Revised 11/19 1 [Departmental Use Only] TITLE Board Of Elections Storm Water Mitigation FY 2020 NORTH CAROLINA SERVICES AGREEMENT NO RFP/RFQ ORANGE COUNTY This Services Agreement (hereinafter “Agreement”), made and entered into this 22nd day of January, 2020, (“Effective Date”) by and between Orange County, North Carolina a political subdivision of the State of North Carolina (hereinafter, the "County") and Summit Design and Engineering Services PLLC, (hereinafter, the "Provider"). WITNESSETH: That the County and Provider, for the consideration herein named, do hereby agree as follows: 1. Services a. Scope of Work. i) This Agreement is for services to be rendered by Provider to County with respect to (insert type of project): Storm Water Mitigation at the Orange County Board of Elections Facility ii) By executing this Agreement, the Provider represents and agrees that Provider is qualified to perform and fully capable of performing and providing the services required or necessary under this Agreement in a fully competent, professional and timely manner. iii) Time is of the essence with respect to this Agreement. iv) The services to be performed under this Agreement consist of Basic Services, as described and designated in Section 3 hereof. Compensation to the Provider for Basic Services under this Agreement shall be as set forth herein. 2. Responsibilities of the Provider a. Services to be provided. The Provider shall provide the County with all services required in Section 3 to satisfactorily complete the Project within the time limitations set forth herein and in accordance with the highest professional standards. b. Standard of Care. i) The Provider shall exercise reasonable care and diligence in performing services under this Agreement in accordance with the highest generally accepted standards of this type of Provider practice throughout the United States and in accordance with applicable federal, state and local laws and regulations applicable to the DocuSign Envelope ID: 216C4F0B-B6EC-41B3-B861-9632C4A197DD Revised 11/19 2 performance of these services. Provider is solely responsible for the professional quality, accuracy and timely completion and/or submission of all work related to the Basic Services. ii) Provider shall be responsible for all errors or omissions of its agents, contractors, employees, or assigns in the performance of the Agreement. Provider shall correct any and all errors, omissions, discrepancies, ambiguities, mistakes or conflicts at no additional cost to the County. iii) The Provider shall not, except as otherwise provided for in this Agreement, subcontract the performance of any work under this Agreement without prior written permission of the County. No permission for subcontracting shall create, between the County and the subcontractor, any contract or any other relationship. iv) Provider is an independent contractor of County. Any and all employees of the Provider engaged by the Provider in the performance of any work or services required of the Provider under this Agreement, shall be considered employees or agents of the Provider only and not of the County, and any and all claims that may or might arise under any workers compensation or other law or contract on behalf of said employees while so engaged shall be the sole obligation and responsibility of the Provider. v) If activities related to the performance of this Agreement require specific licenses, certifications, or related credentials Provider represents that it and/or its employees, agents and subcontractors engaged in such activities possess such licenses, certifications, or credentials and that such licenses certifications, or credentials are current, active, and not in a state of suspension or revocation. vi) In determining the Basic Services to be provided, should any documents be referenced in this Agreement, the terms of this Agreement shall have priority in any conflict between the terms of referenced documents and the terms of this Agreement. vii) Should this Agreement involve project designs, the construction or creation of which is to be bid out and/or fulfilled by other contractors, and bidding or negotiation with contractors produce prices which, when added to the other elements of the approved total project cost, produce a cost that is in excess of the approved total project cost, the Provider shall participate with the County in negotiation and design adjustments to the extent such are necessary to obtain prices within the approved total project cost. All activity of the Provider with respect to these matters shall constitute Basic Services and shall be performed by the Provider without additional compensation. If negotiation and design adjustments fail to bring costs within the total project cost the County may reject all bids and Provider will redesign and/or reduce portions of the project in an effort to reduce the bid prices to within the total project cost and rebid the project. One such redesign is included within Basic Services. If this second letting for bids does not produce bids that are within the approved total project cost initially or after negotiations with the contractor the cost is not reduced to an amount DocuSign Envelope ID: 216C4F0B-B6EC-41B3-B861-9632C4A197DD Revised 11/19 3 within the total project cost, the Provider is not obligated to engage in further redesign. 3. Basic Services a. Basic Services. The Services to be rendered pursuant to this Agreement are as follows (fully describe services to be provided): As per attached proposal dated 01/14/2020. 4. Duration of Services a. Term. The term of this Agreement shall be from 01/14/2020 to Completion as per attached proposal dated 01/14/2020. b. Scheduling of Services. i) The Provider shall schedule and perform its activities in a timely manner. ii) Should the County determine that the Provider is behind schedule, it may require the Provider to expedite and accelerate its efforts, including providing additional resources and working overtime, as necessary, to perform its services in accordance with the approved project schedule at no additional cost to the County. iii) The Commencement Date for the Provider's Basic Services shall be 01/22/2020. 5. Compensation a. Compensation for Basic Services. Compensation for Basic Services shall include all compensation due the Provider from the County for all services satisfactorily (as determined by the County) performed pursuant to this Agreement. The maximum amount payable for Basic Services shall not exceed fourty four thousand and 0/100 Dollars ($44,000). Payment for satisfactorily performed Basic Services shall become due and payable within thirty (30) days of Provider properly invoicing County. Payment shall be subject to provisions of Section 5(b). b. Disputes. In the event the amount stated on an invoice is disputed by the County, the County may withhold payment of all or a portion of the amount stated on an invoice until the parties resolve the dispute. Should Provider fail to perform its duties under the terms of this Agreement, County may, without fault or penalty, withhold any payment associated with the work to be performed until such time as said work is completed. c. Additional Services. County shall not be responsible for costs related to any services in addition to the Basic Services performed by Provider unless County requests such additional services in writing and such additional services are evidenced by a written amendment to this Agreement. 6. Responsibilities of the County a. Cooperation and Coordination. The County has designated (Sandra D'Arensbourg) to act as the County's representative with respect to the Project and shall have the authority DocuSign Envelope ID: 216C4F0B-B6EC-41B3-B861-9632C4A197DD Revised 11/19 4 to render decisions within guidelines established by the County Manager and/or the County Board of Commissioners and shall be available during working hours as often as may be reasonably required to render decisions and to furnish information. 7. Insurance a. General Requirements. Provider shall obtain, at its sole expense, Commercial General Liability Insurance, Automobile Insurance, Workers’ Compensation Insurance, and any additional insurance as may be required by County’s Risk Manager as such insurance requirements are described in the Orange County Risk Transfer Policy and Orange County Minimum Insurance Coverage Requirements (each document is incorporated herein by reference and may be viewed at http://www.orangecountync.gov/departments/purchasing_division/contracts.php). If County’s Risk Manager determines additional insurance coverage is required such additional insurance shall consist of N/A (if no additional insurance required mark N/A as being not applicable). Provider shall not commence work until such insurance is in effect and certification thereof has been received by the County's Risk Manager. 8. Indemnity a. Indemnity. To the extent authorized by North Carolina law the Provider agrees, without limitation, to defend, indemnify and hold harmless the County from all loss, liability, claims or expense, including attorney's fees, arising out of or related to the Project and arising from property damage or bodily injury including death to any person or persons caused in whole or in part by the negligence or misconduct of the Provider except to the extent same are caused by the negligence or willful misconduct of the County. It is the intent of this provision to require the Provider to indemnify the County to the fullest extent permitted under North Carolina law. 9. Amendments to the Agreement a. Changes in Basic Services. Changes in the Basic Services and entitlement to additional compensation or a change in duration of this Agreement shall be made by a written Amendment to this Agreement executed by the County and the Provider. The Provider shall proceed to perform the Services required by the Amendment only after receiving a fully executed Amendment from the County. 10. Termination a. Termination for Convenience of the County. This Agreement may be terminated without cause by the County and for its convenience upon seven (7) days’ prior written notice to the Provider. b. Other Termination. The Provider may terminate this Agreement based upon the County's material breach of this Agreement; provided, the County has not taken all reasonable actions to remedy the breach. The Provider shall give the County seven (7) days' prior written notice of its intent to terminate this Agreement for cause. c. Compensation After Termination. DocuSign Envelope ID: 216C4F0B-B6EC-41B3-B861-9632C4A197DD Revised 11/19 5 i) In the event of termination, the Provider shall be paid that portion of the fees and expenses that it has earned to the date of termination, less any costs or expenses incurred or anticipated to be incurred by the County due to errors or omissions of the Provider. ii) Should this Agreement be terminated, the Provider shall deliver to the County within seven (7) days, at no additional cost, all deliverables including any electronic data or files relating to the Project. d. Waiver. The payment of any sums by the County under this Agreement or the failure of the County to require compliance by the Provider with any provisions of this Agreement or the waiver by the County of any breach of this Agreement shall not constitute a waiver of any claim for damages by the County for any breach of this Agreement or a waiver of any other required compliance with this Agreement. e. Suspension. County may suspend the Basic Services and this Agreement at any time for County’s convenience and without penalty to County upon three (3) days’ notice to Provider. Upon any suspension by County, Provider shall discontinue work on the Basic Services and shall not resume the Basic Services until notified to proceed by County. 11. Additional Provisions a. Limitation and Assignment. The County and the Provider each bind themselves, their successors, assigns and legal representatives to the terms of this Agreement. Neither the County nor the Provider shall assign or transfer its interest in this Agreement without the written consent of the other. b. Governing Law. This Agreement and the duties, responsibilities, obligations and rights of respective parties hereunder shall be governed by the laws of the State of North Carolina. By executing this Agreement Provider affirms that Provider and any subcontractors of Provider are and shall remain in compliance with Article 2 of Chapter 64 of the North Carolina General Statutes. By executing this Agreement Provider certifies that Provider has not been identified, and has not utilized the services of any agent or subcontractor identified, on the list created by the State Treasurer pursuant to G.S. 147-86.58. By executing this Agreement Provider certifies that Provider has not been identified, and has not utilized the services of any agent or subcontractor identified, on the list created by the State Treasurer pursuant to G.S. 147-86.81. c. Non-Discrimination. Provider shall at all times remain in compliance with all applicable local, state, and federal laws, rules, and regulations including but not limited to all state and federal non-discrimination laws, policies, rules, and regulations and the Orange County Non-Discrimination Policy and Orange County Living Wage Policy (each policy is incorporated herein by reference and may be viewed at http://www.orangecountync.gov/departments/purchasing_division/contracts.php.) Any violation of the Orange County Non-Discrimination Policy is a breach of this Agreement and County may immediately terminate this Agreement without further obligation on the part of the County. Dispute Resolution. Any and all suits or actions to enforce, interpret or seek damages with respect to any provision of, or the performance or non-performance of, this Agreement shall be brought in the General Court of Justice of North Carolina sitting in Orange County, North Carolina. It is agreed by the parties that no other court shall have jurisdiction or venue with respect to such suits or actions. Binding arbitration may not be initiated by either Party, however, the Parties may agree to nonbinding mediation of any dispute prior to the bringing of such suit or action. e. Entire Agreement. This Agreement represents the entire and integrated agreement between the County and the Provider and supersedes all prior negotiations, representations or agreements, either written or oral. This Agreement may be amended only by written instrument signed by both parties. Modifications may be evidenced by facsimile signatures. f. Severability. If any provision of this Agreement is held as a matter of law to be unenforceable, the remainder of this Agreement shall be valid and binding upon the Parties. g. Ownership of Work Product. Should Provider’s performance of this Agreement generate documents, items or things that are specific to this Project such documents, items or things shall become the property of the County and may be used on any other project without additional compensation to the Provider. The use of the documents, items or things by the County or by any person or entity for any purpose other than the Project as set forth in this Agreement shall be at the full risk of the County. h. Non-Appropriation. Provider acknowledges that County is a governmental entity, and the validity of this Agreement is based upon the availability of public funding under the authority of its statutory mandate. In the event that public funds are unavailable and not appropriated for the performance of County’s obligations under this Agreement, then this Agreement shall automatically expire without penalty to County immediately upon written notice to Provider of the unavailability and non-appropriation of public funds. It is expressly agreed that County shall not activate this non-appropriation provision for its convenience or to circumvent the requirements of this Agreement, but only as an emergency fiscal measure during a substantial fiscal crisis. In the event of a change in the County’s statutory authority, mandate and/or mandated functions, by state and/or federal legislative or regulatory action, which adversely affects County’s authority to continue its obligations under this Agreement, then this Agreement shall automatically terminate without penalty to County upon written notice to Provider of such limitation or change in County’s legal authority. i. Signatures. This Agreement together with any amendments or modifications may be executed electronically. All electronic signatures affixed hereto evidence the consent of the Parties to utilize electronic signatures and the intent of the Parties to comply with Article 11A and Article 40 of North Carolina General Statute Chapter 66. The following scope and fees are based on our January 2, 2020 meeting where all of the projects were discussed in great detail. We look forward to working with you to meet the needs and goals for these projects. A more detailed description of each project along with a sketch highlighting scope of work for each project is in Appendix A. SCOPE OF WORK The following Tasks would be similar for all buildings except the Motor Pool / Transportation Administration building which has more detail for plan preparation. The Motor Pool design is to include permitting drawings but not being bid at this time. The Transportation Administration Building is to include a sanitary sewer extension which will require a separate NCDENR sewer line extension permit and certification. Zoning permit (ZCP), COA and minor works applications will be included where needed within the Historic District (all but the Motor Pool facility). Task 1 – Due Diligence / Schematic Design – Concept Report: SUMMIT will perform due diligence on each site including a field walk identifying problem areas. The information gathered at these field walks will be used to develop conceptual solutions. These solutions along with Atlas Engineering’s review will be put together to generate a Concept Report. This Report will identify problem areas and recommended solutions for the problems. If proposed improvements exceed project funds, we will prioritize the list to allow the County to select what improvements should be made at this time. The construction drawings will be reviewed by the County prior to us developing bid documents. Our subconsultant Cumming will provide 3rd party cost estimating services for the proposed improvements. If costs exceed project funds, the contract documents will include alternatives for projects over the estimated amount to allow the County to get bids and determine what improvements can be built at this time. Task 3 – Contract Documents and Bid Assistance: Bid Administration – SUMMIT will prepare project specifications and bid documents. We will also assist in advertising the project, public bid opening, perform a bid review, prepare bid tabulations of the bids received, and submit a formal bid award recommendation to the County. Attend preliminary and other meetings throughout the Design and Bid process. Construction Administration – SUMMIT will provide onsite inspection personnel that will periodically monitor the contractor’s adherence to the project plans and specifications. SUMMIT will review and approve all Pay Application and facilitate the processing of any necessary Change Orders. The project team will perform a final inspection of all locations and develop a punch list. We will monitor the completion of the final punch list and review the final pay application. Task - Geotechnical services have been identified for each building as follows. Board of Elections – Six hand auger borings will be performed at the Board of Elections building and advanced to 6 feet or hand auger refusal, whichever comes first. Piezometers will be installed at two of the hand auger boring locations. Sheriff’s Office – Three hand auger borings will be performed at the Sheriff’s Office and advanced to 6 feet or hand auger refusal, whichever comes first. No piezometers will be installed at this location. Whitted Facility – Six borings will be advanced to 10 feet around the Recreation building with two piezometers installed in those borings. Four borings will be advanced to 10 feet around the Health building with temporary piezometers installed in two of those borings. One boring will be advanced to 10 feet at the dumpster area, and three borings will be advanced to 5 feet in the gravel parking lot leading to the dumpster to determine if more gravel will be required. Borings will be terminated if auger refusal occurs. DocuSign Envelope ID: 216C4F0B-B6EC-41B3-B861-9632C4A197DD 3 Orange County Transit Site – Five borings will be advanced to 10 feet or auger refusal in the Transportation Administration building and along the sanitary sewer route. One temporary piezometer will be installed at the Transportation Administration building. Four borings will be advanced to 5 feet in the Sheriff Parking Area to determine if supplemental gravel will be required. Borings will be terminated if auger refusal occurs. Transportation Building Site Task 1 – Due Diligence / Schematic Design – Concept Report: SUMMIT will perform due diligence on the site including a field walk identifying problem areas. The information gathered at the field walk will be used to develop conceptual solutions. We will meet with appropriate staff to identify what is needed to meet present requirements and future needs as well for the two areas identified in yellow on the attached exhibit. This Report will identify problem areas and recommended solutions for the problems. Task 2 – Detailed Design: SUMMIT will prepare sanitary sewer extension drawing to submit to the Town of Hillsborough for approval with the Sanitary Sewer Extension Permit. We anticipate that the following permits will be required for the project and SUMMIT will prepare and submit the applications to be reviewed by each authority. a) Town of Hillsborough Sanitary Sewer Extension Permit o A sanitary sewer extension permit will be required for providing sanitary sewer to the administration building. A NCDOT three party encroachment permit will be needed to extend the sanitary sewer within NCDOT right of way. These are the only permits anticipated at this time. If during the review process it is determined that other permits will be required, SUMMIT will assist as needed with those permits on a time-and-material basis or per an approved Change Order. Task 3 – Contract Documents and Bid Assistance: Bid Administration – SUMMIT will prepare project specifications and bid documents. We will also assist in advertising the project, public bid opening, perform a bid review, prepare bid tabulations of the bids received, and submit a formal bid award recommendation to the County. Attend preliminary and other meetings throughout the Design and Bid process. Design Surveying Services: Topographic Survey o Tie to NC Grid Coordinate system NAD 83/11 horizontal and NAVD 88 vertical by GPS and/or conventional methods as practical. o Recover/set/reference property corners as needed. o Topographic survey a strip 25’ wide from the sanitary sewer connection at NC 86/ NC 57 to the administration building. Topo 50’ around the administration building and septic tank area. o Utilities including pipe size, material and inverts to be located to extent visible and readily accessible and/or as marked by SUE utility locator service as provided by client. o Sewer manholes in intersection and next upstream or downstream structures. o Set benchmark o Provide results of survey as signed, sealed drawing and cad file. ASSUMPTIONS & EXCLUSIONS: x Additional services outside this scope of services will be provided if requested by the Client for a negotiated lump sum fee or at our standard hourly billing rates. CLIENT RESPONSIBILITIES: It shall be the responsibility of the Client to provide the following items: 1. Access to the site. 2. Decisions on critical design issues as necessary in a timely manner. 3. Payment of all invoices per conditions of the agreement. 4. Client/Owner to be responsible for the payment of all regulatory agency fees for applications, plan review and permitting. Our fee proposal is based on man-hour projections and applicable billing rates for the scope of work and schedule as described and anticipated for this project. SUMMIT proposes a lump sum fee to be invoiced monthly on a percent complete basis, with payment due upon receipt. Included in the agreement are the standard Hourly Rate Schedule and Conditions of the Agreement. If this proposal is acceptable, please execute and return a copy of the Agreement to this office. Sever, PE Senior Project Manager Attachments: Schedule of Standard Rates DocuSign Envelope ID: 216C4F0B-B6EC-41B3-B861-9632C4A197DD 7 Appendix A – Background and Detailed Scope Board of Elections Background: The Orange County Board of Elections building located at 208 South Cameron Street, Hillsborough NC was built in 1968. The location of this property is within close proximity to the Eno River and within a stream that feeds into the Eno River. The Board of Elections Building is a one-story building over a partial day-lighted basement and partial crawlspace. The building has an irregular footprint measuring approximately 87’ x 115’. Originally the basement housed the HVAC and electrical systems. Due to flooding the HVAC equipment has been relocated to the attic space and courtyard of the facility, and the electrical distribution has been relocated to the exterior. Over the past few years there have been multiple floods within the basement, then over the past year there have been environmental concerns reported within the facility. Over the past eight months Orange County has replaced the complete HVAC system, carpet, ceiling systems and remediated all organic growth found within the facility. The basement is now partially sealed with access outside the flood plain and (2) commercial dehumidifiers are operating within the crawlspace/basement to avoid future environmental concerns. Board of Elections Building Scope (200 S. Cameron Street) The primary goal of Orange County is to reduce any water intrusion or future flood damage to the existing facility. This includes the study of the existing drainage/stormwater management systems, including the runoff that overwhelms the system during heavy rainfalls. This building is located on an elevation lower than the existing roadway that provides access to the facility. This scope includes ensuring all stormwater drains are open and flowing as designed, site grading as required to move the water to the drainage system and away from the facility and installation of waterproofing as needed for reduction of water intrusion during future weather events. The scope would also include ensuring the existing ramp (located at the back of the facility) is to be removed and backfilled; the sidewalks are reinstalled to meet accessibility requirements if removal is necessary to correct site grading. All landscaping shall be restored after all construction is complete. Richard E. Whitted Complex Background: The Whitted Building Complex is located in Hillsborough at 300 & 302 West Tryon Street. The oldest sector of this complex was constructed in 1922, with additions in 1936 and 1957. The complex was acquired by Orange County in 1975. Orange County perform significant renovations during 2002-2004, included replacement of HVAC system, 2012 included Health medical and dental clinic spaces, and 2014 for creation of a new Board of County Commissioners’ meeting space and related services. The “A” and “B” buildings house the Orange County Health administrative offices, Health and Dental clinic space and Housing and Community Development departments. Major components of the HVAC system also serve the Central Recreation building which includes a gymnasium. Whitted Complex, including Whitted buildings A and B, and the Central Recreation Building. Currently the major water intrusion occurs on the ground level of building “B” Orange County Dental Clinic, north east corner of the building. Whitted Complex, including Whitted buildings A and B, and the Central Recreation Building. Orange County Sheriff’s Office Background (106 E. Margaret Lane) The Orange County Sheriff’s Office is considered a part of the Orange County Justice Facility. The original facility was built in 1954 and then the Sheriff’s office was added in 2008. Currently the uniform room located below grade has been experiencing water intrusion and humidity problems. The current uniform room was formerly used as a mechanical boiler room. Orange County Sheriff’s Office Scope (106 E. This building was occupied until early 2013 by Asset Management staff and then in January 2014 by Orange Public Transportation staff. Reported areas of exterior damage include the brick veneer infill over the entrance to the Central Recreation Building and at the walls near the northeast corner of the Orange County Dental Clinic at the Whiffed Complex. As a part of our fieldwork, Atlas will evaluate exterior wall and roof conditions above/adjacent to water intrusion or damage locations to determine if other exterior wall or roof conditions may be contributory.Atlas will access roof areas with hatches or permanent ladders,or will provide our own extensions ladders (up to a 40' extension ladder) for access. Where access cannot be obtained by these means, Atlas will communicate with Summit Design and can view these areas utilizing either our unmanned drone, or by a manlift provided by others. Fieldwork at each site will be divided into Initial and Final fieldwork. Initial fieldwork will be used to gather measurements, investigate interior conditions, investigate existing wall and waterproofing conditions/construction,observe adjacent roof and exterior wall conditions,and obtain other information as needed to evaluate the potential causes of the water intrusion and necessity of waterproofing repair or installation and to create design details and specifications for repairs. Atlas will return to the sites as needed for Final fieldwork following coordination meetings with Summit Design to confirm the intended storm water drainage repairs and other site improvements for each site and the determine the impact on exterior walls/below-grade waterproofing. Fieldwork is anticipated to include hand digging adjacent to building exterior walls to expose representative portions of existing waterproofing.Based on initial observations, destructive test cuts at masonry walls may not be necessary. If during initial fieldwork, Atlas determines that masonry test cuts may provide critical information necessary for evaluation or design, we will communicate directly with Summit Design to coordinate this work. We recommend that a contingency be included in Summit's design fees to cover the cost of this potential destructive testing. The Owner has reported issues with high moisture content in concrete slabs and associated issues with flooring finishes within the interior of two buildings (Central Recreation Center and Dental Clinic at the Whitted Complex). Evaluation of the soil conditions beneath the flooring,slab moisture content,and repair options is outside of the scope of our services.Atlas will investigate general exterior wall and waterproofing near areas with under slab moisture to determine whether there are any potential contributory conditions and will provide associated information to Summit to assist in their evaluation of flooring issues. 3. SD/Design Development Phase (25% Construction Documents): Atlas will meet with Summit Design following completion of initial fieldwork to discuss on-site observations and anticipated scope options. At this phase, Atlas will utilize aerial photos, field sketches, field photos, and building plans to communicate project scope with Summit Design. Drawings and specifications will not be submitted at this phase, however, Atlas can provide a written summary of our evaluation and recommendations for inclusion in a SD/DD phase submittal. 4. Construction Documents (75%): Submit 75% Construction Document including drawing sheets for each of the facilities indicating the locations and extents of waterproofing and building exterior repairs and a portion of the design detailing. Bidding Assistance 7. Attend Pre-Bid Meeting and respond to technical questions associated with waterproofing and building exterior repair during the bid process. Review requests for substitutions and issue addenda associated with waterproofing and building exterior repair sheets and specifications as necessary. Construction and Post Construction Phase 8. Attend a Pre-Construction Meeting prior to the start of work. Review proposed substitutions and/or changes from Atlas specifications and drawings details proposed by the Contractor. 9. Review contractor's technical submittals pertaining to waterproofing and building exterior repair to confirm conformance with the technical specifications and drawings. Return submittals to Summit with approvals or direction on additional action. 10. Perform periodic visits to the sites during construction to observe work in-progress and provide a summary email with color photographs of work in progress. • Site visits reports will discuss work in progress,observations made, and corrective actions needed.
