On behalf of the advisory board for the Chapel Hill/Orange County Visitors Bureau, please let
this letter serve as notice that board members, Kayla Dempsey, representing North Carolina
High School Athletic Association, Mark Bell, representing Town of Hillsborough Board of
Commissioners, and Lydia Lavelle, representing Carrboro Town Council, will serve on the
Visitors Bureau for the second term allotted to them by the Board of County Commissioners.
Kayla, Mark, and Lydia continue to be assets to the tourism industry in Orange County and
update the board on business matters related to tourism and their respective organizations.
They regularly attend meetings and are strong contributors to the business at hand.
In 2019, tourism generated $208 million for Orange County and we remain grateful for
contributions such as those by Kayla, Mark, and Lydia.

RE: Reappointment of Spring Council to Visitors Bureau Advisory Board
The Chapel Hill/Orange County Visitors Bureau met on January 15, 2020 for its regular business
meeting. The nominating committee, consisting of Commissioner Penny Rich, Chair, Anthony
Carey, Vice Chair, Mark Sherburne brought forth a nomination for Ms. Spring Council to hold
the open Ex-officio Town of Chapel Hill, Economic Development staff seat on the Visitors
Bureau Board. The board voted unanimously to elect Spring to the board, pending the approval
of the BOCC. Since September 2019, she has completed an uncompleted term and the board
would like to appoint her to her first full term in this seat.
Ms. Council is an Orange County resident and business owner in Chapel Hill.
Her application is current with the Clerk's office.
We are confident she will be a welcome addition to this board.

I am a 19-year employee in the healthcare field as a senior health information technology policy
advisor and a co-manager of the statewide North Carolina Hospital Emergency Surveillance
System (NCHESS) providing syndromic surveillance and bioterrorism awareness in partnership
with NC DPH. I also work in behavioral health in partnership with the North Carolina Statewide
Telepsychiatry Program and have participated in several statewide taskforces and workgroups
on population health, community health assessments, mental health, Medicaid, and quality
improvement.
Reasons for wanting to serve on this board:
I have a deep appreciation for improving public health and for the citizens of Orange County.
Joining the Board of Health has become of more interest to me in the past year or so since I was
elected to the Hillsborough Town Board of Commissioners and have become involved with more

There are currently no hotle owner/operators on the CVB Board. I believe I would bring a
different perspective on hotel operations and tourism versus a General Manager. Atma Hotel

My art background has been primarily in the visual arts with photography as a focus. I have
been involved in photography for twenty years, running a studio for five years, and now doing
primarily on-site studio work. I am passionate about art as a way of helping people see deeper,

building community and connection through art. I don't know if this contributes to the diversity of

Background, education and experience relevant to this board:
A graduate of M.I.T. &the Wharton School (MBA) I served on the Polk County, NC, Economic&
Tourism Development Commission for six years, including Chair for one year. During my term
on the Commission we facilitated the development of the Tryon International Equestrian Center-
a $100 million+ development by private investors. In 2018 the World Equestrian Games will be
held at this facility attracting an expected 100,000+visitors in a two week period.
Reasons for wanting to serve on this board:
I believe every citizen has an obligation to support his community. Further, Orange County, like
my former NC County, has a very interesting and unique history. I believe my previous
experience, serving on the Polk County ETDC, gives me some familiarity with the issues that
might be facing the Chapel Hill/Orange County Visitors Bureau.
Contribution to the diversity of viewpoints on this board:
As a relatively new Orange County resident(2 years) I still see the area much as a visitor. Plus,
I had the privilege of serving as a member and Chair of the Polk County(NC) Economic
Development Commission which oversees that County's Visitor Bureau. During my tenure we
assisted in getting County approvals (zoning, fire protection, etc)for the development of a multi-
million dollar private investment for the Tryon International Equestrian Center- building on the
historic equestrian activities in that geographic area. Also, we witnessed the development of
several vineyards and gave consideration to developing vineyard tours.
I might add that I am a "team player" believing that through teamwork and respect for the ideas
of others the best results are found.

While I have little background in formal Parks and Recreation education, I enjoy the facilities
across our county with my children and my dog. I am a citizen of Orange County, and was born
in Durham, splitting my time between the two. I have a BA in Management, and work well in
teams.
Reasons for wanting to serve on this board:
I want our county to continue to grow without sacrificing its identity as a green place to live,
visit, and do business. I see P & R as an integral part of community planning, resource
management, and fiscal responsibility.

My dog and my children may sway my perceptions of safety, but I have been known to be
impartial overall.

Reasons for wanting to serve on this board:
I wish to see Orange County continue to thrive as a destination for education, vocation, and
residential life. Health Board decisions are a line of defense and invitation to many businesses
and citizens. Maintaining the integrity of our county starts with those in charge of its public,
private, and business health.

I am an active promoter of Chapel Hill, have worked in sales, education, and business my whole
life. I have children in the CHCCS school district and have an interest in continuing the growth
of our city and county. Proper promotion, internal and external, is the main way to keep our area
vibrant and growing appropriately.

Eventually, years down the road, I am looking to open a small local business that would fit well in
Chapel Hill or Hillsborough.
