Re: Animal Services Hearing Panel Pool Recommendations for Five Reappointments
Animal Services considers possible reappointments to the board given the interest of five
individuals in continuing to serve Orange County as a member of this board. On this basis,
Animal Services recommends that the Board of County Commissioners reappoint all five of
these individuals. These board members are:
• Michelle Walker for reappointment to the Town of Carrboro position.
• Edmund Tirvakian for reappointment as the Animal Services Advisory Board (ASAB)
member position unanimous support from the ASAB.
• Tony Whitaker for reappointment to the Public Health Field position.
• Matthew Bonds for reappointment to the At-Large position.
• Cathy Munnier for reappointment to the At-Large Unincorporated County position.
If the five members are reappointed, the Animal Services Hearing Panel Pool will have two
vacancies left. There are currently no applicants for the Hearing Panel Pool.

Re: Animal Services Hearing Panel Pool Recommendation
The Animal Services Advisory Board (ASAB) is recommending that the Board of County
Commissioners make an appointment now for the position currently occupied by Dr. Beth
Groom which ends on the last day of June 2020. The reason for this early request is to assure
that the new person has adequate time to observe and become fully oriented to the appeal
process in order to ensure its continuing success.
It is worth recalling that the position in question is one of the three positions on the Hearing
Panel Pool filled by an ASAB member. These three members are responsible for convening and
chairing the quasi-judicial appeal hearings conducted under the County[s Unified Animal
Ordinance.
Given their importance to the success of the appeal process, the ASAB has invited interested
members to observe appeal hearings and talked about the best fit for the position Dr. Groom
will be vacating on June 30, 2020. As a result, the ASAB is making the following
recommendation:
• Casey Ferrell: He has been a member of the ASAB since 2019 and he currently serves as
the board's secretary. He has been inquisitive about the hearing process, its scope
purpose and organization; and he has observed one hearing and reviewed a number of
hearing case files. The ASAB is very confident that Mr. Ferrell will ably chair hearing
panels at the beginning of his term provided he can shadow for a period of time, which
he is prepared to do.
If the applicant is appointed, the Animal Services Hearing Panel Pool will have zero vacancies at
the end of June.

Re: Animal Services Hearing Panel Pool Observations
As suggested in the recommendation itself for Casey Ferrell, there is an unmistakable need for
individuals who become hearing panel chairs to have adequate orientation, exposure and
training. There is strong agreement among staff and the Animal Services Advisory Board (ASAB)
that this should be viewed as not only a necessary but an indispensable step to ensure the
continuing success of the appeal process.
The appeal process created by the Unified Animal Ordinance (UAO) is a quasi-judicial process.
There are standards of evidence; and there are written procedures requiring witnesses to be
sworn in, examined and cross-examined. It is also critical that panel members and most
especially the panel chair are thoroughly familiar with "the elements" of law in the sections of
the ordinance that are subject to appeal.
It is the three ASAB appointees who are responsible for convening and chairing hearings. As
they very much are the leaders the ASAB and staff concur that that it is best that Mr. Ferrell be
appointed to the Hearing Panel Pool prior to the beginning of his term. Simply put, adequate
orientation and training of each new chair is essential to the continued success of the appeal
process that the Board of County Commissioners established through the UAO.

correct the problems, often working hand in hand training the owners to correct and control the
issues concerning the dogs behavior.

I am currently do not have any organizational memberships, but I have been an active
member of the North Carolina Press Association and Habitat for Humanity. I have also
volunteered with the OCAS. My young son is entering kindergarten this year, and I am
looking forward to rededicating myself to the Orange County community now that 1 11 have
just a little bit of extra time for service.

Background, education and experience relevant to this board:
I have a background in journalism and worked in Orange County as the editor of the News of
Orange County for several years. I developed a wonderful relationship with a number of OCAS
personnel who are there to this day, and I hope some of that history would help establish
credibility and trust as a new member of the advisory board. In cooperation with Bob Marotto, I
produced the Pet of the Month feature in the NOC and protected that feature even as we
downsized the staff and page count of the paper.
I now work in marketing as a consultant and product manager, and I have a wealth of
experience in consumer research, content development, marketing, and product strategy and
innovation, all of which I think might be brought to bear on the efforts of the OCAS and its
mission. I have done some consulting work for Nestle Purina as they sought to better
understand the consumer profile of the pet owner and what their unmet needs are. I think that
experience gives me a bit of insight into the minds of current and prospective pet owner and the
kinds of messages that can resonate with them.

Stated in a prior answer, but to reiterate, I am passionate about animal welfare, I have deep
respect for the work that Bob and his team do, and I want to do my part to help OCAS serve the
community and its residents, its animals and wildlife, and its environment. I am the loving owner
of a long line of rescue animals, many of which were adopted from the OCAS shelter. If I can
help OCAS find homes for its animals, find support for its mission, find donations for its services,
find coverage and exposure for its efforts, or anything else it needs, it would be the very least I
could do to repay the years and years of companionship and love I ve gotten from the animals in
their charge.
