PURPOSE: To discuss appointments to the Nursing Home Community Advisory Committee.

(NOTE: As of July 1, 2017, a new bill was passed in the North Carolina Legislature
regarding the training period for pending members of the "Adult Care Home Community
Advisory Committee and Nursing Home Community Advisory Committee". The bill is
HB248 (see attachment) which reverses the appointment of the applicant to a one year
training term. Applicants will be selected from our county "Applicant Interest List" for a
more condensed training and if the applicant successfully completes the training, they
would be recommended for appointment. Therefore, when an applicant is recommended
for appointment, it would initially be for a one year preliminary term and their training will
have already been completed.)
FINANCIAL IMPACT: There is no financial impact associated with appointment discussion.
SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to
this item:
• GOAL: ENABLE FULL CIVIC PARTICIPATION
Ensure that Orange County residents are able to engage government through voting and
volunteering by eliminating disparities in participation and barriers to participation.
ENVIRONMENTAL IMPACT: There is no Orange County Environmental Responsibility Goal
impact associated with this item.
RECOMMENDATION(S): The Manager recommends that the Board discuss appointments to
the Nursing Home Community Advisory Committee.

On behalf of the Orange County Nursing Home Community Advisory Committee I would like to
recommend Carol Kelly for reappointment to our committee when her term expires on
12/31/2019. She is a very active and organized member of the committee. She especially
focuses on activities that will engage residents and she brings donations of puzzles to activity
staff to use with residents. She makes nursing home site visits as scheduled and prepares
detailed reports. She has attended over 75% of meetings as required (please see attached
attendance record). She is a highly valued member of our committee.

recommend Vibeke Talley for reappointment to our committee when her term expires on
12/31/2019. She has served as the chair and wishes to continue in that role as well as being a
member of the committee. She serves as the nucleus of the committee, ensuring all visits are
made, the committee stays focused, on top of being an advocate for the residents in Long Term
Care Facilities in Orange County. She makes nursing home site visits as scheduled and

Reasons for wanting to serve on this board:
My life has been devoted to public service. After caring for family members, it has become clear
that older adults are in need of strong advocates to ensure that they have highest quality of care
and dignity. This is my passion.

No, my term with A Helping Hand ends in several months. Though a family member did reside in
a facility in Orange County, he is deceased (and my relations with that facility was positive).
