HomeMy WebLinkAboutABC Board minutes 112018 Orange County ABC Board Open Meeting Board Minutes Tuesday November 20, 2018 The Orange County ABC Board held its regular meeting on Tuesday,November 20,2018 at 8:30 AM at the ABC Board Administrative Office 601 Valley Forge Road HilIsbarough,N.C. These are the minutes of the Open Session. Present: Keith Bagby,Chairman Jane Cousins, Vice Chairman Mike Lassiter,Member Patrick Burns,Member Jamexetta Bedford,Member Tony DuBois,General Manager Ron McCoy,Finance Officer Angela Willoughby,Asst.General Manager Angel Neighbours,Board Secretary Renee Price,BOCC Liaison Absent: Chris Willett,Beemer,Hadler&Willett,P.A., Visitors: Michele Moffit,One Digital Health and Benefits Officer Roberson,Orange County Sheriff Department Call to order: at 8:26 am a quorum was present and Mr. Bagby, Board Chairman, called the regularly scheduled Board Meeting to Order. Mr. Bagby read the Mission Statement: The Mission of the Orange County ABC Board and our employees is to serve our locality responsibly by controlling the sale of spirituous liquor,returning profits to Law enforcement,Alcohol Education, and the County Fund while providing excellent service in customer friendly,modern and efficient stores. Mr.Bagby read the Conflict of interest Statement.The question was asked:if anyone has a conflict of interest with respect to any matters on the agenda? Mr. Lasseter and Mr. Bagby recused themselves from the Health Insurance renewal conversation and vote. 1 Approval of the Open meeting Agenda:Mr. Bedford made a motion to approve the Open meeting agenda,Mr.Burns seconded the motion and the vote carried 2 Meeting Minutes: The Open Meeting Minutes for October 16, 2018 and October 30, 2018 were presented.Discussion was held. Ms. Cousins made a motion to accept the open session minutes,Mr. Lassiter seconded the motion and the vote carried. 3 Consent Agenda: October 2018 a.Financial Reports: i.Comparative Statement of Net Assets ii.Comparative Revenue and Expenses for October 2018 and October 2017 iii Actual-to-Budget October 2018 b.October 2018 and Year-to-Date Retail Sales c.Statewide Sales Report Discussion was held.Ms. Cousins made a motion to approve the October 018 Consent Agenda, :Ylr. Burns seconded the motion and the vote carrier!. Open Session 11/20/2018 Page 1 ❑t'3 pages Orange County ABC Board Open Meeting Board Minutes Tuesday November 20,2018 4 Health Insurance Renewal.Michele Mofft and Ms.Neighbours presented the Health Insurance renewals. We received several quotes from different carriers.Blue Cross Blue Shield, United Health care and First Carolina Care.First Carolina Care will allow us to continue our pre-65 retiree's health insurance coverage an our plan. With a 2.74 decrease in premiums and a slightly higher co-pay which is staying with-in the current market for co-pays.Discussion was held.Ms.Redford made a motion to renew heallh Insurance benefits with Rrst Carolina Car with a decrease 2.74 in premiums and a higher deductible,Ms. Cousins seconded the motion and the vote carried With a higher deductible in place,the staff recommended changing our current(MERP)Medical Expense Reimbursement Plan from$500 to$1000 to supplement the deductible cost for our employees.Discussion was held Ms.Bedford made a motion to change our MERP from$500 to$1000,Ms. Cousins seconded the motion and the vote carried Orange County ABC Board currently pays 0%of dependent coverage.This was an area we could enhance our benefits package discussed during our benefits study earlier this year. Discussion was held on the Board contributing money for dependent health Insurance coverage.Mr. Burns made a motion for the Board to pay$100 a month towards dependent health coverage,Ms. Bedford seconded the motion and the vote carried 5 Dental, Life and Voluntary Life renewals: Ms. Neighbours presented the renewals for Dental, Life and Voluntary life.Dental came in at a 4%increase which is an increase of approximately V 8.50 per employee per year. There were no increases on Life or Voluntary Life. Discussion was held Ms. Bedford made a motion to renew benefits with MetLife,Mr.Burns seconded the motion and the vote carried 6. Security Survey: Officer Roberson visited all Orange County ABC Board locations and evaluated the locations for security purposes. He gave an overview of each location and said we are doing a great job with our security we have in place and gave the Board a few suggestions on how to improve it. 7 Management Updates: 1.Law Enforcement:Mr.DuBois would like to discuss hiring a part-time law enforcement liaison to coordinate efforts between the agencies and to follow up on reporting.Discussion was held 2.Intern:Noah Basil was introduced in the meeting.He is currently working on a special project and will transition to the handbook project in January. 3.Carrboro Store:The Carrboro store Grand Opening was on November 15, we had a large turn out with local customers as well as state officials. 4.Oakdale Project Timeline:Once a contractor is hired the contract will start with our lawyer ironing out all of the details. We will send out financing requests and bring back to the January 151 Board meeting. 8 Board Attorney Review:Discussion was held Mr.Burns made a motion to continue contract with Chris Willett M& Cousins seconded the motion and the vote carried 9 Oakdale Store Construction Bids: Bids were opened in public on October 26" at 3:00pm. Several companies declined to bid. We received bids from the following: Racanelli $2,280,000 Riggs-Harrod $2,369,542 ABI $2,558,391 Open Session 11/20/2018 Page 2 of 3 pages Orange County ABC Board Open Meeting Board Minutes Tuesday November 20, 2018 Mr. DuBois checked references for Racanelli as well as went to one of their jobs and researched online. Summit has worked with them in the past and bad a positive experience.Mr. DuBois recommends we hire Racanelli. Discussion was held. Ms. Bedford makes a motion to hire Racanela at S2,280,000 for the Oakdale Project with a contingency on legal approval from Chris lillitt and approval offmancing.Mr. Burns seconded the motion and the vote carried 10 Board Comments: ■ Board and staff members congratulated Ms.Bedford and new position as an Orange County Commissioner and wished her the best. • Ms.Bedford thanked everyone for allowing her serve on this Board. ■ Mr. Bagby, stated he will contact Ms. Elizabeth Carter our new appointed Board member and welcome her to the Board. ■ Mr.Bagby would like to create a breakdown of each store and their sales. ■ Mr.Bagby would like the General Mangers mid-year review with only the comment sections completed and retuned to him by December 31,2018. At 11:40am Mr. Burns made a motion to adjourn, :'1.1r.
