PROCLAMATION
CARE TO SHARE DAY
WHEREAS, over 21% of households in Chapel Hill and Carrboro are estimated to have
incomes below $25,000; and
WHEREAS, it is critical to public health and the vitality of our community for Orange
Water and Sewer Authority (OWASA) to charge the true cost of service required to invest
in our infrastructure, and OWASA is prohibited by law from providing discounted rates
based on income; and
WHEREAS, at 4,000 gallons of use per month, the average OWASA water and sewer bill
requires over 10 hours of work at minimum wage before taxes; and
WHEREAS, the Interfaith Council for Social Services (IFC) has partnered with OWASA
since 1997 to provide water and sewer bill assistance to members of our community
through the Care to Share program; and
WHEREAS, the Care to Share Program has helped over 200 households every year to
pay their bill and maintain vital water services; and
WHEREAS, last year, funds raised through on-bill contributions fell short of covering
utility assistance provided by the IFC; and
WHEREAS, it is easy for OWASA customers to contribute on their monthly water and
sewer bill or through a one-time gift to the Care to Share Program; and
WHEREAS, during the month of November we celebrate thankfulness for what we have;
NOW, THEREFORE, BE IT RESOLVED that, we, the Orange County Board of
Commissioners, do hereby proclaim November 21, 2019 as “Care to Share Day” in
Orange County, in conjunction with the Orange Water and Sewer Authority.
