The Orange County Board of Commissioners met in regular session on Monday, March 7, 1960,
at ten o'clock a.m. in the Commissioners' room at the courthouse in Hillsboro, N. C.
Members present: Chairman R, J. U. Hobbs, Co,missioners Clarence Jones, Donald McDade,
Donald Stanford and Henry Walker.
Members absent.: None
The minutes of the February 1st meeting were read by the Clerk and approved by the Board
after a few corrections were made.
The followin, road petitions were presented and the Clerk was requested to forward sage to
the State Highway Commission.
Curtis Road and 250 feet of the Clayton Road located in Coker Hills in Chapel Hill Township.
Road located in Hillsboro Township, Fairview section, runs from Highway n70 entrance at G E G
Grocery around in a loop back to Highway 670 this section of the loop is known as Terrell Road.
Road located in Chanel Hill . Township runs from present Windsor Circle and is an extension
of said Windsor Circle.
The following Department Officials presented reports for the month of February, 1960:

Joe Augustine representative of the Chapel Rill Civil Air Patrol Unit, requested that a confiscate
truck be assigned to the C.A.P. to be used in connection with a Rescue Squad which is now being
formed by the C.A.P. in the Chapel Hill area. This matter visa taken under advisement as the
Board needed a ruling as to whether they could assim a truck taken by the law enforcement agency
ever to any organization.
Walter Wrenn, Director of the Orange County Civil Defense, presented Cliff Blalock, State
Communications Officer for Civil Defense, from Raleigh, N. C., and A. V. ;gasket, Orange County's
Radio Officer for Civil Defense, to the Board. These rpresentatives requested that the Board match
funds with those avai.laule from the federal government, in order, that the Orange County Civil
Defense Unit may purchase equipment for the use of the "ham radio operatorsm which is known as
RACES (Radio Ammuteur Civil Emergency Service). This equipment would be used in times of disaster
whether from the natural elements or outside forces. They stressed the need for money to impliment
a Radio Civil Defense Plan which would consist of mobile radio units to be place at the disposal of
the volunteer rain operators in the County. The Board ouggested to these representatives that an
itemized statement of equipment needed and the cost involved for the purchase of said equipment
be presented to them, in order, that samey may be considered in the 1960-61 budget.
Alton Riley, representative for the Yhite Cross School Heger Committee, requested that the
Board call a special election in the White Cross School District. The following resolutions were
presented from the Chapel Hill City Administrative Unit and the Orange County Board of Education
Hillsboro, N. C.

RESOLUTION REQUESTING THE BOARD OF COAMISSIONERS OF ORANGE COUNTY TO CALL AN ELECTION IN THE SMITE
CROSS DISTRICT TO DETE.R!.'INE 1'WTHE.R OR NOT THIS DISTRICT SHALL BECOME A PART OF THE CHAPEL HILL
CITY ADMINISTRATTIE UNIT
BE IT RESOLVED:
Section I, That the Board of Commissioners of Orange County be requested to call an election in the
White Cross District to determine the will of the people on the issue of whether or not this
district shall become a part of the Chapel Hill City Administrative Unit.
Section II, That the district in which the election shall be held shall be comaosed of the
following area:
Beginiin;, at a concrete monument on the Orange and Alamance County line which point is established by
a line running due west 212 feet from the intersection of the center line of the Mebane Oaks Highway
and the County road that leads to Oak Grove Baptist Church, running thence south 35* 35, east 6,184
feet crossing aforesaid Mebane Oaks Highway to the intersection of the center line of the county
road that leads westwardly from Teen to said N,ebane Oaks Highway and the county road that leads to
the Orange Grove Highway; thence south 83* 50w east 15,470 feet to the intersection of the center
line of the Orange Grove Highway and the county road that leads eastwardly from Tear to said
Orange Drove Highway; thence north 74a 101 east 8,870 feet to the intersection of the center line of
the road at Dodson's Crossroads; thence north 69* 15' east 8,915 feet to a point in the center of
the west side of the loop road, said point being 1,584 feet north of the first intersection going
east from Dodson's Crossroads; thence along the center of said road in a southwesterly direction
1,584 feet to the intersection of said road (N. C. secondary road #'512) with the paved road that
leads from Dodson's Crossroads southeastwardly to Calvander (N. C. secondary #511); thence due south
along the Bingham and Chapgel Hill Township line crossing N. C. secondary road N56 at Bethel Church,
crossing H. C. higinay v54 just at of rates Store, crossing Antioch Road at its intersection with
N. C. secondary road ,-5163, and corssing Jones Ferry Road 1.25 miles northeasterly from its inter-
section with the Orange and Chatham County line, a total distance of 39,177 feet to a point on said
Orange and Chatham County line; thence in a westerly direction Slam, the Chatham County line to the
Alamance County line; thence in a northerly direction along the Alamuance County line to the point
or place of beginning.

Section 111, That if a majority of those who shall vote in the area described in Section II shall vote
in favor of the enlargement of the Chanel Hill City Unit by such area, that area shall be consolidated
with the Chapel Hill City Administrative Unit, effective July 1, 1960, and there shall thereafter
be levied in such area so consolidated the sane school tar, as shall be levied in the Chapel Hill
City Administrative Unit.

Commissioner Stanford moved the following resolution be adopted:
WHEREAS, the Chanel all City Board of Education and the Orange County Board of Education by
resolution dated March 7, 1960, have requested and petitioned the Board of Commissioners of Orange
ounty, North Carolina, to call an election in the area comprising the White Cross School District,

AND WHEREAS, many of the citizens of the area comprising said school distriEt have urged the
ounty Board of Education to take action requesting an election in said district to determine the

AHD WHEREAS, it further appearinU that the Orange County Board of Education and the Chapel Hill
ity Board of Education, in compliance with North Carolina General Statutues 115-122.2, enacted as
action B, Chanter 1271 of the Session Laws of 1957., have agreed with each other as to the school
rooerty to be conveyed and transferred to the Board of Education of the Chapel Hill City Administrative
nit, if a majority of the voters voting in the elction vote in favor of enlargement of the Chapel

BE IT RESOLVED by the Board of Commissioners of Orange County as follows:
1. That a special election shall be held on Tuesday, April 19, 1960, in the area described
the petition of the Chapel Hill City Board of Education and the Orange County Board of Education,
also hereinafter set forth in the notice of special election, which area constitutes the
to Cross School District of Orange County for the purpose of submitting to the qualified voters
said area the following question:
"Shall the Chapel Hill City Administrative Unit be enlarged to include the
White Criss School District of Orange County and school tax of the same rate
as levied in other portions of Chapel Hill City Administrative Unit be levied
in the area consolidated with said City Administrative Unit?"
Said election shall be held pursuant to and in accordance with the pertinent provisions of
er 115, Subchapter V, of the General Statutues of North Carolina and the law governing general

A special election will be held on Tuesday, April 19, 1960, between the hours of 6:30 o'clock
A. M. and 6:30 o'clock P. If., Eastern Standard Time, in the area hereinafter described, which area
constitutes the White Cross School District of Orange County, for the purpose of submittinz to the
qualified voters residing in said area the following question:
"Shall the Chapel Hill City Administrative Unit be
enalrUed to include the Snfte Cross School District of
Orange County and school tax of the same rate as levied in
other portions of Chapel Hill City Administrative Unit be
levied in the area consolidated with said City Administrive
Unit?"
Each ballot provided for the use of votes in voting on the above question in said special
election shall bear the words "FOR Enlargement of the Chapel Hill City Administrative Unit and
School Tax of the Same Rate" and AGAINST lhlariement of the Chapel Hill City Administrative Unit
and School Tax of Same Rate"", and shall contain squares opposite the affirmative and negative
forms, in one of which squares the voter may make a cross (1) mark.
The voters of said area residing in the unite Cross School District shall vote at a polling
place at the school building in the White Cross School District.
A new registration of the qualified voters in said area, as hereinafter described, has been
ordered by the Board of Commissioners of Orange County. The Registrar for the voting precinct will
keep his books open for a new registration of voters from 9:00 o'clock a.m. until sunset on each
day, except Sunday and holidays, for the period beginning on Saturday, the 26th day of Lurch, 19160,
and ending on Saturday, the 9th day of April, 1960, being the second Saturday before such election.
On each Saturday during such registration period said Registrar will keep his registration book at
the polling place established for his precinct. The Registar will attend the polling place herein
described on the last Saturday, to--wit, April 16, 1960, for the purpose of tearing challenges
against any of the registered voters.
The County Board of Commissioners hereby appoints Melvin laoyd to act as Registrar, and Mrs.
Elva Woods and }'Wallace Copeland to act as Judges of Election for said 71hite Cross precinct.
The area which comprises the White Cross School District of Orange County is the area contained
within the following boundaries:
BEGINNING at a sonnets monument on the Orange and Alamance County line which point is established by
a line running due west 212 feet from the intersection of the center line of the Mebane Oaks Highway
and the Bounty road that leads to Oak Grove Baptist Church, running thence south 35 deg. 35 min. east
8,181 feet crossing aforesaid Mebane Oaks Highway to the intersection of the center line of the
county road that leads westwardly from Tea to said Mebane Oaks Highway and the county road that
leads to the Orange Grove Highway; thence south 83 dog. 50 min. east 15,470 feet to the intersection
of the center line of the Orange Grove Highway and the county road that leads eastwardly from Thar
to said Orange Grove Highway; thence north 74 deg. 10 mim east 6,810 feet to the intersection of the
center line of the road at Dodson"s Crossroads thence north 69 deg. 15 min, east 8,915 feet to a
point in the center of the west side of the loop road. said point being; 1,584 feet north of the first
intersection going east from Dodson"s Crossroads thence along the center' of said road in a south-
westerly direction 1,584 feet to the intersection of said road (N, C. secondary road #512) with the
paved road that leads from Dodson"s Crossroads southeastwardly to Calvander (N. C. secondary i`1511);
thence due south along the Binnham and Chanel Hill Township line crossing N. C. secondary road #56
at Bethel Church, crossing N. C. higfivay #54 Just west of Bates Store, corssin.;; Antioch Road at its
intersection with tu. C. secondary road #5163, and crossing Jodas Ferry Road 1.25 miles northeasterly
from its intersection with the Orange and Chatham County line, a total distance of 39,177 feet to a
point on said Orange and Chatham County line; thence in a westerly direction along the Chatham County
line to the Almance County line; thence in a northerly direction along the Alamance County line
to the point or place of beginning.

After canvass by the Board of County Commissioners of the results of said election )Then the
returns have been filed with than by the officers holding the election, and if said election shall
be carried by a majority of the votes cast in said election, then and in such event the Chapel Hill
City Administrative Unit will be enlarged as of July 1, 1960, and there shall thereafter be levied
in said area so consolidated with the City Administrative Unit the same school tax as shall be
levied in the other portions of the City Administrative Unit.

Commissioner McDade seconded the motion to adopt said resolution, and after discussion, said
resolution was put to a vote and visa unanimously adopted. All members of the Board present voted for
the adoption thereof.
Upon motion of Commissioner Volker, seconded by Commissioner Stanford, and unanimously adopted
Wm. R. Kiser, of 69 Dogwood Acres, Chapel Hill, N. C., was appointed to the Chapel Hill Planning
Board for a term of five (5) years. The Clerk was requested to notify Mr. Kiser of his appointment.
The County Accountant discussed the problem of the issuance of the S50,000.00 in bonds for the
Chapel Hill City Administrative Unit. The Board then decided to issue short term notes instead of
bonds.

A. H. Graham interpreted the North Carolina General Statutus pertaining to confiscated property
with reference to the request made earlier in the day by the Chapel HUI C.A.P. Unit. Mr. Graham
informed the Board that under the General Statutus all confiscated property must be sold at public
auction and the proceeds from said sale go into the School Fund.
The Orange County Board of Education appeared before the Board of Commissions. Rose Porter,
member of the County School Board Board, spoke relative to the sale of the old Carrbaro School.
Mr. Porter ask on behalf of his Board and requested that any proceeds received from the sale of the
Carrboro School be earmarked for the acquisition of future school site for the County school system.
Upon motion of Commissioner Jones, seconded by Commissioner McDade, and unanimously adopted said
request by the County School Board was granted.
The County Account was authorized to around the county budget adopted in July of 1959 to reflect
the new per capita distribution of School Current Expense as determined by the State Board of
Education. It was. the consenus of opinion of the Board that the County was financially unable to
appropriate sufficient funds to the-County School Unit to allor•the budget as adopted in July of
1959 to stand.
dam Curtis, County Accountant, presented to the Board the bids received from the Appraisal
firms for the appraisal of all the textile plants located in the County.
Upon motion of Commissioner Walker, seconded by Commissioner Jones, and unanimously adopted,
the County Accountant was authorized to employ Associate: Survey of Greensboro, N. C., for the
appraisal of the textile plants at a bid of $1500.00.
The Tax Supervisor was authorized to proceed with the revaluation of the mining property new
owned by Piedmont Minerals, Inc, of Greensboro, N. C.
Upon motion of Commissioner Jones, seconded by Commissioner McDade, and unanimously adopted,
the County Accountant was authorized to purchase from the Motor Vehicle Dept. at Raleigh, N. C., a
list of the registration cards for Grange County to be used for tax checking purposes. The funds
for this purchase is to be taken from the Emergency Fund.
The Registerof Deeds ask for $350.00 to be used to pay the salary of the Clerk which is now
employed in that office on a part time basis from now until July, 1960. Upon motion of Commissioner
Stanford, seconded by Commissioner McDade, and unanimously adopted, the request of the Register of
Deeds was granted. The money for same is to be taken from the Emergency Fund.
The Sherriff requested that Avery Maddry be granted his one step raise, which is due each new
employee after six months of employment. He also requested that Edgar E. Sykes, who has recently
been employed by the Sherriff's Department, be paid $270.00 per month as a beginning salary because
of his previous' experience in the law enforcement work.
Upon motion of Commissioner McDade, seconded by Commissioner walker, and unanimously adopted,
Edgar E. Sykes? beginning salary will be $270.00 per month with the understanding that no additional
pay raise will be granted to him until he has completed a one year employment period.
