BACKGROUND: Funds were included in the 1999-2000 CIP and the 2000-2001 CIP to replace the dental operatory stations (chair, instruments, etc), sterilizers and x-ray units at the dental clinics in Hillsborough and Carrboro. The equipment that is to be replaced is 20 years old and is in constant need of repair. Attached is a listing of the equipment to be purchased. Under certain circumstances, North Carolina General Statute 143-129 allows local governments to make purchases without a separate bidding procedure. This type of acquisition can be made from any contractor that has, within the past 12 months, contracted to furnish the item to: (1) the federal government or any federal agency; (2) the state of North Carolina or any agency or political subdivision of the state; or (3) any other state or agency or political subdivision of that state, if the contractor is willing to extend the same or more favorable price and other terms to the local government. This process is called "piggy-backing" a bid. Staff proposes to "piggy back" on Clay County's bid that was awarded to Thompson Dental Company of Raleigh, North Carolina on August 11, 2000. For your information, the specific brands and models of equipment were recommended by the Dental School at UNC-CH. Also, the new equipment is identical to that used by the Dental School at UNC-CH. Cost of the equipment is $64,008.00. Pursuant to the statute, Orange County advertised its intentions ten (10) days before this meeting. FINANCIAL IMPACT: Total cost of this action, if approved by the Board, would be $64,008.00. Funding is available in the Equipment and Vehicle Replacement Capital Project as approved by the Board of Commissioners in June 2000.
