These are the minutes of the Open Session. Present: Keith Bagby,Chairman Jane Cousins,Vice Chairman Patrick Bums,Member Elisabeth Carter,Member Mike Lassiter,Member Tony DuBois,General Manager Ron McCoy,Finance Officer Angela Willoughby,Asst.General Manager Angel Neighbours,Board Secretary Absent: Chris Willetr,Beemeq Radler&Willett,P.A., Renee Price,BOCC Liaison Visitors: Brad Ward,Cmrbom Police Department Sherita Cobb,Orange County Schools Jim Wise,Chapel Hill Cambom Schools Paul Atherton,Orange Criminal Justice Elinor Landers,Campus and Community Coalition Or Luke Smith,El Futmo Inc. Call to order: at 8:30 am a quorum was present and Mr. Bagby, Board Chairman, called the regularly scheduled Board Meeting to Order. Mr. Bagby read the Mission Statement: The Mission of the Orange County ABC Board and our employees is to serve our locality responsibly by controlling the sale of spirituous liquor,returning profits to Law enforcement,Alcohol Education,and the County Fund while providing excellent service in customer friendly,modern and efficient stores. Mr.Bagby read the Conflict of Interest Statement.The question was asked:ifanyone has a conflict of interest with respect to any matters on the agenda?AO present said nay. 1 Approval of the Open meeting Agenda: Mr. Burns made a motion to approve the Open meeting agenda,Mr.Lassiter seconded the modon and the rote carried 2 Meeting Minutes: The Open Meeting Minutes for January 15,2019 were presented. Discussion was held. Mr.Burns made a motion to approve the open session minute,ML Carter seconded the motion and the vote carried The Closed Meeting Minutes for January 15,2019 were presented.Discussion was held. Law Enforcement Reports:This report is required by the NCABC. 2. Handbook:Ms. Willoughby is working with the brown to reconstruct the Policy and Procedure manual 3.Store Shelving Incident: Mr.Dubois informed the Board of an incident at the Mix Beverage Outlet. 4.PED Study:A study was done by the Performance Evaluation Division on Liquor Regulations in North Carolina."if the General Assembly wishes to change North Carolina's system for regulating liquor,it should appoint ajoint legislative commission to determine how state and local government roles in regulating liquor sales would change." 5.BOCC Meeting Re-cap:Mr.DuBois,Mr.Bagby and Ms.Cousins attended the Board of County Commissioners meeting.Mr.DuBois presented the annual report to the Board. 6.Oakdale Project Update:The groundbreaking is February 19a at 12:00.The projected timeline is 270 days to completion with a completion date new the and of October. 5.Capital Improvement Plan:The Orange County ABC Board's capital improvement plan is a fiscal management tool used to facilitate the coordination of budgetary and financial resources need for upcoming capital project The capital improvement plan outlines capital projects and debt services liabilities for the current fiscal year and for the next five years.Attached is the current Capital Improvement Plan. 6.Law Enforcement midyear reporting: Brad Ward with the Carboro Police Department reported they have been called in rejoin tomes with other departments in Chapel Hill.'Therefore,compliance checks are down for the you.They will start back up this month conducting compliance and on-premise checks. 7.2018-2019 Alcohol Rehabilitation and Education Grant Midyear presentation: 2018-2019 Grantees presented a midyear update to the Board.Each grantee reported on their goals, strategies,measurements of success and tools used.They answered questions from the Board members as well. • Sherim Cobb,Orange County Schools • Jim Wise,Chapel Hill Carrhoro Schools • Paul Atherton,Orange County Criminal Justice • Elinor Landess,Campus and Community Coalition • Dr Luke Smith,El Fenno Inc. 8.Board Comments • Mr.Burns:Hillsborough Police Department,Carrbaro Police Department and Orange County Sheriff Department participated in a joint operation to conduct compliance checks. • Mr. Bagby attended Family Treatment Court Graduation.
