HISTORIC PRESERVATION COMMISSION April 26, 2000 Members Present : Tom Allison , Chair Jean Anderson Carolyn Connor Rob Golan Heath Aldridge Dale Georgiade Staff Present : Tina Moon , Preservation Planner Carol Crawford , Administrative Assistant Public Present : Unknown History Student AGENDA ITEM # 1 : CALL TO ORDER Chairman Allison called the meeting to order at approximately 7 : 00 p . m . and welcomed new members, Health Aldridge and Dale Georgiade , AGENDA ITEM # 2 : CONSIDERATIONS OF ADDITIONS TO AGENDA Moon reported a call received from John Singleton , owner of the Riggsbee Rock House, asking about Local Landmark Designation ( LLD) signs . The HPC had considered signs in the past, consisting of the name of the house and a small description . Singleton thought that a committee was to design the signs and wondered if it had ever materialized . Allison reported that the HPC had discussed this issue at one time and concluded that some owners did not want their property identified as a LLD . Signs could be installed , however at the owner's request . The HPC discussed having a system similar to the National Register plaque program , where the property owner purchases and installs the sign . It was noted that the HPC could design the format and wording of designation to encourage unity and affordability . However, it would be too expensive to include descriptive site information , other than the name and perhaps date of construction . The possibility of researching the signage used by the state was recommended . Anderson suggested that a list of the LLD properties with descriptions be made available to the public at the ERCD . AGENDA ITEM # 3 : APPROVAL OF MINUTES a . March 22, 2000 Anderson noted corrections for spelling . MOTION : Connor moved to approve the minutes for March 22, 2000 with noted corrections . Moon reminded the commission that as a requirement of the Certified Local Government at least two members of the HPC and one staff member are required to attend at least one educational/informational meeting or workshop per year pertaining to issues of the commission or linked to historic preservation . Workshop and training opportunities are included in the agenda packets . AGENDA ITEM # S : ITEMS FOR DISCUSSION a . Design Guidelines (Samples will be available at the meeting . ) The HPC reviewed design guidelines from other counties, where concepts are described verses a do/don 't do list . Allison noted a recent article about Hillsborough 's hiring a consultant to rewrite their guidelines . Moon volunteered to bring in a sample of the Greensboro guidelines written by same person for HPC review . The importance of having the guidelines in place to distill fears of new designations was discussed . The idea of using other county guidelines as , a boilerplate format was favored and staff was instructed to investigate copyright issues and report back to the HPC . A document that is user friendly and encourages property owners to preserve character was noted as the preferred approach . The HPC previously developed an evaluation and ranking form for historic property in the county . Allison requested staff to locate the evaluation form and bring it to the next regular meeting for review . Staff was directed to begin developing guidelines for HPC review and revision . b . St. Mary' Road Corridor Preservation Planning Study Update Moon reported that the St. Mary's Road agenda item was postponed several times before being submitted as a part of the County Manager's Updates . Staff sent a cover memo explaining the events and forwarded the surveys to the BOCC with a synopsis and a summary of tools discussed by the ERCD staff. Staff is awaiting feedback from the BOCC before proceeding further . The next step might be to have a HPC meeting in the St . Marys community and invite local residents to participate . c. Local Archaeology Update Moon reported that the Town of Hillsborough has a report forthcoming and has requested a copy or overview about archeological discoveries uncovered during the construction of the reservoir . Moon reported a visit from Trawick Ward , an original HPC member and archeological professor at UNC . He is scheduled to begin work at Ayr Mount this summer to look for outbuildings and has done archeological studies on other sites in the county . He could give a talk to the HPC regarding the value of archeology and how it fits into the preservation concept . Orange County Historical Architecture Manuscript N The HPC discussed enhancement ideas including which photos to use in coordination with the manuscript, cover ideas, interior photos and floor plan diagrams . Georgaide produced excellent exterior and interior photos of the Cabe Pratt Harris House, which the HPC agreed should be used in the book . Anderson shared several photos and slides of important sites in the manuscript . After deliberation of several photos the HPC decided to have staff recommend suitable photos from the files and present to the HPC at a later time . Moon to submit a media request for photos again . Other ideas were discussed o including important missing historic styles such as, ( log buildings) , a map showing the county boundaries suitable for the section that talks about how the county was formed , an early map that shows the Wagon Road , and the importance of these to have a exemplary end product . Allison endorsed use of archival photos in the manuscript and using the standard photos in the inventory section . AGENDA ITEM # 6 : INFORMATIONAL ITEMS a . Other projects include publishing of a Historic Architecture manuscript.No National Register nominations were feasible for 1999-2000,but pursuit of a possible Local Landmark Designation is ongoing.Likewise,the Hist rpcprxxafion Commission has opted not to pursue a CLG grant in this eyele,looldng to consider-new potential applieations next year-w4th the new Land Use and Preservation Planner hired in Deeember .The objectives in this goal for FY 1999 200 2000-2001 are consistent with revisions made last vear to the ge�4 in fall of 1998.Proposed areas of focus for FY 2001 will include working toward completion of the History-of Orange County Architecture manuscript,recommendations on the St.Mar_y7's Road Corridor,and design guidelines for Local Landmark program(as required by the State Historic Preservation Office),and consideration of a potential CLG grant submittal(if a feasible project is available). FINANCIAL IMPACT/RESOURCE REQUIREMENTS Completion of this goal will involve both local and grant funding(if available). A grant of$ ,nnn has been received for-the c+ Nora Rea pr-ojeet,with$6,000 in County funding and$10,000 for loea4 landmark designatiOns approved in the FY 99 00 budget. Speaker of the House James Black On Friday the Capitol will host a Lecture series and reception featuring a distinguished panel of Dr. Jeffrey J Crow Carol C. Henderson experts who will discuss the restoration of the Capitol. Former president of the State Capitol Foundation and current chair of the State Capitol Advisory Committee John Sanders will provide a background on the history and construction of the Capitol. New Bern architect Paul Stephens, 1999 recipient of the Robert E. Stipe Award, will moderate a discussion between historical paint analyst George Fore* piaster restoration specialist Brian Ewing, and historical finishes expert Philip Ward about their efforts to restore the Capitol to its early appearance. After a reception on the grounds, William Seale, co-author of Temples of Democracy, a comprehensive history of the nation' s capitols, will discuss the North Carolina capitol in relation to the history of capitols in the United States from colonial times to present_ On June 10, 1840, the citizens of the state celebrated with a barbecue on Capitol Square. Bring your family and friends to the Capitol to relive this exciting day with food and entertainment throughout the afternoon.
