Open Meeting Board Minutes
Tuesday February 20, 2018
The Orange County ABC Board held its Special meeting on Tuesday,February 20,2018 at 8:30 AM at the
ABC Board Administrative Office 601 Valley Forge Road Hillsborough,N C.These are the minutes of the
Open Session.
Present: Greg Jarvies,Chairman Keith Bagby,Vice Chairman
Mike Lassiter,Member Jamezetta Bedford, Member
Jane Cousins,Member Renee Price,BOCC Liaison

Call to order: at 8:29am a quorum was present and Mr. Jarvies, Board Chairman, called the
regularly scheduled Board Meeting to Order.
Mr.Jarvies read the Mission Statement: The Mission of the Orange County ABC Board and our
employees is to serve our locality responsibly by controlling the sale of spirituous liquor,
returning profits to Law enforcement,Alcohol Education,and the County Fund while providing
excellent service in customer friendly,modern and efficient stores.
Mr. Jarvies read the Conflict of Interest Statement. The question was asked; if anyone has a
conflict of interest with respect to any matters on the agenda?All stated no.
1 Approval of the open meeting agenda:Mr. Bagby made a motion to approve the Open meeting
agenda,Ms. Cousins seconded the motion and the vote carried
2 Meeting Minutes:The open session meeting minute from January 23,2018 and the closed meeting
minutes from February 7,2018 were presented. Discussion was held Mr.Lassiter made a motion to
approve open and closed session minutes,Ms. Cousins seconded the motion and the vote carried

a. Financial Reports:
I. Comparative Statement of Net Assets
ii. Comparative Revenue and Expenses for Jan 2018 and Jan 2017
Ill. Actual-to-Budget Jan 2018
b. Jan 2018 and Year-to-date Retail Sales
c. Statewide Sales Report
Discussion was held.Ms. Cousins made a motion to approve the January 2018 Consent Agenda,Mr.
Bagby seconded the motion and the vote carried
4 Chapel Hill Police Dept.: Reported they are continuing with on premise and compliance checks,and
continuing with training at the Court house in Chapel Hill They have purchased a second intellicheck
scanner for ID check.

5 Hillsborough Police Department: Reported they have retrained all patrol officers in standardized field
sobriety testing.They have continued to do compliance checks and DUI check points throughout the year
with joint efforts of other law enforcement agencies.Police Department is looking to purchase a new
unnoticeable vehicle to use while conducting on premise and compliance checks.
6 Carrboro Police Department: Reported they team up with other law enforcement agencies throughout
the year for compliance and on premise checks.
7 Orange County Sheriff Department:Reported they are at all of our store locations at closing and join
other law enforcement agencies with DUI check points.

8 Mid-Year Budget Amendment: A mid-year budget amendment was presented by the Finance Officer
(See attached)
Ms.Bedford made a motion to approve the mid-year budget amendment,Ms. Cousins seconded the
motion and the vote carried
9 Management Updates: Mr.DuBois distributed the State ABC profit booklet provided by the ABC
Commission.
1. Safe Deposit: The new safes are being installed in all stores start today except for the Carrboro
location since they will be moving to a new location w renovations begin.
2. MACRO/ABS: We received a final bill from Macro.Mr.DuBois recommended paying the invoice
and we have received the items listed.
3. CAI Compensation Study: CAI is reviewing pay and benefits information for the staff This study
should be completed by the April Bond meeting.
4. RFP for Audit and Financing for store#7:RFP's were sent out for the financing of the Carrboro
renovations and for selecting a new auditing firm.Proposals will be ready for the Much meeting.
5. POS Update:The Back office system is in and working. We are continuing to work with the back
office company to work out the kinks.
6. Willow Creek/Carrboro/LBD:The LBD location moved to Ram's Plaza on January 20.They
reopened on Monday January 29a.They are now taking credit cards for sales and the customers
seem to be really happy about this.We hived a contractor for the Carrboro remodel and construction
should start in a few weeks.The projected timeline means we will move out of the store Much 1 I
coinciding with Spring Break at UNC.The construction is expected to take 22 weeks,giving it a
finish date of August 20o. The first day of classes at LINC is August 21".
7. Oakdale: We are finalizing designs on this project and should have initial submittals in to the town
as we start the approval process Projected timeline to begin the project is June 2018
8. County Commissioners meeting: Mr.Jarvies,Mr.Bagby and Mr.Dubois attended the County
Commissioners meeting on January 23b The presentation went well.

10 Harassment Policy: The current policy and a new proposed policy were presented.The Board made
some recommendations for changes and would like the policy brought back to the March meeting.
I I Retreat review:Discussion was held.The following are topics for the Much Retreat. Grant mid-yew
updates,Capital Improvement Plan,Board Goals,Policy Review,Harassment Policy,RFP for Auditor and
RFP for financing the Carrboro project

10.31am Ms. Bedford mode a motion to go Into Closed session in accordance with NCGS 143-318-I1(a)

11:23 am Mr. Bagby made a motion to return to open session,Mr. Lassiter seconded the motion and the
vote carried
At I1:26am Mr. Bagby made a motion to adjourn, Ms. Bedford seconded the motion and the vote
canted

BE IT ORDAINED by the Orange County ABC Board that the following amendment be made
to the annual budget ordinance for the fiscal year ending June 30, 2018.
Section 1. To adjust revenues from liquor sales per revised year-end projections.
