When a vacancy exists, the municipality will be requested to provide to the Board of County Commissioners a resolution with a recommendation for that vacancy;" and WHEREAS, the Chapel Hill Planning Commission has reviewed the viable application and made a recommendation to the Chapel Hill Town Council. I was a builder for 20 years before taking a job with Orange County Government. During the economic downturn I returned to NC State University and received a Master of Architecture. I recently retired from the position of Chief Building Inspector. I feel I have a unique perspective as as a resident, local business owner, my involvement in community development and the health and welfare of the citizenry. Reasons for wanting to serve on this board: I research areas of concern prior to comment or recommendation, knowing an informed approach is best for the widest spectrum of any community. I am practiced public speaker and have presented to local, state and national organizations. Contribution to the diversity of viewpoints on this board: My application to participate on the Chapel Hill Planning Commission is to provide a viewpoint that I feel is unique. I grew up on Morgan Creek and raised my children in Heritage Hills. As a builder, I focused on historical remodeling and renovations. Once my children left home in 2001, 1 took a job with the Orange County Planning and Inspections Division. I was the lead commercial field inspector with certifications in the four building trades. I also taught Continuing Education classes for inspectors in the four trades. After ten years in the position, I attended 6 Page 2 of 2 James P. Baxter North Carolina State University and obtained a Mater of Architecture degree in 2014. 1 returned to Orange County and was appointed to the Chief Building Inspector position. As the Chief Inspector, I served on Review Boards with both Orange County and the Town of Hillsborough Planning Departments. I worked with Planners, Fire Officials, Soil and Erosion Control staff and Utility infrastructure Engineers and Developers to insure that each project met the rules and regulations expressed in State and National Codes, and local Ordinances, while furthering the Planning goals of the respective governing bodies. I have served this community for many years, as a citizen and builder, as a safety officer and as a member of the Orange County Planning staff. I feel that I can further serve the Chapel Hill Planning Commission and enhance the partnership between the County and the City as the representative of Chapel Hill's Extra Territorial Jurisdiction. I think the responsibility of the board is to assist local governance by providing foresight in the development and use of public assets. If appointed, I hope to help guide the community along a thriving path for future success. What do you consider to be be the most important issues facing Orange County related to growth? 12 Page 3 of 3 Joseph Parrish As part of the ever-growing Triangle, I see issues such transportation, housing, and education being vitally important. We must successfully tackle these issues for the purpose of accommodating higher levels of commerce, growing neighborhoods, and the needs of the children that live in these growing neighborhoods. What role should the Planning Board take in guiding and regulating growth? To make an effective plan for any group or organization, you need to be a step ahead. The Planning Board should therefore take a leading, proactive role in guiding and developing growth. It has to set the pace. Additionally, we should have a role at the end of the process, in order to hear feedback from other entities and determine how successful our planning as been so far. Foresight requires hindsight. How would you, as a member of the Planning Board, contribute to the implementation of the Board of Commissioners' adopted Goals and Priorities? I would be a part of those informing the Board of Commissioners about what those things should be.Once those goals and priorities are handed to us, it would be up to us to envision how to make them possible,much like how orders are passed along in the military to next level down.
