Open Meeting Board Minutes
Tuesday March 19,2019
The Orange County ABC Board held its regular meeting on Tuesday, March 19,2019 at 8:30 AM at the
ABC Board Administrative Office 601 Valley Forge Road Hillsborough,N.C.These are the minutes of the
Open Session.

Call to order: at 8:28 am a quorum was present and Mr. Bagby, Board Chairman, tallied the
regularly scheduled Board Meeting to Order.
Mr. Bagby read the Mission Statement: The Mission of the Orange County ABC Board and our
employees is to serve our locality responsibly by controlling the sale of spirituous liquor,returning
profits to Law enforcement,Alcohol Education,and the County Fund while providing excellent
service in customer friendly,modern and efficient stores.
Mr.Bagby read the Conflict of Interest Statement.The question was asked:if anyone has a conflict
of interest with respect to any matters on the agenda?ABpresent said nay.
1 Approval of the Open meeting Agenda: Mr. Bums made a motion to approve the Open meeting
agenda,Ms. Carter seconded the modon and the vote carried
2 Meeting Minutes: The Open Meeting Minutes for January 15, 2019 were presented. Discussion was
held. Mr.Bums made a modon to approve the open session minutes,Ms.Carter secondedthe modon
and the vote carded
3 Consent Agenda:February 2019
a.Financial Reports:
i.Comparative Statement of Net Assets
ii.Comparative Revenue and Expenses for February 2019 and February 2018
iii Actual-to-Budget February 2019
b.February 2019 and Year-to-Date Retail Sales
c.Statewide Sales Report
Discussion was held.Ms. Carter made a motion to approve the February 2019 Consent Agenda,Ms.
Cousins seconded the motion and the vote carried

4.Management Updates:
Mr. DuBois demonstrated the functionalities of the ID Scanners currently used in each of our stares.
1.Law Enforcement Reports:This report is required by the NCABC.
2.Handbook: Ms.Willoughby is working with the intern to reconstruct the Policy and Procedure
manual.
3.Pre a Conference:A press conference was held at the State Legislature by Health Communities
to take a stand against privatization of the ABC System.Mr.DuBois and Mr.Bagby attended the
press conference.
4.Oakdale Project Update:The groundbreaking was February 19's.The projected timeline is
270 days to completion with a completion date new the end of October.
5.Educational Benefit: The current benefit provided a maximum of$400 per employee with the Board's
entire expenditure capped at $4,000 per year. A proposed Educational Benefit to raise the employee
maximum to$1000 peryear and the Board's expenditure to$10,000 was presented by Ms.Willoughby.Also,
in the proposal is a recommendation to change qualifications of the tuition reimbursement to 100%
reimbursement for a grade of C or better including the"Pass"score in a Pass/Fail Class.Discussion was held.
Ms. Cousins made a motion to change the Education Benefit as proposed, Mr. Lassiter seconded the-
madon and the vote carried

6.2018-2019 Alcohol Rehabilitation and Education Grant Mid-year presentation:
2018-2019 Grantees presented a mid-year update to the Board. Each grantee reported on their goals,
strategies,measurements of success and tools used. They answered questions from the Board members as
well.

S.Board Comments
• Mr.Bagby passed around the article from the News of Orange on the ribbon cutting for
the Oakdale Store.
• Mr.Bagby visited El Futuro and shared with the Bound how the organization is growing.
11.29 am Ms. Cousins made a motion to adjourn,Mr.Lassiter seconded the motion and the vote carried

Educational Benefits
The purpose of providing educational benefits is to ensure employees are well prepared in
their present positions and also to provide the opportunity for employees to prepare
themselves for advancement to higher positions.
The Orange County ABC Board will provide a maximum of $1000.00 per employee per
fiscal year for full-time employees to take courses that are related to their ABC employment.
The Board of Directors has capped the authorized amount to spend per fiscal year at
$10,000. The expenditure cap dictates that funds are offered on a "first come, first served"
basis; therefore, when the projected reimbursement money is depleted, employees will no
longer have the opportunity for reimbursement.
All courses must be pre-approved by the General Manager. There is not a specific form, but
the documentation required will be the course name and description, name of the school,
number of credits and the tuition amount.
Examples of courses that the Board will pay for are Business Administration and Business
Management courses such as: Human Resources, Supervisory, Personnel Management,
Organizational Behavior, Accounting, Finance, etc. The Board will also pay for courses to
obtain Adult Education Basic Skills such as: GED, English composition, math refresher
courses and courses for computer applications such as Windows, Word and Excel.
The employee is responsible for paying the tuition in advance; then requesting
reimbursement after the final course grade has been obtained. There are no special forms
required for reimbursement, but proof of payment (such as a statement of account from the
school) and a copy of the final course grade are required. The General Manager will be
responsible for reviewing and approving/disapproving payments to employees.
The employee is responsible for all other expenses such as travel to and from school,
books, supplies, cost of computer, intemet expenses, parking fees, registration fees,
communication expenses, etc.
Time in class is not work time and school attendance and studies are to be done on the
employee's own time away from work and must not interfere with the employee's regular
work schedule. Employees will not be paid to attend school.
Tuition will be reimbursed based on the cost of each course and the final course grade
obtained. 100% reimbursement for a grade of C or better (including a score of PASS in a
pass/fail course) and 0% reimbursement for a grade of D or below and FAIL.
