At a previous meeting , I was asked to write an outline for an eventual report covering this subject . Please find attached the following : 1 . Draft Outline 2 . Present Mailm' g List ( Thus list includes both school system Superintendents so that they may be kept abreast of the process of this subject since both school boards have passed resolutions in support of the school/park concept . ) 3 . Introduction This section will review background, mission of recreation and park services , statutory flexibility and purpose of the report . A . Background : The past work of the Recreation and Park Work Group and Orange County Assembly of Governments along with other examples of coordinated actions it North Carolina would be reviewed . B . Mission Statement : A mutual statement of mission will be developed along the lines of recreation and ark services functioning g m a role to strengthen the quality of life in our communities , etc . It is assumed that all three departments presently providing recreation and park services in the county have mission statements at this time . A combined statement representative of all needs will be developed . C . Statutory Flexibility : A description of the Interlocal Cooperation Act ( G . S . 160A, Art . 20 ) and the additionalibili flexibility of special legislation will show that the jurisdictions can take any action so desired . D . Purpose of the Report : This section will describe the need to explore options for improving the effectiveness , efficient use and equity in the expenditure of recreation dollars available to the entire county through all of its jurisdictions . II . Levels of Coordinated Services An introductory statement providing definition for distinguishing the three following approaches in delivering recreation and park services in Orange County . There exists some ambiguity in distinguishing under what level a particular action might fall . This section should explicitly define the three levels ( or more if desired) so that the comfort level of policy-makers is increased in considering any final action . A . Coordination of Activities : This section would discuss areas of coordinated services , elimination of duplication and other strategies of coordination (merger of activities ) between all local government Second Page - Draft Outline for Recreation and Park Coordination Report jurisdictions in Orange County . Interlocal contracts for activities would be considered ; which may run the gamut from program partnering to outright contracting with one jurisdiction to operate a program( s) for the entire county . B . Administrative Merger : Outlined herein would be a more complete detail of the contracted merger of all administrative functions of the services (recreation program and parks ) as they are presently provided . In this area , a more detailed review as to how administrative merger of various functions could be integrated under the county, a town or reorganized as a separate agency . This approach has many different variations - limited only by the creativity and political climate that exists . Administration of park properties and facilities could be discussed II tandem or as two distinct areas for discussion . For example , an option of the county owning and operating the entire " Orange County Park System" and the municipalities leasing space for programming could be considered . A decision on this type of consideration is probably crucial to the compilation of the report and possibly needs clarification prior to the report being written . The coordination of park planning should lead to a county-wide master plan that would naturally consist of an action plan for implementation . The master park action plan would require interlocal agreement as to its funding and Implementation schedule . The administrative merger concept may be the hardest to manage because of the need for firm management plans that would have to be agreed upon and the vigilance to insure that the administering agency was in compliance with what had been agreed on . C . Full Merger : All county recreation and parks services could be merged into one agency under the auspices of the county, town or a separate agency established with any set of principles and arrangements . Essential programs that any jurisdiction wished maintained would require agreement prior to merging of services to insure that the programs would continue to be implemented by the Third Page - Draft Outline for Recreation and Park Coordination Report servicing jurisdiction : Maintaining certain programs historically identified with individual jurisdictions is considered important , i . e . Duly 4th Celebration, Apple Chill , Hog Day, etc . This would have to be agreed upon up front . III . School/Park Coordination This section will continue to support the concept of school/park development on existing and future sites . Both the city and county school boards have supported this concept by resolution . An action plan should be developed to formalize this consideration . Committees could be established using Wake Cowity ' s School/Park Program as a model . A joint committee should be empowered to make recommendations about present school properties , opening all facilities to the public during non- school hours as stipulated in North Carolina ' s Community Schools Act, and acting as an integral part of planning for and acquisition of any and all future school sites . Since the goals of a committee or committees are the same , a School/Park Model should include both school systems under the same "umbrella" or committee to maximize efficiency and effectiveness of this program . This would aid in decreasing any administrative burden on the two school systems while encouraging both systems to act in unison when considering any school/park related issues . IV . Recommendations This section provides an area for the Chief Executive Officers to make a consolidated recommendation if so desired . Specific areas for recommendation are as follows : A . Recommend the level for j oint capital planning and coordinated operations for recreation and parks services in Orange County . Please see Section II A, B and C for descriptions of levels . An analysis should be provided on whether this recommended level has potential to reduce long-term capital and operational expenses . C . Recommend an action plan to implement the school/park concept in Orange County as described In Section III . Page Four - Draft Outline for Recreation and Park Coordination Report D . Evaluate and recommend an action plan for developing district parks for Orange County . E . Analyze and reconunend dedicated revenue sources for recreation and park services . V . Conclusion Brief summary of the results of following through on the recommendations above . TOWN OF CARRBORO NORTH CAROLINA The following resolution was introduced by Alderman Jay Bryan and duly seconded by Alderman Diana McDuffee . A RESOLUTION AUTHORIZING THE MANAGER OF THE TOWN OF CARRBORO TO WORK WITH THE MANAGERS OF THE TOWNS OF CHAPEL HILL AND HILLSBOROUGH, AND THE ORANGE COUNTY MANAGER TO PROCEED WITH PREPARATIONS FOR JOINT CAPITAL PLANNING AND JOINT OPERATIONS FOR THE RESPECTIVE PARKS AND RECREATION DEPARTMENTS Resolution No . 8 /96 - 97 WHEREAS , in September, 1994 , the Orange County Assembly of Governments recommended that the staffs of Carrboro , Chapel Hill , Hillsborough and Orange County make recommendations to their respective governing bodies about opportunities for joint planning for use of capital improvements for recreation and park services , and that representatives of both school systems be involved ; and WHEREAS , a work group was formed and presented its report to the Assembly of Governments on January 30 , 1996 ; NOW, THEREFORE , BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE TOWN OF CARRBORO : Section 1 . The Board of Aldermen hereby authorizes the Town Manager to proceed to : 1 . Cooperatively prepare a recommended process for joint capital planking and joint operations for parks and recreation services to the people of Orange County , 2 . Maximize joint development . and use of facilities by schools , parks and local governments ; 3 . Determine whether this approach will reduce long - term capital and operating costs ; 4 .
