BACKGROUND: There are two vacant At-Large positions on the Historic Preservation Commission. The Historic Preservation Commission wishes to recommend Leonard Vogel and Jack Bernhardt to fill these vacant positions, If appointed, each would be serving first full terms, ending 03/31/2008, FINANCIAL IMPACT: None. RECOMMENDATION(S): Consider making new appointments to the Historic Preservation Commission, as the Board may desire. These candidates have preservation and/or related experience, and reside within orange County's planning jurisdiction, HPC members and Historic Preservation staff have been in contact with all three candidates. Mr. Vogel and Mr. Bernhardt are interested in serving on the commission, Their knowledge in design and archaeology will lead to a more well-rounded preservation board. Michelle Kempinski is currently serving on the Commission for the Environment and the Efland- Mebane Small Area Plan Taskforce, but would like to be considered at a later date. Please convey this to the Board of County Commissioners for their consideration in June. The candidates would fill the seats of Heath Aldridge and Chuck Cooper, who rotated off the commission in March. It wasn't the students, necessarily ar the nightlife. Instead it was the town, neighborhoods, and the small business owners and everything else that distinguishes Chapel Hill. My primary purpose in wanting to serve on the Historic Preservation Commission is that I have an understanding of the needs as well as the constraints that must be imposed in such an area/ I grew up in Salisbury NC in the historic district and I have also lived in Greensville South Carolina in a historic district there. During my tenure in college I was a member of the Ginghaul Castle, so I know that neighborhood as well. This is something that I would pursue with good faith efforts to improve the town as much as possible. I am familiar with the work of the Commission, having attended various functions over the years and purchased art from Orange County artists. The open studio tour is one of the highlights of the year for me! I am also very much aware of the need for adequate and affordable housing in the area, and I understand the delicate balances between the need for growth, the desire for historic/architectural preservation, and the financial issues that face many of our community's citizens.
