BACKGROUND: Orange County EMS presently owns and operates seven Physio Control Lifepak 12 Monitor Defibrillators. This particular model is the only monitor defibrillator available that is compatible with the software and equipment utilized by UNC Hospital. Orange County has the opportunity to purchase two (2) demonstrator units from Physio Control of Redmond, Washington, which will replace two older Lifepak V models. The cost of each unit will be $14,000.00, compared to the same units, which can be purchased new from the State contract at a cost of $25,363.25 each. The units come with a 6-month warranty as opposed to a 12 month warranty for new units. NC GS 143-129 article (f) allows for the sole source purchase of equipment when performance or price competition for a product are not available; when a needed product is available from only one source of supply; or when standardization or compatibility is the overriding consideration. It is staffs belief that this purchase meets all three of these criteria. FINANCIAL IMPACT: Total cost of this action, if approved by the Board, would be $28,000.00. SufFcient funds are available within the FY 2000-2001 CIP for the purchase of these monitor defibrillators. RECOMMENDATION(S): The Manager recommends that the Board award the contract to Physio Control of Redmond, Washington in the amount of $28,000.00; and authorize the Purchasing Director to execute the appropriate paperwork.
