PURPOSE: To consider awarding athree-year contract to Olver, Incorporated, of Charlotte,
NC, for engineering services associated with landfill operations.
BACKGROUND: The Orange Ccunty Landfill has on-going needs for a variety of services that
are outside the scope of work for the staff engineer. A contract with a firm that can provide
comprehensive landfill engineering services has historically allowed those needs to be
addressed in a timely and budget conscious manner. In recent years, under previous contracts
of a similar nature, the County has obtained the following types of general engineering
consulting services:
o Review Technical Proposals
o Media Support for Meetings
o Groundwater Monitoring and Reporting
o Capacity Calculations
o Financial Assurance
o Post Closure Reporting
o Closure Plans/Certifications
o Permit Modifications
o Calculations of NMOC Emissions
o Feasibility Evaluations
o Drainage/Erosion Control Plans
o Landfill Permitting
o Waste Characterizations
o General Technical Advising, Drafting,
o Master Plan Preparation/Drawings
and Regulation Interpretations
The County recently solicited Requests for Proposals for these services and received ten
responses. A list of respondents is attached with interviewed firms denoted with an asterisk,
Following evaluation of the responses by the Solid Waste staff, four firms were short-listed for
interviews. Solid Waste and Purchasing office staff conducted the interviews on June 2, 2005
and are recommending that the County contract with Olver Incorporated, Charlotte, NC,
While all of the interviewed firms are capable of providing engineering services, the specific
expertise of Olver, Inc. in areas such as transfer station design, compost feasibility/permitting,
drop-off site design/operations, landfill gas management, and landfill design/permitting/
operations most closely met the projects that the County anticipates within the proposed three-
yearcontract period.

Upon approval by the Board, a contract will be drafted that incorporates the terms of the
proposal and accompanying fee schedule. Highlights of the contract include:
• Term: Three-years, commencing upon July 1, 2005, with one three-year renewal
upon mutual consent of the parties;
• Fees to be charged pursuant to the attached fee schedule, as included in the June 2,
2005 RFP response;
• A scope of work will be prepared by Solid Waste Management staff for any work to be
done by Olver, then Olver will submit to the County a cost proposal for that specific
body of work.
FINANCIAL IMPACT: The annual Solid Waste Management Department budget contains
funding for all necessary and required engineering services in order to maintain and improve
solid waste operations and meet environmental management obligations. Typically, the annual
engineering expenditures are approximately $190,000-$210,000, depending on a number of
factors, primarily regulatory.
RECOMMENDATION(S): The Manager recommends that the Board authorize a contract with
Olver, Incorporated for landfill engineering services through June 30, 2008; and authorize the
Chair to sign a contract, contingent upon Attorney and staff review.
