Home My WebLink AboutABC Board minutes 082118 Orange County ABC Board Open Meeting Board Minutes Tuesday August 21,2018 The Orange County ABC Board held its regular meeting on Tuesday, August 21,2018 at 8:30 AM at the ABC Board Administrative Office 601 Valley Forge Road Hillsbamugh,N.C.These are the minutes of the Open Session Present: Keith Bagby,Chairman Jane Cousins,Vice Chairman Mike Lassiter,Member Patrick Bums,Member Jamezena Bedford,Member Tony DuBois,General Manager Ron McCoy,Finance Officer Angela Willoughby,Asst.General Manager Angel Neighbours,Board Secretary Renee Price,BOCC Liaison Absent: Chris WiBEt;Beemer,Hadler&Willett,P.A., Visitors: Bradley McClung, Summit Designs Call to order: at 8:26 am a quorum was present and Mr. Bagby, Board Chairman, called the regularly scheduled Board Meeting to Order. Mr.Bagby read the Mission Statement: The Mission of the Orange County ABC Board and our employees is to serve our locality responsibly by controlling the sale of spirituous liquor,returning profits to law enforcement, Alcohol Education,and the County Fund while providing excellent service in customer friendly,modern and efficient stores. Mr.Bagby read the Conflict of Interest Statement The question was asked;if anyone has a conflict of interest with respect to any matters on the agenda?AM present say no. Ms.Neighbours,Board Secretary swore in a new Board member,Patrick Bums 1 Approval of the Open meeting Agenda: Mr. Bedford made a motion to approve the Open meeting agenda,Ms.Cousins seconded the modon and the vote carded 2 Jameceda Bedford nominated Jane Cousins as Pke Chairman,Mike Lassiter seconded the motion and the vote carried 3 Meeting Minutes:The Open and Closed Meeting Minutes for June 21,2018 were presented.Discussion was held. Ms. Bedford made a motion to accept the open and closed session minutes,Mr. Lassiter seconded the motion and the vote carried 4 Bradly McClung, Summit Designs. Ms. Bedford had questions concerning the level of energy efficiency for am Oakdale Village location. Mr.McClung answered all questions from the Board and went over all energy efficiencies in place before final approval. 5 Consent Agenda:June 2018 a.Financial Reports: i.Comparative Statement of Net Assets I Comparative Revenue and Expenses for June 2018 and June 2017 iii Actual-to-Budget June 2018 b.June 2018 and Year-to-Date Retail Sales c.Statewide Sales Report Discussion was held. Ms. Bedford made a motion to approve the July 2018 Consent Agenda, Mr. Lassiter seconded the motion and the vote carried 7 Management Updates: 1.Law Enforcement Reports:This report is required by the NCABC.Patrick Bums will reach out to local law enforcement to make sure everyone is aware of the due dates for this report. 2.ABC Conference: The ABC Conference was August 6-7 in Greensboro and was attended by Mr.Bagby and Mr.Bums,Board Members,Mr.Dubios General Manager and Kevin Lane, Assistant Buyer. 3.Bags:Mr.McCoy presented data regarding our bag purchases for the last three years. We are currently being cost effective with these purchases without cutting quality. 4.General Manager Activities: In July Mr.DuBios was a speaker at the Misdemeanor Diversion Program.In August he attended the Oakdale store Public Hearing and the Northern Coalition Committee meeting with Mr.Bums. 5.Willow Creek/Carrboro/LED:The construction timeline for finishing the remodel is delayed due to the firewall redesign.The Parking lot repair is more extensive than first estimated raising the final cost as well.Expected project completion has moved to October 1st. 6.Meeting Topics for FY 18-19:New meeting dates and recurring topics were presented. Changes were made from previous years.Law Enforcement presentations will be in January. The midyear grant presentations will be in February and March. 7.ABC Commission Audit:The state auditor uncovered millions of dollars of waste at the State ABC Commission and there has been a great deal of negative press since the discovery.There will be people in the community talking and asking questions.Everyone should be prepared to address their concerns. 8 Employee Benefits:The Compensations and Benefits Study from CAI highlighted areas we are currently competitive in as well as areas for potential enhancement.It also highlighted areas the Board is well above market in our benefits.We are in the process of an employee survey and will bring the findings to the September Board meeting. 9 Compensation Study:The Compensation and Benefits study also looked at market data including wages for local government,businesses and ABC Boards. Orange County raised the living wage to$14.25 for temporary employees and$15.00 for permanent employees. Discussion was held and more information will be brought back to the September board meeting. 10 Board Comments: The Board would like to set time limits on each agenda item. The Board would like to have a Law Enforcement-Security Survey on each store.Mr.Bums will conduct the surveys. Mr. Bagby would like In have business cards ordered. We are in the process of hiring an intent to rework our employee handbook. Renee Price mentioned that she will miss the September Board meeting. Mr.Bums and Ms.Bedford attended the Drug;Treatment Court Graduation.
