Open Meeting Board Minutes
Tuesday May 21,2019
The Orange County ABC Board held its regular meeting on Tuesday,May 21,2019 at 8:30 AM at the ABC
Board Administrative Office 601 Valley Forge Road Hillsborough,N.0 These are the minutes of the Open
Session.
Present: Keith Bagby,Chairman Patrick Burns, Member
Mike Lassiter,Member Elizabeth Carter,Member
Tony DuBois,General Manager Angela Willoughby,Asst.General Manager
Ron McCoy,Finance Officer Angel Neighbours,Board Secretary
Absent: Chris Willett,Beemer,Hadler&Willett, P.A.,
Renee Price,BOCC Liaison
Jane Cousins,Vice Chairman
Visitors:
Call to order: at 8:34 am a quorum was present and Mr. Bagby, Board Chairman, called the
regularly scheduled Board Meeting to Order.
Mr. Bagby read the Mission Statement: The Mission of the Orange County ABC Board and our
employees is to serve our locality responsibly by controlling the sale of spirituous liquor,returning
profits to Law enforcement,Alcohol Education,and the County Fund while providing excellent
service in customer friendly,modern and efficient stores.
Mr.Bagby read the Conflict of Interest Statement.The question was asked:if anyone has a conflict
of interest with respect to any matters on the agenda?AB present said nay-
1 Approval of the Open meeting Agenda: Mr. Bums made a madon to approve the Open meeting
agenda,Mr. Lassiter seconded the motion and the vote carried
2 Meeting Minutes:The Open Meeting Minutes for April 16,2019 were presented.Discussion was held.
Mr.Lassiter made a motion to approve the open session minutes,Mr.Burns seconded the motion and
the vote carried.The Closed Session minutes from April 16,2019 were presented.Discussion was held.
Mr. Burns made a motion to approve the closed session minutes,Mr. Lassiter seconded the oration
and the vole carried

a.Financial Reports:
I.Comparative Statement of Net Assets
ii.Comparative Revenue and Expenses for April 2019 and April 2018
iii Actual-to-Budget March 2019
b.April 2019 and Year-to-Date Retail Sales
c.Statewide Sales Report
Discussion was held.Ms.Carter made a motion to approve the April2019 Consent Agenda,Mr. Burns
seconded the motion and the vote carried

4. Management Updates:
1. Law Enforcement Reports:This report is required by the NCABC.
2. Handbook: Ms. Willoughby is working on final details and the handbook should be on our
website by the end of the week.
3.Revenue Poster:NCABC issued a revenue for fiscal year 2018 poster to each Board in NC
4.Oakdale Project Update: The project is moving forward and still has a completion date to
finish near the end of October.Updated photos were presented at the meeting.
5. House Bill: A meeting on the progress of the various bills in the legislature pertaining to ABC
is scheduled for May 21,2019
6.Living Wage/Salary chart Conversation: Discussion was held The matter was tabled to a
later meeting.
7.Summer Conference: The Summer conference for ABC will be in Pinehurst August 4th-0
Discussion was held on who would like to attend.Mr. Bagby stated he would like to attend.
5. Budget Timeline 2019-2020 was presented
a. Draft Budget: The draft budget was presented to the Board Discussion was held. Final Budget
approval will take place in the June 2019 meeting
6.Oakdale Project Update: Work on the new Hillsborough Store 010 at Oakdale Drive is underway An
updated Project Budget will be presented monthly at the board meeting throughout the project.
7. Law Enforcement Funding: Funding requests were reviewed and discussion was held.Ms. Carter
made a motion to approve S147,000for Law Enforcement Funding.Mr. Lassiter seconded the motion
and the sore carried

8.Alcohol Rehabilitation and Education Grants Funding requests were received and discussion was
held.Mr.Burns made a motion to approve S183,000 far Alcohol Rehabilitation and Education,Ms.
Carter seconded the motion and the vote carried

8. Board Comments:
• Mr. Bagby attended career day at Cedar Ridge High School
• Mr. Bagby attended a meeting with Gayanne Chambless that went over the upcoming House bills.
• Mr. Bagby would like annual training on the ABC system for the Board.
• Mr.Bagby will send out an annual evaluation form for the General Manager's review.This is due
back by June 6'^.
