PURPOSE: To consider awarding a contract for a Voice Logging System from Carolina
Recording Systems from Charlotte, North Carolina,
BACKGROUND: The Vcice Logging System currently being used by EMS has been in service
since 1999 and is failing, This vital piece of equipment records all 9-1-1 calls received at
Orange County Emergency Management as well as all radio transmissions between
telecommunicators and emergency responders in the field, During certain equipment failures,
the system either fails to record any radio and telephone traffic or only records partial traffic,
Continuing to make repairs to the current equipment is not a reliable or economically feasible
soluticn to the situation,
North Carolina General Statute 143-129.8 allows for the use of the Request for Proposals
(RFP) process for technology acquisitions such as this that allow for award to be made to the
"best overall" proposal, Orange County staff developed specifications, The specifications
designed a system that will meet present and future capacity as well as accommodate 800 Mhz
trunking, which represents the future technological direction of the Ccunty and its municipal and
volunteer agency partners for emergency communications infrastructure, These specifications
were part of Request for Proposals #5115 that was sent to five vendors as well as advertised on
the County's website. The following companies responded to the RFP:
Alltel, Raleigh, North Carolina
CVDS, Pointe Claire Canada
3, Carclina Recording Systems, Charlotte North Carolina
4. Tektron, Chapel Hill, North Carolina
Voice Print, Camarillo, California
Four firms presented demonstrations to staff, Staff evaluated each proposal based on cost,
fimctionality, service, and reliability. Carolina Recording Systems from Charlotte, North
Carolina submitted the best overall proposal at a delivered and installed cost of $25,995,00.
FINANCIAL IMPACT: The purchase price of the system is $25,995,00. Sufficient funds are
available in the 2004-2005 E911and Wireless budgets to cover the acquisition cost of
$25,995,00.
RECOMMENDATION(S): The Manager recommends that the Board award the bid to Carolina
Recording Systems from Charlotte, North Carolina at a cost of $25,995,00, and authorize the
Purchasing Director to execute the necessary paperwork,
