Strive to reach consensus first before voting Attachment 1 Orange County Commission for the Environment DRAFT Meeting Summary December 9, 2019; 7:30 pm West Campus Office Building, Room 302, 131 West Margaret Lane, Hillsborough Present: Bradley Saul (Chair), Bill Ward, James Eichel, Jody Eimers, Laura Doherty, Kim Piracci,Alan Parry Absent: Carrie Fletcher, Lynne Gronback, Matt Crook, Jeremy Marzuola Staff: David Stancil, Brennan Bouma, Chris Himi, Wesley Poole I. Call to Order Saul called the meeting to order at 7:30 pm. Il. Additions or Changes to Agenda Saul requested to reinstate CFE Activities -2019 discussion as Item IV. III. Approval of Draft Minutes from November 11t", 2019 Motion by Piracci; seconded by Parry; none opposed; motion passed. IV. CFE Activities -2019 CFE discussed current activities with a brief status update for each item. V. Annual Report/Work Plan Stancil presented changes he had made to last year's Annual Report/Work Plan and requested guidance on last two items (planned CFE activities for 2020, concerns/ emerging issues for 2020). CFE assisted completion. Motion by Piracci to approve Annual Report/Work Plan once Stancil completed requested changes; seconded by Parry; none opposed; motion passed. VI. Successes of the Rural Buffer-Update Kerina Patel and Bouma provided an update on the analysis. From 1980-2017, the results show that the Rural Buffer had limited urban sprawl as intended. Growth in Chapel Hill and Cafrboro transition zones occurred as expected. VII. State of the Environment Report Follow-up CFE discussed successes and potential improvements for the State of the Environment Report/Environmental Summit. Stancil applauded CFE involvement. VIII. Elections Piracci motioned to return Saul to CFE Chair position; seconded by Ward; none opposed; motion passed. Piracci self-nominated herself for CFE Vice Chair position; seconded by Ward; none opposed; motion passed. Recruitment Due to time constraint, Stancil will e-mail the Commissioner's latest process for board recruitment to CFE members for consideration. X. Updates and Information Items Due to time constraint, this item was postponed until the next meeting. XI. Adjournment Saul motioned to adjourn the meeting at 9:19 pm; seconded by Ward; none opposed; motion passed. Page 2 of 2 Attachment 2 DRAFT ORANGE COUNTY RIGHTS OF WAY TASK FORCE MEMBERSHIP, TENURE AND CHARGE On XXX XX, XXXX the Orange County Board of Commissioners passed a resolution recommending that all roadside and rights-of-way be managed using best practices that benefit native pollinators and native wildflowers, such as minimizing the use of herbicides, and authorized the Commission for the Environment and County staff to work with the North Carolina Botanical Gardens to encourage NC Department of Transportation, utility companies, and property owners to plan, implement, and study roadside and rights-of-way management practices that enhance habitat for native wildflowers and pollinators. The Orange County Rights of Way Task Force is being organized as a subcommittee of the Commission for the Environment. Section VI of the Orange County Advisory Board Policy permits Advisory Boards to form special purpose subcommittees. CHARGE To build on the momentum of the XXXX resolution by accomplishing the following: • To gather, exchange and share information on rights of way management within Orange County; • To foster communication between the rights of way managers, the North Carolina Botanical Gardens, and Orange County on future opportunities and collaborative ventures; • To provide a coordinating mechanism for rights of way management within Orange County; • To develop and coordinate public education and public outreach on rights of way management (coordinated brochures, etc). MEMBERSHIP • Orange County Board of Commissioners (one member, or designee of Board) • Orange County Commission for the Environment (up to two members) • Duke Energy (up to two members) • Piedmont Electric Cooperative (up to two members) • NCDOT (up to two members) • PSNC energy (up to two members) • NC Botanical Garden (up to two members) • At large: (three members) At large members will be people with specific expertise such as knowledge of rights-of-way biodiversity and/or Orange County residents. TENURE AND MEETINGS The task force will work for three years (March 2020-March 2023), providing yearly updates and a final report in March 2023. After three years, the task force membership may propose to extend the tenure. The task force will meet three times a year (fall, winter, and spring).
