Call to Order A. The meeting was called to order at 6:05pm by Dr. Debby Stroman, Chair. A quorum was present at 6:15pm. II. Introductions A. Human Rights & Relations (HR&R) staff, and Human Relations Commission (HRC) members, made introductions. III. Minutes Approval – August 12, 2019 A. HRC members reviewed the minutes from the previous HRC meeting. Ms. Frances Castillo made a motion to approve the minutes. Ms. Stephanie Harrell seconded the motion. All were in favor to approve the minutes. 2 IV. HRC Chair’s Report A. Dr. Stroman implied how HR&R staff could have promoted the recent Community Forum better. She inquired about ways HR&R staff could do more in promoting HRC events to Orange County staff and the general public. Ms. Annette Moore explained that having enough lead time on events would allow for better promotion. Ms. Moore advised HRC members to get events (dates & subject matter) to HR&R staff well in advance of the event to allow for better promotion of HRC hosted events. HR&R staff will explore sharing HRC events on Orange County staff’s intranet webpage. B. Ms. Harrell reported out on the HRC blog. She noted that a blog was not posted October 2019. She explained that she not aware that Ms. Nora Spencer was no longer with the HRC. Ms. Harrell mentioned that Ms. Spencer signed-up up do a write-up for the October 2019 blog. Ms. Harrell will prepare a blog sign-up list for the next HRC meeting. Mr. James Spivey and Ms. Ana Garcia noted that they do not wish to do write- ups for the HRC blog. C. HRC members will come up with a recommended timeline of how far in advance events need to be planned. V. County Updates A. Ms. Moore announced that the Board of County Commissioners will be accepting new HRC member nominations February 2020. B. Ms. Moore reported that HRC meetings will be changing venues. She explained that HR&R staff is looking into scheduling Chapel Hill meetings at Orange County’s Solid Waste Conference Room, and the Hillsborough meetings in Orange County’s Library Conference Room. She explained that some county buildings are having issues and as a result buildings are being closed and many departments are being displaced. C. Ms. Moore requested that HRC members be mindful of the timeline for the Pauli Murray Awards and allow enough time for good promotion. VI. HRC Annual Report and Work Plan A. Dr. Stroman reviewed the Annual report. She explained that she completed the report from last year and she is referencing the report from last year to complete this years’. Dr. Stroman invited HRC members to send her their ideas or comments for the report and she will finalize the report. HRC members will review the finished report at the next HRC meeting. VII. HRC Events & Committee Reports A. Pauli Murray 1. Dr. Stroman mentioned the verbal nominees received so far. HRC members decided that all nominators (internal & external) will fill out the nominee forms. 2. Ms. Tara May explained that nominators will be able to submit nominations on the HRC webpage. She reminded subcommittee members to notify her when they meet so she can attend. 3. Due to time constraints the sub-committee will review nominees and select recipients of the awards. 4. The deadline for student contest submissions will be January 3, 2020 5. The deadline for nominations will be December 31, 2019. B. Forum 3 1. HRC members reflected on the recent Community Forum. HRC members felt that the event went well. Ms. Jamie Paulen suggested there could have been more time for community member questions and comments to encourage dialogue between participates and speakers. C. Community Read 1. Ms. Castillo announced that the subcommittee decided to host the Read in April 2020. She mentioned that the Read events will be held on a Thursday evening and another on a Saturday afternoon. 2. Ms. Moore noted that HR&R staff will provide light refreshments for both Community Read dates. VIII. Other Business/Announcements/Upcoming Events 1. Mr. Spivey announced that he and Ms. Moore recently attended an event hosted by the Jewish Voices for Peace. He explained that the event went well. He highlighted that an agenda item was the HRC and HR&R’s 2018 Women’s History Month event. He reported that the group was appreciative of the event and the speaker that was invited, Linda Sarsour.
