Dear Rosemary :
As you may recall, the Town of Chapel Hill appointed representatives to the Joint Master
Recreation and Parks Plan Work Group in November 1997 . There were eight specific points
identified in a charge given to the Work Group by the Board of Commissioners . The charge and
list of work group members are attached for your reference .
In summary, the work group will draft a plan which describes the best long-term solution
for Recreation and Parks for Orange County . Although the Town of Chapel Hill has
li representatives on the Work Group from the Town Council and the Parks and Recreation
Advisory Commission, I wanted to provide you with an update of Work Group activities since
November . The following has transpired :
December 18 1997
• The Steering Committee of the Work Group met for the initial organization meeting .
March 25 , 1998
• The Steering Committee reviewed all previous collaborative planning reports
including the January 1996 Assembly of Governments Recreation/Parks Reports and
the May 1997 Managers Coordination of Recreation/Park Recommendations .
• Received a report and discussed issues surrounding Payment4n-Lieu of Dedication .
• Reviewed a GIS Map , developed by the County Planning Department, identifying
recreational facilities in the county .
• Discussed the availability of funds ( including bond funds) for the development of
parks .
April29 , 1998
• The Steering Committee received an update of the School Land Use Council
Meetings .

• County Planning Department presented a more descriptive GIS Map outlining all of
the public recreation facilities in the County by township , including Duke Forest
properties . -
• Discussed how the Full Work Group could accomplish the tasks included in the
charge to the work group .

May 27 , 1998
• First Meeting of the Full Joint Master Recreation and Parks Plan Work Group .
• Work Group received a power point presentation of past recommendations regarding
Joint Recreation and Parks Planning Efforts, including the School Land Use Council
Resolution .
• Two subcommittees were established to complete the primary tasks identified in the
charge to the Work Group : Needs Assessment and Resource Assessment ,
June 24 , 1998,
• Second meeting of the Full Joint Master Recreation and Parks Plan Work Group .
• Subcommittees presented updates- of their activities since the May 27 meetings .
• The Work Group discussed the summaries provided by the subcommittees and
offered input that would help subcommittees accomplish their tasks .
• The Work Group representatives agreed to participate in an inventory of recreational
facilities in the county and to publish a brochure of available recreation opportunities
by the end of the calendar year .
As noted above, the Joint Recreation and Parks Plan Work Group has completed a
substantial amount of background information . The group is charting a course to fulfill the
charge of the Commissioners by drafting a plan that will describe the best long-term solution for
recreation and parks in the entire county . Although not specifically included in the charge , the
Work Group and County Staff will also develop a brochure of available recreational opportunities
in the County . This should be a helpful document that will direct citizens and visitors to local
recreational facilities and events . The final report of the Work Group will be completed and
presented at the first Assembly of Governments Meeting in 1999 .
If you desire additional information or would like me to provide an update at a Town
Council meeting, please inform me .
