AGENDA ITEM #5 : ITEMS FOR DECISION a . Lands Legacy Action Plan for 2002 -2003 Shaw explained the importance of advisory board , input into the Lands Legacy Action Plan process and encouraged the HPC to discuss and recommend ideas for cultural and archaeological sites that could be included in the 2002 -2003 Action Plan process . The plan will identify natural and cultural areas that the County will work on protecting through land acquisition or other means during . fiscal year 2002 -2003 . Once the various advisory boards identify and recommended specific projects , ERCD staff develop a draft Annual Action Plan for the Board of County Commissioners as part of their retreat materials in December . Subject to the BOCC ' s review and revision the Annual Action Plan is expected to be adopted concurrent with Capital Improvement Project discussion in May 2002 . Draft September 26 , 2001 HPC minutes Pagel of 4 2 Shaw reviewed ' the Lands Legacy program from its adoption in April 2000 to its most recent acquisition and explained the Annual Action Plan (AAP ) process . The AAP includes goals , a summary of advisory board comments , specific action objectives , and a priority list of land acquisition and protection projects for the coming year . Shaw gave a report of actions from previous plans and noted that during the first two years of the Lands Legacy program , the county had acquired 482 acres of new parkland and protected another 70 acres of farmland . Funding sources included the 1997 Park Bond and over $ 1 . 1 million in state and federal tgrants , The following projects listed below were identified in the Lands Legacy Action Plan . Some of these projects included cultural/resource protection components , such as the protection of a 19th century chimney/homesite at McGowan Creek , a well - preserved 1920s farm house and associated outbuildings at the Cate Farm and a 19th century cabin also at the Cate Farm . • McGowan Creek Preserve 63 acres • Little River Regional Park 136 acres • Chapel Hill Township Park 149 acres • Seven Mile Creek Preserve 134 acres • Walters Farm Agricultural Easement 70 acres Also completed this year was an archaeological survey of the Little River park property, which will help the County to protect sensitive cultural sites and provide valuable information for interpretation . When evaluating potential acquisition sites , staff will consider how specific properties fit within the context of long -term trail linkages with existing parks and areas listed in the Joint Master Recreation and Parks Work Group Report as well as possible school sites for school/park co - location . Staff will continue to aggressively pursue grants to fund projects , and solicit the involvement of partner agencies , wherever possible . Shaw gave a partial year performance report on the Land Legacy program . • Received grants of $ 1 . 14 million toward land acquisitions as follows : • 377 , 000 from the Clean Water management Trust Fund and $250 , 000 from the NC Parks and Recreation Trust Fund for land acquisition for the Little River Regional Park and Natural Area . Also received a grant of $ 262 , 000 from the federal Land and Water Conservation Fund for development of the park . • Purchased the Orange County portion ( 136 acres ) of the proposed 391 - acre Little River Regional park and Natural Area . • Closed on the McGowan Creek Preserve , a former Duke Forest landholding purchased from Duke University , using $ 143 , 000 in grant funds from the Clean Water management Trust Fund . • Received grant of $ 107 , 000 from Farmland Preservation Trust Fund for farmland conservation easement on Victor Walters ' s farm in Cedar Grove Township . • Received grant of $ 5 , 000 from the NC Natural Heritage Program for an update of Orange County' s inventory of Natural Areas and Wildlife Habitat . • Established the Orange County Land Conservation Alliance , bringing together staff from partner entities in land conservation to share information for potential collaboration on resource protection projects . The following objectives for Orange County acquisition or protection of cultural or archaeological sites are listed in the current action plan for Lands Legacy ( FY 2001 -02 ) . 1 . Continue efforts to accomplish preservation of cultural and archaeological sites associated with parkland acquisitions during this timeframe . 2 . Develop a plan , and identify acquisition priorities for proposed " heritage corridors" in central Orange County, a multi -year objective of protecting colonial and pre-colonial historic sites and roadway corridors , such as St . Marys Road , Indian Trading Path , John Lawson Trail , historic Grayfields , prominent Revolutionary War battlefields and other areas . Draft September 26 , 2001 HPC minutes Page 2 of 4 3 3 . Conduct or support research on possible location and significance of Grayfields , site of the first County of Orange court — in preparation for the upcoming 250th anniversary of the County (2002 ) . Regarding the proposed Parks and open Space Bond in November , as projects are developed for this bond , they will be added to the final version of this Annual Action Plan . Shaw noted that input from the HPC to develop the Lands Legacy action plan for FY 2002 -03 could be in the form of specific projects or general guidance . These recommendations should be finalized and adopted at the HPC ' s October meeting . Last year the HPC recommended that the County work with the owners of the Chatwood and Faucette Mill historic sites to protect the combination of cultural and natural features on those properties . Staff has initiated some actions along those lines even though they were not included as specific projects in the 2001 - 02 plan . The HPC also recommended preserving historic and archaeological sites through parkland acquisition , whenever possible . Shaw pointed out key points for the HPC to consider in planning for 2002 - 03 : • November 2001 bond package for Parks , Recreation and Open Space Bond would provide up to $ 7 million for the County to acquire priority lands with natural and or cultural resource significance through the Lands Legacy program . • The BOCC has pledged to obtain $ 3 million in " private placement" funds for purchase of conservation easements on properties not suitable for public access . Possible recommendations to consider were identified as . 1 . Continue efforts to accomplish preservation of cultural and archaeological sites associated with parkland acquisitions . 2 . Identify the protection of Faucette Mill historic sites as specific project on the priority list of projects to be pursued in 2002 - 03 . 3 . Identify the protection of the Smith - Cole house as a specific project priority . 4 . Protection for the Halls Mill property ( documentation of the main house ) and dam 5 . Establishing a fund or budget line item within the Lands Legacy program to cover the costs associated with preparing a preservation plan for historic structures on acquisition sites , including maintenance . 6 . Set up a framework in the Lands Legacy program for the HPC to prepare comments about the use/significance of historic structures on acquisition sites . Members discussed the importance of stewardship responsibilities for acquired cultural resources and strategies of getting decision making groups to recognize those responsibilities including ideas about importance of heritage trees regarding clear cutting for school sites , restoration and reuse instead of demolition , and getting funding for protection of those properties . HPC members also expressed a desire to formally visit sites as a group . Moon asked HPC members to review the information regarding the Lands Legacy Action Plan for 2002 -2003 and to come to the October meeting prepared to discuss any sites they wish to recommend for inclusion in the plan and adopt their recommendations at the October meeting . AGENDA ITEM # 6 : ITEMS FOR DISCUSSION a . Heritage/Scenic Corridor program ( revised map at meeting ) Moon showed the HPC a new map reflecting the group ' s most recent effort capture a more precise depiction of potential viewsheds suitable for easements for the pilot heritage/scenic corridor . Moon noted the importance of creating a map that would illustrate the overall corridor concept so that the community can make an educated decision on whether or not they wish to pursue the program . Price asked about ways to better integrate the Native American community into the corridor program . Moon referenced Tom Magnuson and the Indian Trading path organization as a possible partner in the project . Price offered to contact John Jeffries for information . Underwood asked about a possible link to Stagville in Durham County . Rich also described some of the current projects underway and that we hope to accomplish by June 2002 . ERCD staff seeks input from the HPC for developing the Lands Legacy Action Plan for FY 2002 - 03 . That input can be in the form of specific projects or general guidance . The plan will identify natural and cultural areas that the County will work on protecting through land acquisition or other means during the next year . Recommendations from the HPC should be finalized at your October 24 meeting so that a draft Action Plan can be prepared and submitted to the BOCC for consideration at its annual December retreat , ERCD staff will use HPC recommendations along with those from the Commission for the Environment, Agricultural Preservation Board , and Recreation and Parks Advisory Council to develop the Action Plan . Comments from September 26 The following points were offered and discussed by the HPC at your last meeting : • Still interested in the protection of the Faucette Mill area . • Interested in the protection of the Smith - Cole house and grounds . • Interested in the protection of Halls Mill dam . • Interested in making sure funds are available for protecting historic structures on lands that County acquires for parks and open space protection ( e . g . , structural protection , professional evaluation/cost estimates, restoration when feasible/appropriate) . • Interested in advising BOCC that County needs to protect historic structures on County property . (A memo to BOCC and County Manager was proposed . ) • Continue to acquire parkland that has a historic component . • HPC is interested in making site visits (field trips) to Little River Park, Cate Farm • HPC would like to be involved in planning Chapel Hill Twp , District Park (Cate farmstead portion ) ; perhaps have a seat on planning committee . Please consider . these and other thoughts you might have for discussion at your next meeting . 1 ) Continue efforts to accomplish protection/ preservation of cultural and archaeological sites through parkland acquisition , whenever possible . 2 ) Begin to implement the plan (to be developed in FY 2001 - 02) for the protection of " heritage corridors " in central Orange County . [This is intended as a multi -year objective of protecting colonial and pre- colonial historic sites and roadway corridors , such as St . Mary's Road , Indian Trading Path , John Lawson trail , historic Grayfields , prominent Revolutionary War battlefields and other areas . ] 3 ) Identify protection of Chatwood and Faucette Mill historic sites as a specific project on the priority list of projects to be pursued in 2002- 03 . 4) Identify protection of the Smith - Cole house as a specific project priority . Other potential HPC recommendations for ERCD or BOCC consideration The following are some general recommendations the HPC might want to consider making based on discussion from your September 26 meeting . • The County should involve the HPC in evaluating the potential future use of historic/cultural resources found on lands acquired by the County . Examples include the Laws house (future Little River Regional Park) the Cate farmstead (future Chapel Hill Township Park) , and the 19t" Century log cabin (future Chapel Hill Twp . Park) . • The County should protect significant historic structures and other cultural resources identified on lands that County acquires for parks and open space protection . Specific Sites of Cultural or Archaeological Significance : • The Faucette Mill area , including Chatwood and its surrounding property • The Smith - Cole House • The Halls Mill House , particularly the dam site General Points of Consideration : • Protection/preservation of cultural and archaeological sites whenever possible • Protection of " heritage corridors " New Areas of Focus : The HPC encourages the acquisition of sites with historic structures so long as those structures are appropriately preserved and maintained , in a way that retains their historic character. The HPC would like to see the following items incorporated into the existing Lands Legacy program to ensure the proper stewardship of historic structures : • A framework to provide the HPC with the opportunity to formally visit sites with historic structures and prepare comments about the significance of the buildings and their future use , particularly if demolition is being considered . • The establishment of a fund or budget line item within the Lands Legacy program to cover the costs associated with preparing a preservation plan for- historic structures on acquisition sites . This plan would include the costs associated with repairs for continued use or adaptive reuse and long -term maintenance . • The HPC would also welcome the opportunity for a seat on the planning committee for those sites that retain one or more significant structures . i The ALLIA:,, , CE for HIST, OKIC HILLSBOROU& GH t IF Historic Hillsborough Sites Become Extended Classroom Envision Historic Hillsborough as a school and its public historic sites as classrooms . This is the concept that the Alliance for Historic Hillsborough is fostering for our area schools, Through the generosity of the F.M. Kirby Foundation and the Hillsborough Tourism Board, the Burwell School Historic Site and the Orange County Historical Museum are putting the finishing touches on two collaborative curriculum-based programs that will be offered to Orange County teachers in early 2002 . i This past summer the Orange County Historical Museum and the Burwell School Historic Site shared an intern whose work focused on developing a teacher' s packet that would include lessons for the classroom that tie into on-site field studies : Intern Sarah Rudisill, a thirteen year veteran of the classroom, and currently pursuing her certification as a Curriculum i Instructional Specialist and an Ed.D . in Curriculum and Instruction, developed the lessons from the perspective of the teacher. The lessons are multidisciplinary in that they show teachers how historic sites can be used to teach not only social studies, but math, literature, science, art and music, The programs at the two sites build upon each and cover Hillsborough's history from the Native American period to the beginning of the Civil War, Future programs will include Reconstruction, industrialization and the development of mill village, and other topics relevant to other Hillsborough/Orange County history . The Alliance for Historic Hillsborough will coordinate the programs for area teachers by serving as the contact for information, scheduling and dism'bution of the teachers ' packets. We will also maintain a database on teachers who are using the programs , The Alliance itself has been awarded a grant from the F. M. Kirby Foundation to develop a curriculum based education program that focuses on the Hughes Academy and the Norwood Jones Law office. This programs, which is projected to be added to the teacher' s packet Fall 2002, covers the early 1800s and the period of reconstruction after the Civil War. F - 5..n . r.'?a. r -F - ASS, - ,? : .A • - r ` The Alliance Welcomes New Staff The Alliance for Historic Hillsborough welcomes new staff to the Dickson House, as well as the Historic District Commission, Historic Hillsborough Commission, and the Orange County Historical Museum. Todd Fitzpatrick joined the Alliance/Visitor Center staff in August as the new Office Manager. A native of Connecticut, Todd has lived in Hillsborough for about three years. He received a degree in history from the University of RI. and served in the military for four years. As office manager, Todd brings a lot of database and inventory control management to the organization and has brought a lot of new ideas for our gift shop. With wife Meghan and 2 yr. old son Charlie, he has been bard at work renovating their turn of the century house in West Hillsborough. The Town -of Hillsborough has recently hired a new planner, Margaret Schucker, whose responsibilities include the Historic District and Commission, the Parks and Recreation Board and other "environmental" planning activities. A native New Yorker, Margaret and her family have lived in North Carolina for six years. She has a degree in landscape architecture and a minor m architecture/architectural history from N. C. State. Prior to joining the staff ' the Hillsborough Planning Department, Margaret was an intern in the office of the Raleigh Historic District Commission, She has lived in several older houses over the years and has practical, first Band knowledge of the rehabilitation of historic buildings . ' As the Historic Site Coordinator since mid-August, Katherine Malone-France serves as the Executive Director of the Burwell School 'Historic Site, assisting the Historic Hillsborough Commission with its programming, site maintenance and operation, and development Ms. Malone France holds a Masters degree in Historic Preservation from the University of Georgia, where she was a member of the national honorary historic preservation fraternity, Sigma Delta Tau. Ms. Malone-France graduated cum laude from Wofford College with a B .A. in history . She previously served as a preservation planning intern at the Northeast Georgia Regional Development Commission and as the manager/buyer for Rake, Inc. of Claremont, CA. Ms. Malone France is married to Derek Malone France, PhD ., an Andrew K. Melon fellow at Duke University. The couple resides in Cariboro . Ernest Dollar, who began wow in early September as the first Executive Director of the Orange County Historical Museum, is a Durham native who attended high school at C.E . Jordan High School. He attended the University of North Carolina at Greensboro graduating in 1993 with a B ,F ,A. in Design and a B . A. in History. Dollar attended graduate school at the College of Charleston in 1996 . He is very active in local history and organized a historic highway marker campaign in 1998 for the Battle of Morrisville in Wake County . Ernest has been working at the Bennett Place Historic site since 1993 and has worked in several historic sites in North and South Carolina including Middleton Place National Historic Site and Charles Towne 1670 'n Charleston, South Carolina. He has recently worked at SAS Institute on an interactive Civil War CD ROM project where he worked in conjunction with The History Channel. Dollar first became seriously interested in history through local archaeology, especially in sites dealing with the American Civil War. Since 1993 he has been a •living historian portraying this period, presenting programs to school groups, and programs at local historic sites . "I hope to .bring the Orange County Historical Museum into the 21st century and make it the best museum it can be. Our county has so much history that we need a place where anyone can come and really learn about our rich and colorful past. I am very excited to be working at the museum and encourage members of the community to come down and get involved " In addition, Dollar sees many areas of involvement for members of the community to become in involved. He adds, "The doors are always open to people who want to be a part of revitalization. We are looking forward to growing and bringing in some new exhibits and some fantastic new programs that wilLbe open to everyone, in_ the community . I think we will have something for everyone . Kirby Foundation. The Alliance has planned to implement a pilot project composed of four project areas directed toward residents and visitors, educators and students as a means of promoting the special qualities of Hillsborough By exposing students to our historic structures, they will learn fast hand the history of their community and develop an awareness of the importance of preservation efforts. In addition to school groups who are searching for creative ways to complement classroom studies, the majority of visitors to Hillsborough are heritage tourists who typically demand a quality, authentic historical experience. The Alliance recognizes the importance of continually updating Hillsborough' s tourism programs to meet visitors ' expectations . The four project areas are a heritage education pilot project, a historic site use plan, visitors center exhibits, and living history events. Through the Hughes Academy : The Heritage Education Pilot Project, the Alliance seeks to increase awareness and use of the Hughes Academy, a two-room school built in the mid4860s and known as a " Classical and Mathematical School" that taught both boys and girls . Its graduates were so solidly educated that they were accepted into the University of North Carolina without examination. Because of its historical significance , the Preservation Fund of Hillsborough purchased the structure in 1990 and moved it from its original location to Board of Education property in the downtown historic district of Hillsborough The restored school is unstaffed and opened by appointment. The Hughes Academy Heritage Education pilot project will result in educational. activities and materials for the fourth grade level. A Project Committee composed of public history professionals, educators and Alliance staff will work together on the design of the project that will provide teaching materials including a sample lesson plan the Hughes Academy; a marketing plan including the development of a brochure guide and suggested classroom activities using and "open house" for area teachers; and, evaluation materials to determine program effectiveness through teacher and student input. The program' s marketing plan will allow for the distribution of information on education programs available in at the Hughes Academy and other historic sites such as the Burwell School and Museum i A historic site use plan for will be developed for sites such as the Hughes Academy, Norwood4ones Law Office and Cameron Estate Ice House . The sites, which are unstaffed, in close proximity to the Visitors Center, and have either been recently restored or are undergoing restoration by the Preservation Fund of Hillsborough, present exciting possibilities to our community and those who visit. The use plan will consider various ways to provide access to these sites by visitors on a more regular basis and may include the publication of informational brochures and inclusion into existing tours . Permanent exhibits will be developed for the Visitors Center that will introduce visitors to the history of the Alexander Dickson family, the significant Civil War event that signaled the end of the conflict in April 1865 , and architecture. The house, built in the 18th century , is on the North Carolina/South Carolina Revolutionary War Trail, the North Carolina Civil War Trail, and is visited by over 10,000 people annually. Alliance staff will work with interns and consultants to provide research and exhibit ideas . Architect David Black and contractor Dean Ruedrich have been hued to oversee the restoration of this 1855 brick lined pit that is very rare in North Carolina. After the brick walled pit is restored, an appropriate ice house will be constructed to cover it. The details of public access and interpretation will be an important aspect of the ice house design: This project will be completed in two phases over a period of 2-3 years. The effort to raise funds for this project is underway. The Preservation Fund of Hillsborough is intent on preserving our local historic architecture and landscape . Donations Sought for Burwell School Historic Site In an effort to bring 19th century Hillsborough to life for visitors to the Burwell School Historic Site, the Historic Hillsborough Commission is searching for small personal and household items that reflect the life of the site ' s occupants (family, slaves, and students) from the period 18304850. Examples of such items include a man' s and woman' s watch and chain, glass inkwells, ash buckets, wash pitchers and basins, medicine or remedy chest, and laundry baskets . These period items are being placed around the house to provide an authentic "lived-in" look for daily tours, the heritage education program for area schools, and special event programs including reenactments. Items will also play an important role in the hands -on activities for school children. Elizabeth A. Fenn is the first historian to reveal how deeply Variola affected the outcome of the War of Independence, and why it caused a continental epidemic, affecting the lives of virtually everyone in North America from Florida to Alaska Elizabeth A. Fenn, a resident of Hillsborough, teaches history at George Washington University. She is also the co-author of Natives and Newcomers with Peter Wood. Metal sculptors Bill Flinn and Emily Lewis have almost completed the metal decorative arches to be installed at either end of the alley space. A masonry contractor is now being secured to begin the installation of the surface pavers and creating the footings that will anchor the arches . Other plans include purchasing benches and container trees/plantings to complete the project and make it more inviting for the public enjoying downtown. The project, sponsored by the Town Center Group and funded by the Hillsborough Tourism Board, is part of the downtown streetscape improvements plan developed by the Town Center Group with the help of the Alliance for Historic Hillsborough, the Tourism Board and the N.
