ORANGE COUNTY BOARD OF SOCIAL SERVICES

THE ORANGE COUNTY BOARD OF SOCIAL SERVICES MET ON SATURDAY: December 21, 2019 at the
Hillsborough Commons, Hillsborough, North Carolina.
BOARD OF SOCIAL SERVICES MEMBERS PRESENT: Pat Garavaglia, Susie Enoch, and Jamezetta
Bedford.
GUEST: None.
BOARD OF SOCIAL SERVICES MEMBERS ABSENT: Tamara Dempsey-Tanner and Ann Wilkerson.
STAFF PRESENT: Nancy Coston, Director; Sharron Hinton, Human Services Manager; Lindsey Shewmaker,
Human Services Manager ; and Crystal Mitchell, Human Services Manager.
I. Call to Order and Introductions
DSS Board Member, Pat Garavaglia, called the meeting to order at 12:07 pm.
II. Board Comments
Pat Garavaglia commented that she is so proud to be part of the DSS Board and this annual holiday
program. Jamezetta Bedford commented that she was reappointed to serve on the DSS Board for
2020.
III. Public Comments
None.
IV. Agenda Changes
None.
V. Action Items
On a motion by Jamezetta Bedford, the Board approved the minutes of November 2019. Susie Enoch
Bedford seconded the motion. The motion was carried without dissent.
VI. Items for Discussion and/or Decision
1. Building Update
Nancy Coston informed the Board that work on a new roof is slated to start at the end of this month
at Hillsborough Commons. The storage area in the back needs to be cleared out prior to that and
staff have been working diligently to make that happen while also preparing for the Toy Chest.
Skills Development Center will be closed down at the beginning of the year due to a combination of
environmental concerns and sale of the property. There is significant work to do in relocating staff
and partners stationed at the facility. Staff are reviewing options and potential sites for interim
locations.

Jamezetta Bedford added that the Town of Carrboro has had issues with parking that has impacted
the timeline for the permanent solution.
2. Food Bank
Pat Garavaglia informed the Board that Friends of DSS receives federal food and distributes it to
the DSS offices. They have had an exclusion that allowed them to take only the nonperishable food
items because there is no cold storage. The Food Bank has now decided that there is no exclusion
and has stopped Friends from receiving federal food. Nancy Coston noted that there are concerns
about the requirements for cold storage and no other DSS agencies who responded are giving out
the Emergency Food Assistance Program (TEFAP) food. The current suggestion is to work with
community partners to ensure that the county does not lose food access.
3. Holiday Giving
Sharron Hinto n informed the Board that the holiday program is going really well. There are plenty
of volunteers and wonderful toys. Spectrum News was here to do some public relations and the
turnout has been very high so far. The agency received about 800 toys and $1,200 at the UNC
game. Nancy Coston also noted how much work Pat Garavaglia does to help with the sponsorship
program.
4. Annual Report and Work Plan
Lindsey Shewmaker presented the draft work plan for the DSS Board for 2019-2020.
Jamezetta Bedford moved approval of the work plan with discretion for adjustments. Pat Garavaglia
seconded the motion. The motion was approved without dissent.
5. Directors Report
None.
VII. Announcements
Pat Garavaglia moved to adjourn the meeting at 12:50 pm . Susie Enoch seconded the motion. The motion was
carried without dissent.
