MEMORANDUM OF UNDERSTANDING
The Memorandum of Understanding (MOU) is between the Orange County Partnership for Young Children
(hereinafter called the Partnership) and Orange County Health Department (hereinafter called OCHD). The
purpose of the MOU is to define the responsibilities of each organization regarding the disbursement of United
Way of the Greater Triangle (United Way) funding for the Family Success Alliance from July 1, 2019,to June 30,
2020.
' As the fiscal agent for the Family Success Alliance (FSA), the Partnership will disburse a total of$31,809.00
to OCHD. OCHD will receive quarterly installments of$7,952.25,which will be paid on or before the 30th of
the last month of each quarter.
Payments will be made to the order of Orange County Health Department and mailed to: Orange County
Health ❑epartment,Attn: Kim Quatrone,300 West Tryon Street, Hillsborough, NC 27278.
' As the fiscal agent for FSA, the Partnership has fiscal monitoring responsibilities as follows: (1) review of
quarterly budget to actual reports and (2) review of fiscal year audit.OCHD will provide the Partnership with
a quarterly budget to actual report due on October 15, 2019, January 15, 2020, April 15, 2020, and July 15,
2020, OCHD will provide the Partnership with a final fiscal year audit as soon as it is made available.
' Payment is contingent upon the Partnership's receipt of United Wayfunding for FSA.
Payments may be adjusted, withheld, or withdrawn upon instruction from the United Way or as part of the
mutual accountability requirements FSA develops with the United Way or if quarterly budget to actual
reports have not been submitted.
• OCHD agrees to provide the Partnership with any documentation required to make payments to the
organization or substantiate expenditures upon request of the United Way or for audit purposes.
