Seconded by Rich . - VOTE : Unanimous , AGENDA ITEM #40 CHAIR COMMENTS None . DRAFT N AGENDA ITEM # 50 ITEMS FOR DISCUSSION Corn Preservation Planning Study a . St. Marys Road Belk discussed his meetings with representatives of the LTNC Research Laboratories of Archeology . Samford showed maps from a previous project involving the Indian Trading Path . RLA will be an enthusiastic participant in the Preservation Planning Study . Belk will be meeting with representatives of SHPO in August to further discuss the project . b . Landmarks Designation Program Belk suggested that an effort be made to publicize the Landmarks Designation Program to the 40 or so property owners of sites on the National Register Study List . Belk will develop a publicity brochure to be used in a mailing to all NRSL property owners . c . White Oak Grove School , Cedar Grove Belk assembled a Study List Application for the White Oak Grove School site . Slide photographs need to be taken to include with the application . He spoke with Iris Chapman, who is coordinating the effort to save the building, about the need to clear away trees and vegetation that are currently obscuring the site AGENDA ITEM #80 ADJOURNMENT Belk reminded everyone that the July meeting has been canceled . The next regularly scheduled meeting of the HPC will be August 26 . Allison adjourned the meeting at approximately 8 * 35 p . m . 2 03 St. Mary ' s Road Corridor Preservation Planning Study An Assessment of Preservation Options for the St. Mary 's RoadlTrading Path Historic Corridor Project Goal : Identify and delineate historic architectural and archeological resources ; traditional , working landscapes ( farms ) and scenic vistas , and natural resources . Evaluate effectiveness of various planning techniques in preserving resources . Consider the linkage of transportation and land - use planning in the context of preserving St . Mary ' s Road Corridor . Educate corridor property owners on : ( 1 ) history and cultural significance of the area; (2 ) impact of preservation planning techniques on property values (benefits and restrictions) ( 3 ) how growth and development trends in northern Orange and Durham County will affect traffic generation on St . Mary ' s Road . Outline an effective Corridor Preservation Plan that is supported by the community . Resource Identification Obtain participation of UNC Research Laboratories of Archeology in evaluating extent of archeological resources , mapping of Trading Path remnants . Obtain services of landscape architect (specializing in historic landscapes) to assist Orange County HPC and Planning Staff to : update Orange County architectural survey to identify resources lost since 1993 - 94 ; identify properties under agricultural use and potentially eligible for local , state , and federal conservation programs ; identify possible historic districts or areas based upon linkage of archeological , architectural , farmland and natural resources . Educate Property Owners Community meetings at intervals throughout project to inform landowners of various planning strategies . These shall include non-restrictive techniques such as scenic byway designation, National Register listing , and voluntary open space development guidelines (Flexible Development) . Thoroughly educate property owners on restrictive techniques to include conservation easements (scenic , agricultural , etc . ) , local historic designation, and overlay zoning districts . Property owners must also be fully apprised of the significance of St. Mary ' s Road in the transportation infrastructure, as well as the nuances of transportation planning and NCDOT policy . �� U 04 UJ . Crow, Director July 20 , 1998 MEMORANDUM TO : Designated Staff Members of Certified Local Governments ( CLGs ) FROM : Melinda Coleman , CLG Coordinator RE : 1998 CLG Year- End Report Federal and state program guidelines require the State Historic Preservation Office (FPO ) to conduct a yearly review of activities caed out by local governments participating i ry n the CLG program . Our review is based on reports of the year' s activities submitted by the CLGs . We have designed the reporting forms to streamline the reporting process while ensuring that necessary and useful information is provided . The reports become an important source of information about the status of local preservation across the state . The information they contain is used to help the HPO provide guidance and technical assistance to CLGs and potential CLGs and to build support for local preservation programs . The 1998 Year- End Report will assess the period July 1 , 1997 , through June 30 , 1998 . The report consists of seven forms , some of which require attachments . The full report should take no more than three to four hours to complete . Submit two copies of the report by September 15 , 1998 . The forms include the following , I . Inventory Update Form for Properties Added to Existing Historic Resources Survevs Federal and state CLG regulations require that certified local governments periodically update their surveys of historic properties by adding properties whose e:cistence or significance was previously overlooked or unknown, and by noting those properties which have been destroyed . The purpose of this form is to provide basic information about resources which are being added to the existing inventory . This information is to be completed by the CLG commission and forwarded to the State Historic Preservation Office for incorporation into the statewide inventory of historic buildings and archaeological resources . Please note that in communities or counties where a systematic inventory is underway this form is not required . The update form is for use strictly after an inventory has been completed or where no systematic inventory has yet taken place . You are encouraged to consult with the Survey and Planning Branch and/or the Office of State Archaeology , both within the State Historic Preservation Office , when you identify structures or archaeological sites which need to be added to the inventory .
