Meeting Minutes – November 19, 2015
Meeting Convened
Meeting called to order at 3:40 pm at the Central Orange Senior Center in Hillsborough, NC by

Guest Speaker, Paul Klever, Charles House
• Philosophy of Eldercare Homes – Hx: 2007ish examining non-profit mission. Identified need
for non-profit provider of LT residential care in the area.
o Certificate of Need (CON) made Adult Care Home (ACH) more prohibitive but Family
Care Home (FCH) was more accessible (need CON for ACH of 7 or more). Able to use
Continuing Engagement model in residential setting, small-scale. No corridors which
can separate residents.
o Goal “neighborhood eldercare home” “Anti-senior encampment” where the aim is to
normalize the end of life in our everyday communities
o How do we morph what we do at the Charles House Adult Day Program into
residential setting? We examined several other community models such as
Greenhouse Project, Eden Alternative. Contacted Pioneer Network, a loose affiliation
of people who are engaged in culture-change, and Action-Packed out of Wisconsin
that helps organizations change culture, mostly in Skilled Nursing Facilities (SNF).
o Big difference in regulations between FCH and ALF – ACH requires levels of
institutionalization due to the regulations. There is a different set of guidelines for
FCH which allows for more freedom of design and function. We can keep people
who are not ambulatory – which means care through end-of-life.
o Universal worker- household team members– everyone has same level of training –
uniform responsibility of meds, care, home management, etc. Lots of responsibility
for direct care workers, intimate relationship development, creativity, collaboration.
New work-life model. Allows 1:3 to 1:6 staff to resident.
• Admissions screened through the Day Program for family and resident assessment.
Financial assessment.
• Q: Is this scalable to general population? ACHs in our community are $3K - $8/mo but
Medicaid Special Assistance pays $30/day so there is a public policy deficit. Difficult to find
balance without the right financial support. Staffing is important for that. We are working
toward living wage discussions. Every $1/hr = $200/mo for the resident. There are times
when the current staff could address care for more residents but overall feels 6 is a good
number. Works well with demand flow.

• Her question: are we looking for volunteers or committee members/appointees?
o Perhaps volunteers to make visits in between our formal visitations.
o Goal to destigmatize the environment. Different communities have different level of
community engagement
• New volunteer handbook: Our committee announcement is listed on page 12
• Idea: create LTC visiting team
• Listserve to increase awareness and send announcements
• Increase church involvement? Encourage mission groups with this as a goal. Yvette,
Suzanne and Deb will draft.
• SALT visits homebound persons who are in Northern Orange County – similar
• Training and talking with interested parties before they go out
o Facilities could help identify the residents in need, dementia training
o Yvette could help with training
o Background check or references? We will revisit this.
Housekeeping – Max Mason Chair
• Senior Times? There is a weblink in the most recent Senior Times Newletter. We already
have 3 applicants.
• 3rd Thursday in January 21st, 2016 – next meeting. Dates coming.
• Annual report to commissioners is due in January
Report from the Department on Aging, Mary Fraser
• Had press conference yesterday about the Dementia Friendly Community initiative. In it’s
pilot phase, 10 businesses have expressed interest so far. After that, 90 minute training
will be available to other businesses. Businesses will come back in a year to be recertified.
New clinical service will roll out in January.
• Direct Care Worker award nominations will be opening up soon. You can nominate people
on-line and in hard copy which will help make it easier for residents to make nominations.
• Yvonne has been appointed to Advisory Board on Aging. She will attend meetings monthly
and will be our liaison.

• Will review these next meeting due to the length of the presentations at this meeting
