PURPOSE: To award a bid and approve a contract for the provision of Urban Curbside Recycling
Collection Services effective October 1, 2005,
BACKGROUND: The Urban (or In-Town) Curbside Recycling Program provides weekly collection
services to single-family homes within the Towns of Carrboro, Chapel Hill, and Hillsborough.
The Department of Solid Waste Management has provided contracted curbside recycling services
since 1988. Previously, the contracts for rural and urban curbside have been awarded by competitive
bidding process, and then renewed as needed, provided service was acceptable and funds were
appropriated, In June 2001, the Rural and Urban Curbside Contracts were merged into a single
Curbside Recycling Contract, and the contract was reissued to Waste Industries for two years with a
two-year extension beyond that (through June 2005), Effective this Fiscal Year the County has de-
privatized Rural Curbside Recycling Collection services, and has begun the provision of Rural
Curbside Recycling Collection as aCounty-operated program as of June 1, 2005.
In November 2004, the County issued a Request for Statements of Qualifications (RFQ) from firms
capable of providing Urban Curbside Recycling Services, The purpose of the RFQ was to allow the
County to conduct a preliminary review in order to pre-qualify those responding to the RFQ, Those
pre-qualified received the Request for Proposals (RFP), Five vendors submitted Statements of
Qualification, and four of the five were subsequently pre-qualified to receive the County's Request for
Proposals.
The County issued a Request For Proposals #5112 in Febniary 2005. The RFP was sent to the four
prequalified vendors, and three of these four vendors attended a required pre-proposal conference,
Two vendors submitted Proposals in response to the County's RFP, A tabulation of this evaluation is
attached. The highest scoring proposal was submitted by Waste Industries, LLC, located in Durham,
NC. Waste Industries, LLC, has been determined by staff to be a responsible proposer,

If awarded, the proposed contract would come into effect on October 1, 2005, Services through
September 30, 2005 will be managed under the current contract, Upon the implementation of the
new contract, the monthly per-household cost will decrease by over 25%, or from $3,98 per
household per month to $2,97 per household per month, Far Fiscal Year 2005-06, the frequency of
service for the various incorporated jurisdictions is proposed to remain the same,' By the end of fiscal
year 2005-2006, staff project that the Urban Curbside program will service 17,980 residences weekly..
In general, the Urban Curbside program adds new homes built within or annexed into one of the
municipalities automatically as these residences are constructed or annexed,
FINANCIAL IMPACT: The total projected cast for the Urban Curbside Recycling Program contract for
FY 2005/06 is $683,000. The portion of this cost allocated to the new contract that would came into
effect on October 1, 2005, if approved by the Board, is $475,000. These funds are included in the
Manager's Recommended FY 2005-06 operating budget in the Solid Waste/Landfill Operations
enterprise fund,
RECOMMENDATION(S): The Manager recommends that the Board:
1, Award RFP number 5112 to Waste Industries, LLC, which award is subject to final approval of
the contract between Orange County and Waste Industries, LLC; and
2, Approve a contract between Orange County and Waste Industries, LLC, which contract is
subject to final review by staff and the County Attorney and pursuant to the terms of the RFP;
and
3. Authorize the Chair to sign the contract on behalf of the Board.
