April 19 , 2000 COPIES : Dave Stancil, Director, Environment and Resource Conservation Department Our next meeting is scheduled for Wednesday, April 26 , 2000 at 7 : 00 p . m . in the Planning and Agriculture Center conference room . Hopefully all three new members, Heath Aldridge, Dale Georgiade, and Hugh Halsey will be in attendance . I have included updates on several current issues under items of discussion . I will bring some examples of design guidelines from other communities to help the HPC to begin to envision guidelines that would be suitable for Orange County. Information regarding the St. Mary ' s community meeting has been submitted to the Board of County Commissioners . The HPC may wish to consider scheduling the May meeting in the St. Mary ' s community to discuss potential approaches to preserve the corridor with local residents . To date, all discussion regarding the St. Mary ' s Road corridor have been informational only . We are a long g way from preparing any proposals or plans . The archaeology information is an update from our previous discussion at the last meeting . The core of this meeting should be our work session on the architectural history publication . I will bring the files of properties listed within the overall architectural history portion of the manuscript . AGENDA ITEM #2 : CONSIDERATIONS OF ADDITIONS TO AGENDA The HPC discussed the house that Hilda Brody had called staff to find out about. It being the Mason Hall house was ruled out . Anderson to call Ms . Brody and get more details . Moon asked to add a Lands Legacy Program presentation to the evening agenda . AGENDA ITEM #3 : APPROVAL OF MINUTES a. February 23 , 2000 MOTION : Anderson moved to approve the minutes for February 3 , 2000 . Seconded by Connor . VOTE : Unanimous , AGENDA ITEM #4 : CHAIR COMMENTS Chairman Allison commented that some houses were left off the original inventory because of their poor rY condition at the time the inventory was done and at the discretion of the group who did the inventory . Staff asked if there were other sites that were left off that should have been included . Moon suggested that the s a p inventory . n HPC make a list of those site and update the invento . The HPC said that the condition o d ion of a house should not have kept it off the original inventory and gave an example of Chatwood . Golan reported that a historic barn on Bane Road across from the Taylor place completely burned last week . The barn was noted as quite unique . The importance of photographs of historic inventoried sites was noted . AGENDA ITEM #5 : ITEM FOR DISCUSSION a. St. Mary ' s Road Corr' dor Preservation Planning Study Moon gave a brief report of the neighborhood informational meeting organized by Nels Anderson held February24, at the St . Mary ' s Church at 7 : 30p . m . Conner thanked and applauded staff on the information Draft HPC 3/22/00 Minutes 1 Last updated 04/ 19/00 00 and format presented to the St. Mary ' s group . Staff discussed possible preservation tools at the neighborhood meeting including : regulations such as down zoning and/or adding criteria to flexible development, honorary programs such as national register and local landmark designation, financial incentives , and other innovative programs such transfer of development rights . Feedback from residents was received about the study conducted concerning fieldwork techniques . One resident suggested that staff pursue oral histories and commented that there were some inaccuracies in the St. Mary Road Corridor Report . It was also noted that supportive neighbors prompt others to be interested . Land Use, Zoning & Tax questions were acknowledged as always being topics at community meetings . One idea suggested by Conner was for staff to write a one page informational letter to be distributed to residents in the proposed St . Mary' s Corridor with information about the different preservation tools and techniques to encourage participation as she had received calls from other interested neighbors . b . Orange County Historical Architecture Manuscript Moon reported talking with Barbara Williams about a more accurate estimate of the publishing costs for the Orange County Architectural History . A publication of approximately 200 finished book pages should run about $ 30 , 000 . We have $ 5000 from an Archives & History Grant . If we can come up with a $ 10 , 000 matching grant and another $ 5 , 000 to $ 10 , 000 in subscriptions or other funds, we should be able to fund the project. We need to do some more work on the book and finalize the cost estimates then work on fund raising and grant cycle completions . Barbara Williams offered to come and talk to the HPC on how to get started . First off, we need to get the materials together and review Rick Mattson ' s inventory entries and begin selecting photos . We also need to design the actual book layout. Moon expressed concern over advertising for more documentary photos before the commission was ready to make final selections, because of the potential for the county to lose or damage a family photo . Anderson suggested having copies made for all suitable photos so that the originals could be returned to the owners as soon as possible . Golan volunteered to provide his scanning equipment to help with this task . Moon reported that a Mr . Griffin had contacted staff from the first newspaper article requesting photos and has promised a collection of photos for use in the publication . The inventoried site photographs were discussed, including needing interior photos and better essays to match the photographs . An example was given of a house off of Old Hwy 10 where the developer had asked the HPC to look at the house . The inventory description stated "Chinese Chippendale Balustrades, " however, it was a 1890s house with some lattice-type balustrades . The house appeared to be built as much as 30 years later than reported in the survey entry . A list of sites selected for inclusion in the manuscript was located and staff had highlighted sites that Mattson had written essays for and noted that some descriptions written by surveyor need improvement. The HPC noted that they had not decided which photos were to be included previously . Golan suggested getting technical support with photo preparation donated from newspapers to cut the cost of printing the book . Anderson suggested going through Mattson ' s manuscript, pulling photos of the places mentioned and putting them aside with the manuscript. Then, looking at the ones not mentioned and to see there are additional photos that we think should be included . Finally reviewing the essays and making a list of the ones that need to be worked on. These preliminary decisions should be made before we ask Ms . Williams to meet with the HPC to work on putting the information together . Another item noted was that houses that had been demolished burned, collapsed should be noted in the essays . Golan reported speaking to someone at the Orange County Historical Museum regarding old photos . Anderson volunteered to contact Marion Jackson at the museum to find out more information . Trading path Preservation Association Newsletter Discussion in different aspects of the suspected tails or paths of the Indians . How do you detect an Indian path or trail? Consequently they traveled a lot by water — does that make all such trails a trading path? To preserve the large scale of lands involved in these paths would not be likely . " The beautiful 100- acre site includes the mill complex, 32 houses , the mill store, office, and other associated buildings , most dating from the early 1880s . In 1997 PNC purchased the Glencoe property in a bargain sale, thanks to a generous donation from Sarah H• Rhyne of Graham. Built along the Haw River in Alamance County, Glencoe Mills , Inc . was begun in 1880 by James H. and William E. Holt. At its peak, Glencoe mill village had more than 50 houses . The mill closed in 1954, and through the years the mill- village gradually was vacated. A new sense of place . Glencoe mill village is reawakening. Since the Open House in May 1999, seven houses have been sold. Hodges Road, once an abandoned back road, has been paved. Glencoe now has water and sewer lines , providing a real lifeline for this his- toric village . And soon a comprehensive streetscape restoration plan will be implemented with funding from the Federal TEA-2l program, administered by the INC Department of Transportation , Since1939 Preservation North Carolina has protected and promoted hundreds of build- , ings and landscapes important to the heritage of North Carolina. Crow, Director MEMORANDUM TO : Local Historic District , Landmarks , and Preservation Commissions 'ROM : David Brook RE : Preservation Commission Training Workshops : June 16 , 2000 , in Charlotte June 17 , 2000 , in Sanford The State Historic Preservation Office , the Charlotte -Mecklenburg Historic Landmarks Commission and the Sanford Historic Preservation Commission are pleased to announce two one-day training workshops for local preservation commissions to take place Friday , June 16 , in Charlotte and Saturday , June 17 , in Sanford .
