ORANGE COUNTY
SKILL DEVELOPMENT/JOBLINK CENTER
Background
In December 1995 the Board of Commissioners received a report from the Skill Development
Program Board recommending the establishment of a skill development/training center be
established in the county . The purpose of the center would be to provide adequate training and
services to allow County citizens to be self sufficient and free of all public and private assistance .
The group identified collaborative training and employment agencies for the center : Department
of Social Services - Work First ; Durham Technical Community College ; Joint Orange Chatham
Community Action Agency4TPA ; Literacy Council and Employment Security Commission .
The County ' s efforts to create a Skill Development/JobLink Center is as follows :
January 1996 Regional Consolidated Services Workforce Development
Board received $ 25 , 000 planning grant from the Governor ' s
Workforce Development Commission to develop a JobLink
implementation grant application .
Orange, Alamance and Randolph Counties compose the Regional
Consolidated Services Workforce Development Board (RCS) .
July 1996 At a cost of $ 1 . 2 million the County purchased a vacant building at
503 Franklin Street, Chapel Hill for the Skill Development/JobLink
Center .
July 1996 County staff and agencies scheduled to occupy the Center began meeting
to ensure appropriate programming and apply for 1997 /98 State JobLink
funding under the Governor ' s Workforce Development Commission .
Workforce Development Boards were designated as the entity receiving
funds for JobLink Centers .
October 1996 RCS applied for State JobLink Implementation Grant in the
amount of $ 210 , 000 .
December 1996 County received notification that funding was not awarded to RCS .
January 1997 Skill Development Center Advisory Board was appointed to advise on
building design for center and programming activities .
January-
March 1997 County with assistance of TJCOG applied for a $ 200 , 000 Federal EDA
grant to renovate the Skill Development Center Building . The pre -
application was not approved by the EDA .
April 1997 County staff, RCS staff and collaborative agencies began meeting monthly
to give input on design of building , coordinate program, develop
policies/procedures for marketing , common intake , confidentially
requirement, computer networking , skill management center, child care ,
transportation non-traditional hours , client flow in the building , etc .
Charette was held to receive comments from the community , neighboring
businesses , civic leaders , service providers , town and County officials .
Summer 1997 Design of building was finalized .
October 1997 Workforce Development Board submitted JobLink grant for $ 202 , 000 .
Grant was awarded in January 1998 .
February 1998 Commissioners approved bid for renovation of Skill
Development/JobLink building at a cost of $ 806 , 562 with $ 780 , 000
funded through private placement and the remainder from County
funds .
