Adjournment The next OUTBoard/TAS meeting date is February 19, 2020 Charge of the OUTBoard (from Section I, Part C of the adopted Rules and Procedures) 1.The OUT Board is charged with advising the Board of County Commissioners on the planning and programming of transportation infrastructure improvements and other County transportation planning initiatives, as directed by the Board. 2.From time to time the OUT Board may be directed to provide input on regulations on which the Planning Board has primary statutory and local ordinance advisory duties. In such instances, the OUT Board shall serve in an advisory capacity to the Planning Board. Meetings (from Section IV, Part C of the adopted Rules and Procedures) C. Date, Time, and Location of Regular Meetings 3.Regular meetings of the OUT Board shall be held as needed to address items that require Board action consistent with its Charge and Duties identified herein. Meetings are held on the third Wednesday of the month. The start time and location of the meeting shall be included on the agenda and shall typically be 6:30 p.m. at the Orange County West Campus Office Building located at 131 West Margaret Lane, Hillsborough. Then you have 59 the ability to add a credit card to add fare to the card as needed.60 61 Erik Broo: Can cash still be used.62 63 TeLeishia Holloway: Yes, fare boxes will still be available.64 65 Heidi Perry: I have used this system in other places while traveling. So if it is used by someone traveling, will they be 66 able to get back any money not used? Have you considered that as a way to get visitors to use the bus too without 67 worrying about having too much money loaded?68 69 TeLeishia Holloway: We appreciate that feedback and when we talk to the vendor, we’ll be sure to ask if that is a 70 possibility.71 72 Jenn Sykes: Having an option other than credit card available like a stand at a bus depot which we don’t have is one 73 of the challenges unique to Orange County.74 75 TeLeishia Holloway: We will definitely take that into account and will share that. When we were thinking about 76 mobile ticketing, we were considering a kiosk at hopefully DSS or the Library or maybe even Walmart. We will look 77 into it. 78 79 80 AGENDA ITEM 4C: OCPTMOBILITY ON DEMAND (TELEISHIA HOLLOWAY)81 82 TeLeishia Holloway / Allyson Coltrane gave a PowerPoint presentation and information on the Mobility on Demand 83 program 84 85 86 AGENDA ITEM 4C: OCPTADMINISTRATIVE UPDATES (TELEISHIA HOLLOWAY)87 88 TeLeishia Holloway gave updates on the department’s transit projects.89 90 91 AGENDA ITEM 5: REGULAR OUTBOARD AGENDA92 93 Nish Trivedi introduced Tom Ten Eyck 94 95 Tom Ten Eyck shared his background and previous experience information96 97 98 AGENDA ITEM 5A: 2019ANNUAL REPORT AND 2020WORK PLAN (NISH TRIVEDI) 99 100 Nish Trivedi reviewed the annual report and next year’s work plan and asked for input101 102 Heidi Perry: I have a question about the BOCC goals; I’m surprised there isn’t one here about a climate action plan.103 104 Nish Trivedi: There’s a committee that has been created for that and it is chaired by the BOCC, I’m not sure if it is 105 related to the goals and priorities but it is a committee that they have worked on and created.106 4 D R A F T 3 107 Art Menius: If you could correct the spelling of my name on page 14.108 109 Nish Trivedi: I will correct that, thank you.110 111 Heidi Perry: I think on page 15 you could put the month the Bicycle Safety Committee was dissolved.112 113 Art Menius: It was August, I had that thought too. Formatting issues exist. 114 115 Nish Trivedi: We’ll review the formatting of this document.116 117 Heidi Perry: When did we do the radio spots? That should be included.118 119 Art Menius: They were recorded in the spring. We met and Todd McGee was going to be contacted.120 121 Tom Ten Eyck: I did hear back from him and he said something about submitting the material for publication with 122 WCHL but he did not seem to indicate anything else about prior things that were in the works. Maybe we can 123 reconnect with the specificity of where it’s at. I don’t have a clear answer.124 125 Art Menius: We should discuss that because we did have some really well done spots that Erik and Todd made for 126 us. I have been playing them on COM but that’s just because I’m on the Board of COM and can stick stuff into the 127 automation system but we designed them to be distributed out to be ready to use, especially for CHL and HUP.128 129 Tom Ten Eyck: Had there been agreements with these other entities?130 131 Art Menius: These are PSAs so we don’t need specific agreements, there are agreements with the County and 132 WHUP and COM that would cover anything the County wants us to play.133 134 Heidi Perry: I think it’s more of getting it to the stations, that’s what we need to do now.135 136 Art Menius: We need to go through Todd McGee.137 138 Nish Trivedi: We will work with Todd McGee to get the radio spots published. I will go over the formatting of the 139 report and add August to the Bicycle Subcommittee and add the radio stuff to both 15 and page 17 on how they 140 relate to the goals. 141 142 Heidi Perry: I would also like to add – keep working towards a solution that will allow the building and maintaining of 143 sidewalks in county areas where there are needs especially in areas that serve schools.144 145 Art Menius: Are we comfortable approving with the corrections and additions that have been specified or do you 146 want to see the final document?147 148 Consensus was to approve with changes and Nish will distribute final product. 149 150 MOTION by Todd Jones to accept the report with the amendments as discussed. Seconded by Amy Cole.151 VOTE:UNANIMOUS152 153 154 AGENDA ITEM 6: STAFF REPORTS/UPDATES155 156 AGENDA ITEM 6A: MPO/RPO AND NCDOTUPDATES (NISH TRIVEDI) 157 158 Nish Trivedi provided updates to the Board regarding the MPO/RPO and NCDOT159 5 D R A F T 4 160 161 AGENDA ITEM 7: INFORMATION ITEMS162 163 AGENDA ITEM 7A: NCDOTCOMPLETE STREETS POLICY Q&A(NISH TRIVEDI) 164 165 Nish Trivedi: Hanna Cockburn came to the MPO meeting and stressed that transportation plans/projects have to be 166 locally adopted or regionally adopted for them to actually implement the Complete Street policy.167 168 Heidi Perry: What that means is that if we saw a street that we thought should have a sidewalk or a bike lane, in 169 order to make it a Complete Street, somehow we need to have that in a plan and we have to adopt it and recommend 170 that the Board of County Commissioners adopt it so that DOT will pay for that when they do the improvements. If we 171 don’t do that then they’ll help us but we have to pay the money. It’s really important to have a plan.172 173 Nish Trivedi: One of the things approved this past year was the Efland/Buckhorn/Mebane Access Management Plan 174 with sidewalks and bike lanes that plan we can use Complete Streets for that area.175 176 177 AGENDA ITEM 7B: TDMPLAN UPDATE (NISH TRIVEDI) 178 179 Nish Trivedi provided updates180 181 Several members asked about reflectors and striping in the rural areas and how get included during resurfacing and 182 who to contact. Request was made to get follow up information from Chuck Edwards/NCDOT.183 184 Nish Trivedi: We can keep a running list of resurfacing projects and what streets need the reflectors, etc. so that if a 185 resurfacing happens it can be flagged that NCDOT needs to put reflectors on that street because it is on our small 186 projects lists, same thing with any signage that NCDOT puts out as well.187 188 Randy Marshall: How often do we get the resurfacing list?189 190 Nish Trivedi: We get an annual updated list every year. I can send you the resurfacing lists. 191 192 Randy Marshall: We were going to ask the Sheriff if it would be possible to get a deputy at that the intersection by 193 the bridge on Orange Grove Road. Did anyone follow up on that?194 195 Nish Trivedi: No, not yet right now we are working with NCDOT regarding a study they are offering to find out what 196 can be done to improve that area. SUBJECT:Bike Safety Research Action Plan DEPARTMENT:Planning and Inspections ATTACHMENTS: 1. NCDOT Bike Sign Location Suggestions INFORMATION CONTACT: Tom Ten Eyck, Transportation/Land Use Planner, 919-245-2567 Tom Altieri, Comprehensive Planning Supervisor, 919-245-2579 PURPOSE:Receive information on findings to determine actionable steps for completing bike safety objectives over the next few months. BACKGROUND:During the October OUTBoard regular meeting, a motion was passed to dissolve the Bicycle Safety Implementation Subcommittee and to fold its work into that of the entire OUTBoard. It was noted by planning staff that despite the dissolution of the subcommittee, bicycle safety was still an important component of the OUTBoard’s portfolio, and significant gains had been made over the past few months with regard to deliverables. Early in November, planning staff met with the OUTBoard Chair to gather context and information about the successes of bike safety implementation as well as to figure out what work had started that was in need of completion. During a recent inventory, planning staff discovered bike maps and informational brochures as well as some bicycle promotional items in storage (table below). From the meeting, it was decided that planning staff would need to reach out to the County’s Community Relations Director to understand how to distribute the Public Service Announcements (PSAs). Planning staff provided a large bag of bike pins, pens, stickers and assorted bicycle lights in addition to a box of “Roll with Respect” guidebooks for distribution. Both “Lighten Up” event locations were successful in distributing materials. 7 After sending an initial e-mail, planning staff followed-up with a phone call to the County’s Community Relations Director; he indicated that PSAs could be written for UNC Chapel Hill’s radio station, WCHL, with specific details pertaining to the timeframe for the message delivery as well as basic information pertinent to the message. Planning staff shared that text and audio files had been created and could be provided to WCHL if it would expedite distribution. Staff received a follow-up e-mail that the files would be aired on WCHL over the course of January. At this point in time, there are several questions that are important for the OUTBoard to consider in order to succinctly closeout the bicycle safety business from this process. These include: x What specific public events are the OUTBoard interested in facilitating to disperse educational materials? Who will staff these events? x Where are other locations (perhaps non-governmental) that the OUTBoard would like to see bike maps and brochures distributed? Who will support distributing these materials? x What is the status of the social media platforms (Facebook and Instagram) and website for Orange County Bicycle Safety, and who is the responsible for updating it? x Are there any other specific bike safety tasks that OUTBoard members will help complete over the next few months? NEXT STEPS: x Planning staff will gather feedback from OUTBoard to above questions. x Planning staff will compile research for tabling opportunities that are county-specific and merge these with list from the OUTBoard. x Planning staff will create a timeline for distribution of materials and assign responsibilities to those who are interested in tabling.
