Vice - Chair Ruffin Slater called the meeting to order at 5 : 06 p . m . Slater announced the reappointments of
Alois Callemyn , Keith Cook, Anne Loeb , Bob Ward and the resignations of Laura Baldwin and Leslie Weaver .
Minutes of the May 13 , 2004 , June 10 , 2004 , and August 12 , 2004 meetings were approved unanimously on a
motion by Alois Callemyn , seconded by Bob Ward .
Nominating Committee Report
Alois Callemyn presented the candidates for Board Officers for 2004 - 2005 : Ruffin Slater as Chair, Susan
Lombardo as Vice Chair, and Bob Ward as Secretary . The nominations were closed and the slate was
accepted unanimously on a motion by Alois Callemyn , seconded by Russ Seibert .
Transportation Improvement Program Process and Update
Karen Lincoln , Transportation Planner for Orange County met with the EDC to explain the transportation
improvement program process . Karen requested EDC input regarding Priority Transportation projects for the
2007 - 2013 State Transportation Improvement Program . Karen was asked to provide additional information
and attend the November meeting .
Strategic Planning Update
A motion made by Alois Callemyn , seconded by Susan Lombardo was unanimously approved to adopt the
Draft Strategic Plan . The next step will be to present the draft to the County Commissioners (time to be
scheduled ) . Dianne Reid requested all EDC Board members to be involved with at least one workgroup .
New Business
Eric Hallman requested a joint meeting with the EDC , Hillsborough / Orange County Chamber, and the Town of
Hillsborough officials . A time will be determined and all parties will be contacted .
Adjournment
There being no further business , the meeting was adjourned at 6 : 20 p . m . by Chair Ruffin Slater .

Development Commission in developing a recommendation for priority transportation
projects for the 2007 - 2013 State Transportation Improvement Program ( STIP ) .

Biennially , the North Carolina Board of Transportation ( BOT ) adopts a multi -year State
Transportation Improvement Program ( STIP ) that specifies needed transportation
improvements across the state . The process starts with local jurisdictions drafting local
transportation priority lists . Federal and state regulations provide for public input into
the process .

" The Transportation Improvement Program contains funding information and schedules
for the State Transportation Divisions including Highways , Aviation , Enhancements ,
Public Transportation , Rail , Bicycle and Pedestrian , and the Governor' s Highway Safety
Program and is the major tool for implementation of locally adopted transportation
plans .
Regional transportation agencies have recently apprised local jurisdictions of a change
in the STIP update schedule . The NC Board of Transportation , in July of this year ,
voted to change the program period from even - numbered years to odd - numbered
years . The next STIP will be for FY 2007 - 2013 and the public hearing process has been
changed from October — November of 2005 to February — April of 2005 . NCDOT ,
because of the short time frame , suggests that local jurisdictions submit priority lists
developed for the 2006 - 2012 TIP plus any new projects that those jurisdictions may
wish to add .

THE 2006 2012 TRANSPORTATION IMPROVEMENT PROGRAM
Our transportation needs list is divided into two sections . The first section deals
with selected projects within the Durham - Chapel HilkCarrboro metropolitan
planning area . The second section deals with projects in the remaining portions
of Orange County , which lie outside of the Durham - Chapel HilkCarrboro
metropolitan planning area .
ORANGE COUNTY PROJECTS WITHIN
THE DURHAM - CHAPEL HILL - CARRBORO
METROPOLITAN PLANNING AREA
1 . SR 1006 , Orange Grove Road , at Interstate 40 : Construct a pedestrian bridge
over 140 . New Grady Brown Elementary and newly constructed Cedar Ridge
High School are located on New Grady Brown School Road that has access
from Orange Grove Road south of 1 .40 . The schools are within walking and
cycling distance from residential areas north of 140 . Bicyclists and pedestrian
must share the roadway with motor vehicles crossing the narrow two - lane
bridge that carries Orange Grove Road over Interstate 40 . The bridge is too
narrow to accommodate a pedestrian walkway . Lack of an adequate
pedestrian crossing presents an unsafe environment for students to walk to
the schools .
2 . U - 2805 : Homestead Road ( SR 1777 ) Improvements : Improve Homestead
Road from SR 1834 , High School Road , to NC 86 . This project should
include bicycle and pedestrian facilities . There are three schools in the
vicinity of Homestead Road : Chapel Hill High School , Smith Middle School
and Seawell Elementary School . Many students live within walking distance
and cycling distance to Chapel Hill High School and must walk or cycle along
Homestead Road , and cross the road daily . Provision of sidewalks is of
utmost importance for the safety of students and other pedestrians who use
this corridor . Provision of bicycle facilities is , likewise , necessary for the
safety of students and others .
This project should also include appropriate safety improvements to the
intersection of Homestead Road with High School Road and the intersection
of Homestead Road with Seawell School Road . Both of those intersections
are near public schools .
3 . NC 86 , Bicycle Lanes . Construct bicycle lanes (4 -foot paved shoulders ) from
Chapel Hill (Whitfield Road ) to Hillsborough ( US 70 Business ) . This project
will extend bicycle lanes on Airport Road ( NC86 ) in Chapel Hill to US 70
Business in Hillsborough . Bicycle lanes have recently been completed along
NC 86 from UNC to Whitfield Road ( SR 1731 ) in Orange County . NC 86 from
ORANGE COUNTY TRANSPORTATION PRIORITY LIST
2006 - 2012 TRANSPORTATION IMPROVEMENT PROGRAM
Chapel Hill to Hillsborough is experiencing increasing numbers of bicyclists
using this route and there are also two schools along this route . This route is
listed as priority I of the primary bicycle routes proposed in the Orange
County Bicycle Transportation Plan adopted April 6 , 1999 . This project is
listed in the 2002 - 2008 TIP , as an incidental bicycle need . Orange County
requests that bicycle lanes be constructed as an independent project , and , if
necessary , programmed in phases .
4 . Old NC 86 ( SR 1009 ) Bicycle Lanes : Construct bicycle lanes ( 4400t paved
shoulders ) from Carrboro ( Eubanks Road ) to Hillsborough ( 1 -40 ) . This
project , from the Carrboro Transition area ( Hickory Forest Road ) to Lafayette
Drive , is priority 6 of the primary bicycle routes listed in the Orange County
Bicycle Transportation Plan , and would extend bicycle accommodations
requested in TIP Project R - 2825 to Carrboro , where its Transportation
Advisory Committee has also established bicycle routes on Old NC 86 as a
transportation priority connection between proposed bicycle facilities along
Old Fayetteville Road , Homestead Road and Eubanks Road .
The feasibility study for TIP Project R - 2825 , improvements to South Churton
Street , recommends a four- lane divided section for Old NC 86 ( S . Churton
St . ) from 1 . 40 to Lafayette Drive . That study also anticipates accommodations
for bicycles (wide outside lanes ) from 1 -40 to 1 - 85 . This project would connect

Carrboro ' s Transportation Advisory Committee has recommended bicycle
lanes along Old NC 86 in two separate requests for Carrboro ' s Priority List for
the 2006 - 2012 TIP :
• from Old Fayetteville Road to Homestead Road ; and
• from Homestead Road to Eubanks Road .
5 . R- 2825 , Improvements to South Churton Street : Develop congestion
management , limited access , aesthetic and capacity improvements between
US 70 Business and Interstate 40 . The portion between Interstates 40 and
85 will conform to the design criteria of the Economic Development District
Design Manual ( 4 - lane divided section with bike and pedestrian
improvements ) . The feasibility study completed in February 2002
recommends a 4 - lane divided , with 16400t median , curb and gutter cross
section for the entire corridor from 140 to Eno River . Orange County stresses
the need to study improvements within the current right- of-way for the
segment north of Interstate 85 . Improved capacity through widening is not
the County ' s first choice because of significant constraints between Interstate
85 and US 70 Business and the proximity of the historic district north of the
project limits . Orange County requests that , where conditions do not prevent
the addition of frontage roads , the feasibility study include the addition of
frontage roads with limited access from the corridor .

6 . US 70 Bypass Widening : Widen , from the Orange/ Durham County Line to
the US 70 _ 1 . 85 Connector east of Efland , US 70 Bypass to a four- lane
divided section with bike and pedestrian improvements . This project should
be phased to address traffic counts and existing congestion . Orange County
requests that this project be identified as a need and included in the 2006 .
2012 STIP .
7 , NC 86 ( North of Hillsborough ) Improvements : Widen NC 86 , from US 70
Bypass north Of Hillsborough to SR 1332 , Coleman Loop ( Coleman Loop also
being the intersection area of the planned connector between NC 86 and NC
57 ) , to four lanes with intersection improvements at US . 70 Bypass . NC 86 is
the major north - south route through Orange County , NC 57 converges into
US 86 just north of US 70 Bypass . The segment of NC 86 between NC 57
and US 70 is congested , rendering a high accident location at the intersection
of US 70 Bypass at NC 86 . Development pressures in this area will
exacerbate traffic congestion and accident proliferation .

METROPOLITAN PLANNING AREA
1 ) Buckhorn Road ( SR 1114 ) Widening : Widen from US 70 to West Ten Road
( SR 1144 ) to a multilane facility . This stretch of roadway borders the western
boundary of the 1 - 85/ Buckhorn Road Economic Development District EDD ) .
This area is the focus of a growing problem of traffic backing up on the
northbound exit ramps of 1 - 85 caused by northbound traffic exiting 1 - 85 onto
southbound Buckhorn Road and turning left into a nonconforming business
use just south of the interchange . With increased interest in extending water
and sewer and reconsidering proposed uses within the EDD , improvements
to the transportation system to support plans for that district are necessary to
attract the desired planned development .
2 ) Park and Ride Lot in the Buckhorn Economic Development District : Orange
County requests a park and ride facility (from the adopted Orange County
Economic Development District Design Manual ) be funded in the Community
Transportation Improvement Plan for Orange Public Transportation . This
project is clearly justified , as it would provide an opportunity for coordination
of public transportation efforts between two growing regions in North Carolina ,
the Triad and Triangle .

METHODOLOGY FOR RANKING METROPOLITAN TIP PROJECT REQUESTS
INTRODUCTION
The purpose of the Regional Priority List is to determine the region ' s project priorities for the
development of a fiscally constrained Transportation Improvement Program (TIP ) . The Transportation
Equity Act for the 215t Century (TEA 21 ) calls for a TIP development process that documents a
methodology for ranking project requests , reflects local and metropolitan goals , and addresses mobility,
environmental and air quality goals .
OBJECTIVE
The methodology outlined below is designed to address multi-modal transportation needs and to ensure
regional balance . The methodology is used to rank projects on specific technical criteria . The Technical
Coordinating Committee (TCC) will use the methodology to develop a draft Regional Priority List . This
draft Priority List is to be used as a starting point or a reference base by the Transportation Advisory
Committee (TAC) for the approval of a final Regional Priority List . The TAC may reorder projects at its
discretion to promote jurisdictional and geographical balance , or based upon the TAC members '
knowledge of the urban area and the policies of their communities . Therefore , the TCC will make its
technical recommendation on a draft Priority List based on the methodology described below , and the
TAC will then be afforded the opportunity to make any changes it deems appropriate .
METHODOLOGY GOALS
Produce a program of projects (or project priorities ) which satisfies MPO , local and State goals , and
which addresses TEA 21 policies of system preservation, operational efficiency in the movement of
people and goods , multi -modalism and inter-modalism, and air quality mandates .
Address projects on equal footing , regardless of mode or project type .
® Be simple enough for project-level analysis without requiring unnecessary data collection .
Be understandable by the general public .
PROCEDURE FOR RANKING PROJECTS
1 . Goal Setting For Project Priority List
The TAC will formulate an overall goal or set of goals for the Regional Priority List . The annual
goal setting should reflect the TIP Preamble adopted by the TAC . It states that the DCHC urban area
" is committed to developing a balanced transportation system within the region . " The MPO should
begin the annual TIP process with goal setting, which could merely be a reaffirmation of previous
goals or development of new goals arising out of the Transportation Plan . This annual goal setting
will ensure that any change in "need " can be captured in the TIP goals .

( 330 - 370 ACC/ 100 MVM) . 10 points are awarded for accident rates greater than 800 ACC/ 100
N VM . 5 points for rates between 400 and 800 ACC/ 100 MVM . Zero points are awarded for

Attached please find the notes provided by our facilitator for our final meeting on August 18 , 2001 .
This report serves as the translation of those notes into recommendations for action by both boards .
Background
The EDD Transportation Committee was an out _ growth of the EDD workgroup that suggested land
use changes in the EDD areas as well as the designation of new EDD areas . The Land Use Group
( 2 commissioners from each board ) had concerns that the transportation system was insufficient to
address the full implementation of the EDDs . The Land Use Group felt they greatly benefited from
the participation of the development community during the land use phase , and they wanted that to
continue in the transportation phase . To that end , they sought wide - range participation from the
public with known interest in the topic . In addition to the 4 elected off iciais , 1 member from each
planning board , the Commission for the Environment , the Chamber of Commerce , the Alliance for
Historic Hillsborough , Economic Development Commission , and the Eno River Association were

VII . Recommendations
The Joint Orange Grove Road Transportation Group recommends the following actions
to alleviate unsafe conditions and to manage potential congestion from future
development in the Orange Grove Road corridor . The recommendations address five
basic issues : 1 . obtaining funding for improvements to enhance safety for all modes of
traffic ; 2 . providing pedestrian facilities ( sidewalks ) in the corridor ; 3 . implementation of
recommendations into local plans and regulations ; 4 . recommendations for future
studies ; and 5 . distribute the report to community groups for comments .
1 . Pursue funding to implement recommendations in this study .
The Transportation Improvement Program ( TIP ) , Spot Safety funds and Small
Urban Funds are potential funding sources for roadway improvements . Small
Urban Funds may be used for projects within 1 - mile outside city limits . Both Small
Urban and Spot Safety funding sources are subject to the discretion of the
Division ' s Board of Transportation ( BOT ) member , and are generally requested for
projects in the $ 50 , 000 to $ 200 , 000 range . The local jurisdiction ( s ) must request
those funds from the BOT member . Transportation Improvement Program , in
general , is used to fund projects that cost $ 300 , 000 or more . There are also some
contingency funds that may be requested through the area ' s representatives to the
State legislature .
The local jurisdictions should pursue funding to advance the following
improvements in the Orange Grove Road corridor .
1 . 1 Pursue funding to widen the bridge on Orange Grove Road over Interstate
40 to include bicycle and pedestrian facilities . North Carolina Department of
Transportation estimates the cost to add bicycle and pedestrian facilities to
the bridge is approximately $ 750 , 000 ,
1 . 2 Pursue funding and work with NCDOT to install a crosswalk with a flashing
light to warn vehicles of the pedestrian crossing at the bus driveway
entrance at Cedar Ridge High School .
1 . 3 Pursue funding and work with NCDOT to investigate installing a traffic light
at the intersection of Oakdale Drive and Orange Grove Road , and to provide
right turn lanes on both Oakdale Drive and Orange Grove Road to assist
traffic flow through the intersection .
2 . Provide pedestrian facilities along Orange Grove Road .
2 . 1 Research actual right- of-way along Orange Grove Road throughout the
corridor study area through land records and pursue feasibility of obtaining
the recommended 80 ' right- of-way through dedication or acquiring
easements .

2 . 2 Investigate installing sidewalks along the north side of Orange Grove
Road in the corridor study area including determining the feasibility of
construction with respect to changes in elevation along the road and with
respect to cost .
2 . 3 After technical report has been received by both the Hillsborough Town
Board and the Orange County Board of Commissioners , if the data
indicates that construction of a sidewalk on the north side of Orange
Grove Road is not financially feasible , pursue widening Orange Grove
Road to 12 ' lanes with , at a minimum , 4 ' paved shoulders and preferably
with 6 ' or 8 ' paved shoulders to allow for a shared bicycle/ pedestrian
facility .
2 . 4 Coordinate with the School Board - to pursue installation of sidewalks along
Orange Grove Road adjacent to the school property , along New Grady
Brown School Road and from the proposed crosswalk on New Grady
Brown School Road to the Grady Brown School and to Cedar Ridge High
School .
3 . Implement recommendations into local plans and regulations .
3 . 1 Include recommendations in this study in the development of Multi - modal
Transportation Plans for Orange County and the Town of Hillsborough .
3 . 2 Adopt recommended cross section for Orange Grove Road into Orange
County and Town of Hillsborough zoning ordinances and subdivision
regulations .
3 . 3 Amend each jurisdictions respective land use regulations to support
and /or implement recommendations in this study including a provision that
any development having ingress/egress off Orange Grove Road in the
study area either construct its fair share of recommended improvements
or provide payment in lieu of for such improvements .
3 . 4 Support TIP Project R2825 , South Churton Street improvements , by
continuing to assign a high priority to that project as a transportation need
in the biennial update of the TIP .
4 . The following items are recommended for Future Studies .
4 . 1 Work with the business community through the Economic . Development
Commission and the Orange County/ Hillsborough Chamber of Commerce
to implement the recommendations in the Feasibility Study for South
Churton Street concerning Daniel Boone Village and to develop access
management for other businesses in the South Churton Street corridor .
4 . 2 Pursue a future study for the Oakdale Drive corridor .
5 . Distribute Grange Grove Road Study and Access Management Plan to
community groups for comments .
