in put in those situations , but they are finding
they are more and more . With four calls like this in the past two weeks , Tina is concerned and
has been having conversations with the Sheriff' s Office attorney .
Often times there are mental health problems and the parent has been denying the problem and
unwilling to accept help . FAN was offered as a resource in situations like this because they are
able to work with the parent through a peer role and help them understand that there is a problem
and what they are doing/not doing is no longer working . Also , if the parent constantly getting
calls from the school about their child , they may begin to view the school as being against their
child .
Someone asked what happens after the incident . The school will set up a meeting with the parent
to discuss what ' s been happening , the incident , and the services they can offer to help wrap -
around the child , and will change their service delivery to try to support the kid as much as
possible . However, the school also needs to keep in the mind the best interests of the whole
school , and find the balance between helping that one particular child but also keeping in mind
the needs and safety of all the kids .
Dispute Settlement offered their services to have an outside facilitator attend the parent meetings
because it may help ease the "us versus them" mentality . They do often help with child and
family team meetings .
Additionally , someone mentioned that the behaviors some of the kids have exhibited are
frequently link to trauma . So it may be beneficial to have a conversation with the parents to see
if there has been any trauma they know of, and see about getting some support for that child if
there has been .
JCPC Business
Membership Vacancies — The Council was presented with two nominations , Kristi Lescinski and
Aldan Salmeron, to fill the vacant Youth Under 18 positions . Carol McClelland motioned for
Kristi and Aldan to be appointed as the new youth representatives and was seconded by Penny
Rich . Motion carried unanimously .
Chapel Hill - Carrboro City Schools slot is still vacant and Meg will reach out to the new
superintendent to see about getting a representative designated .
Program Monitoring — Programs will be emailed soon about the annual monitoring . Board
members are still needed to help go out and do the monitoring . You don ' t have to attend every
single one , but it ' s a good , hands - on way to learn about the funded programs a little more
intimately .
This committee is one of the most important because they review and make sure the programs
are doing what they said they were going to in their program agreements . And if there are any
concerns , the committee can recommend that the State go out and do a more in- depth
monitoring , and possible even recommend the funding be stopped immediately if serious
concerns are found .
Risk & Needs Committee — Denise will be bringing Juvenile Court data to the meeting , but it is
important to have a diverse group attend because there may be other trends happening that aren ' t
reflected in that data .
It was brought to the JCPC ' s attention that the new date that was selected now conflicts with
another important Orange County collaborative meeting that a significant number of JCPC
members attend . Rebekah will send out a Doodle Poll to help select another date/time .
Conflict of Interest Form — All board members must sign a COI for the new fiscal year . Please
complete if you haven ' t already for this fiscal year and give to Rebekah or Meg before you leave .
Consultant Update
Program providers need to go into NCALLIES and make sure that your client tracking data is
correct and up -to - date because the state is preparing to do a data sweep and this will affect SPEP
scores . After SPEP scores are run , program will then have to update their PEP (program
enhancement plan) . Remember , while SPEP scores do not directly affect funding decisions , if
identified on your PEP and you are not making any progress , the
there are areas of improvement
JCPC may consider that when making funding decisions .
Raise the Age bill has passed in NC and will take effect on December 1 , 2019 . NCDPS juvenile
justice staff have been divided up and assigned to a committee to help with the roll out . CAY
( Community Alternative for Youth) will be holding regional meetings that are going to be
focused solely on Raise the Age and Deputy Commissioner Billy Lassiter will be attending and
speaking at all the meetings .
Denise has been going out to do program monitorings (Volunteers for Youth and Dispute
Settlement Center) and has a couple more programs (Boomerang and Freedom House) that need
to be scheduled .
Governor ' s Crime Commission has funding available and one of the area ' s that has millions of
dollar available is for youth who have experience trauma . Denise will send the information out,
but believes the applications are due around the end of January .
Announcements
OCS , DSS , and Orange Partnership will be offering Hidden in Plain Sight on December 16 - 17
and volunteers are needed to help staff the room . It will be offered in conjunction with Toy
Chest and held here DSS in Hillsborough . They are also in need of paraphilia to hide in the
room and have asked Tina to check to see if there is any that may be able to be " loaned " out
from the Sheriff' s office .
On December 11 at the Whiffed Building , there will be an Opioid and Methamphetamme
Awareness Training for workers who go out in the community and do home visits so they know
what to be aware of.
Rebekah ' s JCPC responsibilities will be transitioning to Theresa effective July 1 , 2018 . In the
meantime , Theresa will be shadowing Rebekah to become familiar with the role and
responsibilities of the JCPC coordinator .
Freedom House has The Seven Challenges program available for adolescents with alcohol and
substance abuse problems . In January they are also trying to start an EBT group for adolescents
and also SAIOP for adolescents but they need enough referrals to support these services .

Agency Roundtable
Boomerang — So far this fiscal year Boomerang has served 81 referrals which is about on track
with this time last year ( 88 served) . In December they served 19 kids , 15 from CHCCS and 4
from OCS , but year-to - date they numbers are about equal . The top two reasons for suspension
this year has consistently been substance use and fighting . Number of court- involved kids has
been low, with only 2 so far this year . They have started (or will be ) tutoring and college &
career readiness workshops for the after- school program .
A question about type of substances was asked . Tami didn ' t have the exact breakdown , but
reported that marijuana and pills are most common , and e - cigs and juuls are starting to become
more popular .
Dispute Settlement Center — Currently have 5 youth in restorative justice program, including one
new referral from MDP . Family Table will be starting on March 14 and will be held for 8
weeks . They have had trouble the last couple years getting enough referrals and getting people
on board . DSC has trained almost 200 teachers in the past year in restorative practices that can
be used in their classrooms (New Hope Elementary has every teacher trained) . They are hoping
to have the rest of the teachers trained within the next one to two years . CHCCS system uses a
different program/resource for training their teachers and staff.
Data shows that OCS is doing better than CHCCS with regards to short-term suspensions and the
question was asked as to whether this has anything to do with the restorative practices that DSC
is teaching at OCS v CHCCS and they training they receive from another provider . Val will
have a better answer at the end of this year because DSC has recently implemented a full - scale
evaluation process this year that includes teacher , parent , and student surveys being sent to
everyone within OCS to get a sense of how they . are feeling about the culture of their school .
The results of these surveys will then be matched up with the quantitative data . This will be the
first year for a comprehensive evaluation and then they will watch the trends over the next few
years as more teachers implement the practice .
Freedom House — FAN ' s census to - date for this fiscal year is 6 admitted . They are finishing up
a Common Sense Parenting class and will be starting another one in March . The Child &
Adolescent Outpatient Services program has not received any referrals yet .
Haven House — In month of January they had 2 Orange County youth admitted and so far in
February they have 1 , for a total of 5 this fiscal year .
Ligo Dojo — Has served 9 youth to - date this fiscal year .
Volunteers for Youth .— The Community Service program has served 35 kids yearAo - date and has
seen a big pick-up during the month of January . Teen Court currently has about 15 kids .
DJJ Data — December : 10 distinct juveniles , 19 complaints , 3 approved for court , 6 juveniles
diverted , 2 juveniles in detention for 10 days , 1 juvenile in Wrenn House for 21 days , 3 juveniles
on electronic monitoring for 73 days , and 0 juveniles committed to YDC .
Types of charges included : simple assaults , undisciplined , several weapon on school grounds as
incident, and cyber bullying . Referrals were from SROs , community patrol ,
the result of a group
and parent referrals . The boost in numbers in December can be related to a group incident .
JCPC Business
Monitoring Committee Report — Amanda and Peggy monitored VFY and Ligo Dojo and things
went well . Everything was on track with VFY and there are no concerns . Ligo Doi o also went
well and the only concern was increasing amount of communication with court counselors for
court involved youth .
Peggy and Rebekah visited Boomerang and everything is going good and is on track .
Lee and Sherita visited Dispute Settlement Center and Freedom House . Everything is good with
DSC ; the only minor concern is with Family Table not getting the number of needed referrals
and the program not being able to operate until the spring . The only concern with Freedom
House is with the Psych Services program , which will be addressed later on the agenda .
Bernard and Sharron went to Wrenn House and everything went well . There are no concerns .
Risk & Needs Committee Report — The subcommittee met last month and reviewed state and
local data . Upon reviewing the data, there were no striking differences from past years . There
were some concerns that the subcommittee discussed that as a JCPC we have been discussing
over the past year or so — substance use , mental health, bullying , fighting — but are already being

Concern was raised about the 86 % increase in kids under age 12 . Compared to the prior fiscal
year , this number almost doubled — from 7 kids to 13 . While the number is alarming , the overall
percentage that this age group makes up within the total county population is in line with the
average across the state . From a prevention perspective , it would be good to delve deeper to see
why and what we can do to lower that number . A couple of the programs mentioned that they
have been seeing an increase in the number of younger youth they are serving , especially those
of early middle school age ( 1142 years) . Denise reports that she has heard from other
consultants and counties that they are also seeing this trend .
Someone mentioned that they were concerned to see that 50 % of youth come from a home where
parents have marginal or inadequate supervision skills . The question was asked about whether
the courts ever mandate that parents complete any programs to help build these skills . Truancy
court and DSS at times can require parents to attend certain programs to enhance their parenting
skills . A comment was made that it seems like a high percentage to have especially when we
have such great resources (FAN , Family Table , etc . ) that can help parents with these skills but
the number of referrals to programs have been declining . It was also mentioned that a lot of the
youth we serve have multiple needs and that they are having to prioritize what ' s most important
because they can ' t do everything . So while a parent may need skill building , a child ' s mental
health needs often takes priority .
Continuum of Services Update — Each year as part of the Annual Plan , we update the Continuum
of Services . Please review and advise of any corrections or edits . The following corrections
were made : MH Services and SUD Services where changed from " available but difficult to
access " to " available in the community" ; Alternative School for Non- Suspended Students was
removed because the schools are already listed ; Communities in Schools was removed because
they are no longer providing services in Orange county ; Whitaker School is not available to
Level III youth so the arrow was corrected ; Wright School has such a long wait time and
stringent criteria for admission that it was decided to change to " Available but difficult to
access " ; and Peer-to - Peer Mediation is a model that is no longer be used so it was decided to be
removed .
RFP — A question was asked about Nancy ' s new role with Orange County to determine what
services she is/will be providing and where there are gaps so that programs who are looking to
apply for funding within the assessment/treatment category know how to write their applications .
The Council reviewed the RFP for requested program types and dates . Peggy Hamlett motioned
for the RFP to be published as written and to include a program type description document and
was seconded by Stephanie Jones . Motion carried unanimously .
Funding Committee — Funding Committee will be meeting on Friday , March 23 and will be an
all - day session . Agencies come in the morning to present their applications to the committee and
they then hold a discussion in the afternoon to come to a consensus on funding recommendations
to bring before the full board at the April meeting . This is a voluntary committee and all board
members (without conflict of interest) are welcome to attend . Rebekah will send an email out
asking for volunteers .
Hot Topic Discussion
• Where/how are Boomerang ' s numbers reported by the school systems for detentions ? Tami
will check- in with the school systems to see if she can get an answer . .
• Child & Adolescent Outpatient Services program has yet to receive any referrals . Carol
shared the eligibility criteria : uninsured or underinsured (high deductible) , undocumented .
The funds can serve 5 kids , but as P Quarter Accounting approaches , budget amendment
may be made so that funds do not have to be paid back . Referrals can come from any JCPC
program and do not have to be court involved youth .

county , numbers are more easily skewed , but Denise also reported that this is becoming a
statewide trend . Is there a way to get more information? The Orange County Community

crisis numbers , DSS CPS is going to bring information on reasons for kids entering foster
care , Cardinal is pulling information on service utilization , and Denise will pull data on
charges and referral source for those under 12 . Anyone who is in JCPC and wants to be part
of Community Collaborative is welcome to come or join the mailing list .
Consultant Update
Psych Services program with Freedom House is going to be dissolved because those services are
now being provided by the new County position . The program originally was awarded
approximately $ 8 , 000 ; however , some of those funds have been spent on administrative
overhead so there is actually less than that available . Denise is proposing that the currently
funded programs be given an opportunity to submit a request for the additional funds for any
unexpected needs that may not have been budgeted . Denise will send an email to all the program
providers with instructions and the form they will be required to complete with the need and
amount . They will also be required to provide a match and must confirm that they have it
available if awarded the funds . The match can be in-kind unless a program is asking for
technology , then a cash match is required . Denise will then bring the requests to the Funding
Committee for review and to provide a recommendation to the board to be voted on in April .

Minutes Review and Approval
The Council reviewed the minutes from February 2018 . Peggy Hamlett motioned for minutes to

Agency Roundtable
Boomerang — Year-to - date they have served 130 , on track compared to this time last year . Most
common reason for suspension this past month was fighting . They have served 9 court- involved
youth . Afterschool program hasn ' t been as busy as in past years .
Dispute Settlement Center — Family Table has held 3 sessions out of 8 and are serving 5 families
with a total of 8 kids . Conflict Resolution program has served about 15 youth year-to - date , with
1 active youth and are expecting referrals for 4 more .
Freedom House — FAN has served 12 families , getting 6 referrals in the last couple months ,
helping them get closer to projected number to serve . They have served 240 with one - on- one
consultation and just finished a Common Sense Parenting group that graduated 6 parents . A new
Common Sense Parenting program will start in May in Durham . As part of Children ' s Mental
Health Awareness Month in May , they will be offering a workshop on children and computer
gaming addiction .
Haven House — Year-to - date they have served 5 youth , which is the exact same number as they
had served at this time last year . However, this year they have had those 5 youth in the house for
a total of 86 days , compared to 42 days last year .
Ligo Doio — Received 13 referrals year-to - date with 10 being court referred . The program ' s
funding recommendation have been cut in half for next fiscal year but will continue to serve all
youth and not turn anyone away . They would like to stay on the radar for any additional funding
that may come through the JCPC for next fiscal year .
Volunteers for Youth .— Numbers for Community Service program are low and have been all year ,
but they have picked up this spring . Numbers for Teen Court program are right on track . This is
a big time of year for Community Service program because the gardens are opening up .
DJJ Data — January : 8 distinct juveniles , 12 complaints , 2 approved for court , 6 juveniles
diverted , 0 juveniles admitted to detention, 2 juveniles admitted to Wrenn House , 34 bed days
used at Wrenn House , 0 electronic monitoring activations , 33 days on electronic monitoring , and
0 juveniles committed to YDC .
February : 11 distinct juveniles , 12 complaints , 3 approved for court , 8 juveniles diverted , 0
juveniles admitted to detention , 0 juveniles admitted to in Wrenn House , 7 bed days used at

JCPC Business
Program Incident — Denise needs to update the Council on an incident that occurred at one of the
JCPC funded program . On Monday , February 5 , Tami called Denise to inform her that Friday ,
February 2 there was an incident at Boomerang that involved an adult that was in the building
and a youth . On Fridays they have invited guests from the Marian Cheek Jackson Center to do
life skills workshops . On that particular Friday the group arrived , and shortly after , someone else
associated with the Center arrived who was recognized by staff. This individual had never been
to Boomerang before , has never presented before , nor was he invited . When he identified
himself at the front desk and was recognized by staff, he was allowed to not only enter the
building , but also present and lead the workshop despite not being invited . From his
involvement with the group , early on he made some inappropriate comments not only to staff,
but also to the youth . He asked a male youth to stand up and participate in an exercise to show
how things can weight heavy on you . He touched the youth on his shoulders , neck , and another
time on his leg .
" Witness accounts from Boomerang and Jackson Center staff report that the
uninvited person immediately was inappropriate with his comments and actions
with Boomerang staff and youth . The failure for Boomerang to intervene in a
timely manner, coupled with in appropriate comments and actions, created an
unsafe environment for youth. As a result, a youth reported to Boomerang staff
that he almost felt like crying and added, ` I feel like I have almost been sexually
assaulted or something ' .
In the incident report that Tami submitted to the department , it was determined that a critical
program violation has occurred . Programs are responsible for not only keeping youth safe , but
for also having a safe environment for youth to be there . As a result , Boomerang has been cited
by the Department for having a critical program violation . An overview of the critical program
violation occurred when Boomerang staff failed to :
follow agency policy for visitors entering the building; to stop a visitor from
associating with youth, while realizing the visitor was there unannounced and not
invited; did not intervene once inappropriate comments were made to staff and
youth by the uninvited visitor; failed to immediately intervene once the uninvited
visitor had physical contact with a youth ; failed to immediately report the incident
to the foster parent of the youth after he arrived to pick the youth up, but the staff
gave direction to the youth to update the foster parent later that evening; failed to
report the incident to DSS and local police ; failed to exercise reasonable care,
safety, and supervision of the space ; and failed to protect the confidentiality of
youth by visitors not signing some type of confidentiality statement when entering
the building.
Boomerang will be required to come up with a corrective action plan that includes :
Measures to address the incident with staff; changes in policies and procedures to
prevent future incidents from occurring; develop implementation of policies and
procedures for screening and approving persons to present or facilitate program
activities for youth , a time table process for training staff on the newly created
policies and existing DPS and JCPC policies .
Tami was not on premises when this incident occurred , but when she arrived she acted
appropriately . However , there was enough that had already occurred that warranted the
finding . Tami reported that after the incident : she immediately met with staff
individually and as a group ; reviewed expectations and policies , especially around
Boomerang child safeguarding policy ; reviewed program policies in conjunction with the
whole board ; reinforced building entry process ; immediately suspended the participation
of the community agency that was involved in the incident ; reviewed all contracts with
partner agencies regarding the requirements around skills and abilities , confidentiality ,
and child safeguarding , and updated as needed ; and have already begun to provide
additional training to staff.
Chapel Hill Police Department was notified , completed a full investigation, and it was
determined that there was no sexual act or anything that happened .
FY18- 19 Membership Review : If anyone knows if they won ' t be here next fiscal year, or if their
agency will be appointing a new representative , please let us know . The assumption will be that
you will continue into the new FY if we don ' t receive notification otherwise .
Funding Committee Report — The Funding Committee met a week ago and the program
applicants came and gave a brief presentation to the committee . In front of you is the
recommendation that the committee is presenting to the council for vote and approval . The
amount available remains unchanged at $ 277 , 731 . Presented were two new program
components that from existing programs that came as a result of the conversations around
substance abuse , mental health, and conflict that we have been having the past year .
Additionally , they were responsive to the RFP needs and also included partnerships with other
JCPC funded programs .
The Funding Committee is making the recommendation that both of those new components be
funded and that funding for Young Warriors program be cut . During the Agency Roundtable
Discussion, Ligo Dojo shared their concerns about this recommended cut and need to find
additional funding .

There have been financial issues happening with Freedom House , and due to some uncertainty
with the strength of their fiscal controls to be able to manage JCPC funds and report on a timely
basis , the Department is implementing funding stipulations for this current FY and for FYI 849 .
The stipulations are as follows .
• Refund Orange County for FY16 - 17 Final Accounting refund that the County had paid ;
( Since JCPC funds are sent to counties and not programs , the Department will invoice the
county when there is a refund due . Typically , when there is a refund due , the county and
the program communicate to arrange for the program to pay the county and then the
county pays the state . Orange County went ahead and made the payment to the State , as
is typical for a county to do , so that the refund wouldn ' t be delinquent . To date , the
program has failed to refund the county . As a result, Orange County has stopped
payment on current FY funds to Freedom House , at the direction and support of the
Department, until those funds have been received . )
• Be in compliance with program monitoring regarding fiscal and program files and other
documentation ; (The reason for this stipulation is that they had failed to comply with
Third Quarter Accounting despite numerous emails . )
• Submit all fiscal reports to the Department by the established due dates ;
• Facilitate a review with the program fiscal officer of JCPC policies , specifically the fiscal
policies ;
• Be in compliance with the monitoring Denise will conduct in September .
Last FY we allocated FYI 7 - 18 funds to Psychological Services program because it was
uncertain whether the County would vote to approve a new position whose duties would include
providing the same service as Psych Services . Since the position was approved and filled , there
was now funds available that could be reallocated . Programs applied based on their needs and
the Funding Committee reviewed the requests and came up with their recommendation for the
reallocation of the funds . The total available to be reallocated is $ 6 , 950 and the requests
exceeded those funds by several thousand dollars .
Despite the stipulations placed on Freedom House for this current FY and next FY , Denise
reports that those have no bearing on the recommendation/award of some of the funds to another
their programs .

Cardinal Community Reinvestment RFP is currently advertised . Programs that provide mental
health, substance abuse , and/or intellectual disabilities related services have the opportunity to
submit applications for pilot programs and/or additional funding . If Ligo Dojo has a component
to their program that fits one of those needs , then they can apply for funding . Stephanie will
email the RFP info to Rebekah to distribute to the JCPC email lists .
The News and Observer published an article the other day about the use of restorative justice
circle in Durham County where a child was accidentally shot by a gun . An adult had fired a gun
off down into the floor below him and struck a 10 year old girl , who survived . The man was
facing serious charges and prison time and Durham Courts used the restorative justice circle with
her and her family . While we hear about the end product of the circle , something like that
involves months and months of work and the community coming together to make it happen
( including DAs , public defenders , judges) .
Public transportation in Northern Orange continues to be a barrier for households trying to access
key medical and mental health services . For example , the circular bus does not stop at the
Health Department in Hillsborough, OCIM , and other key locations . The circular bus used to
stop at the Health Department but was dropped . And even trying to get from Hillsborough to
ifficult . Advocates are trying to get the bus stops expanded ,
Chapel Hill to access services is d
but in the meantime they are working to try to bring services to the locations that the bus does
stop . Service providers are also encountering some barriers when it comes to trying to bring
their services to more accessible locations . For example , when the County changed its
reservation process and policies a few years back , it not only made the process more difficult, but
it also instituted a facility use fee .
Consultant Update
Now that funding recommendations have been approved , and once award letters go out to
program providers , Denise will notify the programs once their applications have been returned in
NCALLIES in order to make adjustments to the budgets and/or the narrative part .
The Department does have two RFPs out right now, but they don ' t apply to Orange County
because we don ' t have the need based on the data .
Denise briefly reviewed the NC DPS handout . It is a strategic plan that was submitted to the
Juvenile Jurisdiction Advisory Committee that outlines how raise the age is going to impact
Community Programs . Community Programs is a division with DPS , of which JCPC is part of.
This report directly talks about how raise the age will impact JCPC across the state and also
other areas of Community Programs . On pages 2 - 3 , it is looking at a multi -pronged approach to
meet three distinct points : increase JCPC programming capacity ; JCPC - funded early intervention
programming , expansion of programming for juveniles that penetrate the juvenile justice system ,
expansion of residential contractual services to meet capacity needs ; and hiring additional
Community Programs staff to support the expansion . On page 6 , it starts to talk about how there
is really going to be a focus on mediation and restitution because those are the programs that
receive the highest referrals of youth who are adjudicated , and also on Teen Court programs . On
the bottom of page 7 , it lays out the funding recommendation for the JCPC expansion . There are
funds that are being recommended for FYI 8 - 19 but since the State hasn ' t passed a budget yet ,
we don ' t know if all , some , or none of the recommended funds will be approved . If funds are
approved , they will pass down to the counties and a new RFP will need to be advertised for these
additional funds . There is also a possibility that the funds may be earmarked for specific
programs/services because of the small amount .
Announcements
There will be a community conversation on April 26 around the opioid issue . The library will be
hosting it and it is by invitation only because of capacity . If you received the invitation please
RSVP ; if you didn ' t , it won ' t be the only one .
Ligo Dojo , while a non-profit, they also offer classes to the general public and use the money
from paying members to be able to provide services to low- income students .
Cardinal is hosting a Town Hall meeting on April 17 from 11 - 11 : 30am at the Mebane Arts &
Community Center in Mebane . It is a great opportunity for folks wanting to learn how to
dispense Narcan and/or get questions answered by the CEO .
In July , Susan Worley will be celebrating 30 years at Volunteers for Youth and will taking a 4 -
week sabbatical so she will not be at the next meeting .
Dispute Settlement Center will be offering youth- serving agencies a 2 to 3 hour introduction to
restorative practices on how the model can be implemented in their agency . The training is free
of charge and requires 8 to 20 people .
